• ICAR – highly bureaucratic organisation
• Scientific staff and country offices
• Overhead - for countries/regions

• Technology uptake and market
access (VCT, Tools, IP, FO, SD)
• Influencing policies, programmes
(National CSF CP, Breeding policy)
