Licence-exempt wireless technologies have a
vital role to play
Licence exempt wireless technologies will have a
major role, complementing licensed (cellular)
networks
Consumers and businesses will be able to invest in
coverage – complementing wide area networks
Background image: (c) Andrew Stirling 2014
Dynamic Spectrum Access is a helpful
emerging trend ….
Licence exempt can now share bands safely
with licensed services
Technical constraints adapt to make full use of
available spectrum in the locale
Enabling access to the TV white spaces provides
a powerful tool for filling coverage gaps
Momentum is building around dynamic

Notes de l'éditeur

  1. By 2050 ,nearly 70% of the global population will live in cities That’s an additional 2.3 billion more people than live in cities today High performance broadband will be as essential as energy and water supplies Not only providing high quality for mobile device users wherever they are, but also as part of the fabric of the city itself – managing traffic/parking, air quality, waste disposal etc. Cities need good infrastructure to win investment, job creation etc. in the face of strong competition from many others across the world
  2. The key messages here about evolving Citizen Expectations….. and the 3 boxes to the right are providing some interesting data points to these trends: Source: 2010 Federal Customer Experience Study (US) The survey was based on interviews with 1,000 people and was funded by MeriTalk and RightNow Technologies, a vendor of customer experience management solutions 53% thought that federal agencies should reduce the time it takes to respond to requests and resolve issues (Faster responses) 33% indicated that information received as a result of their inquiries was not consistent (more consistent responses) 85% wanted federal agencies to provide more information and make it available online (more information online)
  3. Number of partners within region? CityNext initiative is a “people-first approach to sustainable innovation.” the goal of this initiative is to help city leaders address their big challenges and spur economic growth. Microsoft CityNext fully leverages the new era of innovation, including mobility, social media, big data and cloud computing. It also broadens the scope of smart city initiatives putting people-first, and enabling city leaders to transform operations and infrastructure, engage citizens and businesses, and Accelerate opportunity and innovation not just about a “smarter” city but a” future “city - one that connects with the reality of why people are attracted to the city. Governments are interested in efficiency and economic growth: retaining and creating jobs in a region; keeping spending local and enabling population growth whilst managing congestion. Citizens care about the quality of life, how easy it is to live in a city. Citizens care about the communities they live in, how to keep them and their families healthy and getting the best education for their children. People care about how safe they and their children are in the city. Citizens are attracted to a city by employment and educational prospects for themselves and their families and are interested in maintaining a work/life balance which enhances their quality of life. Businesses are interested in growth and in attracting and maintaining a pipeline of talent; <point out functional areas of the diagram when we talk through these themes> Appealing to those different stakeholder groups doesn’t come by accident, it requires a strategic approach to make that a reality today and sustainable for the future Transforming Operations and Infrastructure … laying the foundation for a thriving city by future-proofing the physical infrastructure, virtual infrastructure and governance of the region. Enabling initiative and innovation within agencies and departments by being more effective with the technology they already own. Engaging Citizens and Businesses … not just providing more information faster, but engaging them to be part of the solution to city challenges and turn the pride they feel about their city into a better future for themselves and the whole community Accelerate Innovation and Opportunity … need to continually nurture the Human capacity along with the technical capacity of the city … students, unemployed, new entrepreneurs … takes commitment of Public and Private sectors working in partnership Citizens also want to access information about the city, and understand how information held and recorded by a city provides value-add, but they also worry about their privacy. work, live and play and truly enables leaders, workers and citizens to shape a more vibrant sustainable, and economically competitive future for their communities. ------------------------------------------- If we had to explain CityNext on one slide – this would be it. It’s not just about a “smarter” city but one that connects with the reality how people of the city work, live and play and truly enables leaders, workers and citizens to shape a more vibrant sustainable, and economically competitive future for their communities. That doesn’t come by accident, it requires a strategic approach to make that a reality today and sutainable for the future Transforming Operations and Infrastucture … laying the foundation for a thriving city, enabling initiative and innovation within agencies and departnments, and connecting dispersed systems, information and people across the city for a whole that is greater than the sum of the pats Engaging Citizens and Businesses … not just providing more information faster, but engaging them to be part of the solution to city challenges and turn the pride they feel about their city into a better future for themselves and the whole community Accelerate Innovation and Opportunity … need to continually nurture the Human capacity along with the technical capacity of the city … students, unemployed, new entrepreneurs … takes commitment of Public and Private sectors working in partnership With a strategic and connected approach, cities have enormous opportunities to innovate to solve their biggest challenges and advance their global competitiveness. Obviously with the help of our partner community. OR: At WPC, Microsoft announced CityNext -- a people-first approach to innovation that empowers government, business and citizens to shape the future of their city. Because at their core, cities are about people.   Initial Build: City landscape highlighting 8 city functions and how we have aligned partner solutions: Cities are the hearts and solutions of our nations. For the first time in history more than 50 percent of the world’s population lives in urban areas. And, by 2050, nearly 70 percent of the global population – more than 6 billion people – will live in cities. Eighty percent of the world’s GDP is created in cities. And, despite only representing 2 percent of the world's surface area, cities are responsible for upwards of 80 percent of the world's energy consumption and 75 percent of carbon emissions. They are gathering places for higher education and advanced innovation in healthcare, science and energy – the engines of new ideas and businesses that drive breakthroughs and economic growth.   A new wave of challenges: This march towards urbanization unleashes a new wave of challenges, but even urban areas with slower population growth, face similar daunting issues. Aging infrastructure, new hazards to public health and safety, and the inherent uncertainty of natural disasters, climate change and global and national economic forces are stark realities. City leaders must meet these growing demands with tight budgets and greater citizen expectations while working across complex, siloed agencies. Fortunately, a new era of innovation provides opportunities for cities to re-imagine their future.   Build 2: Devices and Services Platform: New with less Microsoft and our partners are committed to helping citizens, business and government realize this full potential of a new era of innovation, including: Cloud – Through a flexible cloud offering, cities can choose public, private or hybrid clouds which protect data sources with the privacy, security and control needed for a city to have effective cross-departmental collaboration and resource sharing. The scalability and cost effectiveness of cloud services drives cities’ fiscal responsibility by reducing costs without cutting essential services.   Mobility - Through mobile devices such as sensors, smartphones, and tablets, cities can reach citizens anywhere, on any screen through the device of their choice. Citizen-centric apps enable people to directly engage and interact with their city governments for services that make life safer and more convenient.  Enterprise-grade mobile devices also give employees’ access to systems remotely from any location, improving productivity and responsiveness.   Social - Through social media such as Twitter, Facebook, Skype and Yammer, cities can open, two-way dialogues with citizens and businesses to better understand their needs. Cities can also better protect citizens from safety issues through mobile alerts and social channels.   Big Data - Through data and analytics, city leaders can gain vital real-time insights from millions of devices, social media channels, and business systems to make more accurate decisions, achieve greater efficiencies and respond faster in emergency situations. Having worked with many major cities around the world, we know it’s no longer enough to do more with less.  We must combine the power of innovation with breakthrough ideas to do NEW with less – to connect governments, businesses and citizens with city services through innovation that increases efficiencies, reduces costs and fosters a more sustainable life for all. Microsoft and our partners are helping cities work within their means by building on existing investments and incorporating new innovations at their own pace, ultimately, creating an innovation model that works for today and sustains tomorrow.   3: Transform, Engage and Accelerate Together with our partners, we can enable cities to: Transform operations and infrastructure by: - improving city functions with innovative partner solutions - leveraging the power of cloud computing to reduce costs and increase efficiencies empowering employees with enterprise grade devices and apps Enabling innovation on your terms with a modern solutions and big data platform. Engage citizens and businesses by delivering: personalized services and apps with a people-centric approach enabling real-time dialogue via social media spurring city app development and economic growth with open data initiatives. Accelerate innovation and opportunity through programs and partnerships that: empower youth with 21st century learning and personal development opportunities expand digital inclusion with access and skills training nurture new businesses and innovators with resources and support to help cities compete in the global marketplace.   Build 4: People First Approach - Many high-profile city innovation projects focus primarily on making infrastructure ‘smart’ by embedding sensors and upgrading networking capabilities. While this is a critical foundational step, limiting the conversation to infrastructure misses an enormous opportunity to unlock the human potential within a city. Truly next-generation cities also empower people in government, businesses and the community through innovation to build a more sustainable city across economic, environmental and social spheres. - A people-first approach means harnessing these capabilities to help students achieve more through a 1:1 learning experience, giving isolated populations access to needed government services, providing the elderly with high quality healthcare in their homes, supporting entrepreneurs to see their ideas come to fruition faster, getting commuters home sooner, and giving city employees a real-time, one-city view so they can do their jobs better.   Build 5: Why Microsoft? Microsoft and our global partner ecosystem are uniquely positioned to enable a people-first approach through our: end-to-end software, devices and services capabilities that meet a range of needs from the consumer-related demands of citizens to the mission-critical, enterprise demands of city operations. No other company offers the broad portfolio of familiar, secure software, devices and services; the experienced network of hundreds of thousands of partners worldwide with relationships in nearly every major city around the globe; and the history of successful education and training programs, which collectively, propel cities toward what’s next.   Cities are already on their journey towards modernizing today. They face many challenges in preparing for the future – Microsoft CityNext is the bridge to help them get there, now and into the future.  Imagine what’s next for your city. For more information visit: www.Microsoft.com/CityNext.   --- Microsoft and our partners are committed to cites strategically harness the possibilities of the new era of innovation New opportunities to realize transformation within areas like Public Safety, Health, and Transportation … but also cross city, connecting the information and interactions in a seamless way that helps the city function more efficiently and attracts the businesses and vistors to make a city prosper and compete in the global marketplace. The focus needs to be on outcomes … not just about a “smarter” city … but one that connects that with the reality of how the people of the city work, live and play … and truly enables leaders, workers and citizens to shape a more vibrant, sustainable and economically competitive future for their communities. That doesn’t come by accident… requires a strategic approach to make that a reality today and sustainable for the future: Transforming Operations and Infrastucture … laying the foundation for a thriving city, enabling initiative and innovation within agencies and departnments, and connecting dispersed systems, information and people across the city for a whole that is greater than the sum of the pats Engaging Citizens and Businesses … not just providing more information faster, but engaging them to be part of the solution to city challenges and turn the pride they feel about their city into a better future for themselves and the whole community Accelerate Innovation and Opportunity … need to continually nurture the Human capacity along with the technical capacity of the city … students, unemployed, new entrepreneurs … takes commitment of Public and Private sectors working in partnership With a strategic and connected approach, cities have enormous opportunities to innovate to solve their biggest challenges and advance their global competitiveness. I’d like to talk a bit more about each of those … both the possibilities they create and how to turn those possibilities into reality.

  6. Innovation is an essential catalyst for economic growth and competitiveness. But building a “smarter city” is not just about technology. In fact, research shows however that human capital … the education, talent and innovation of it’s people … is THE most important factor in helping cities compete in the global marketplace   Microsoft has long participated in partnerships with governments, non-governmental organizations, and other local stakeholders to enable citizens to realize their full potential. Around the world, these programs have helped millions of city residents shape a brighter future for themselves and their local communities. Empowering Youth with learning and new opportunities: In keeping with our long-standing commitment to education and opportunity for all young people, Microsoft in the UK has set a goal to create opportunities for 300 000 youth in the over the next three years through partnerships with governments, nonprofit organizations, and businesses. Through the Microsoft Get On initiative we bring together a range of new, existing, and enhanced programs to address the opportunity divide that faces young people and helps them to get inspired, skilled and get a job. The programme connects young people with greater opportunities for education, employment and entrepreneurship. The goal of the initiative is to address the opportunity divide facing young people– a gap between those who have the access, skills, and opportunities to be successful and those who do not. This includes: Running inspiration events, job chats and Skype in the classroom sessions to help young people realise the potential of a career in IT and IT drop in centres available at 30 UK Youth Hubs throughout the country. We also have an established Microsoft Partner Apprenticeship Programme which has been the first step for over 3,800 young people into the IT industry. The programme allows young individuals to gain job-specific skills including globally recognized Microsoft certifications whilst earning a wage at a Microsoft Partner in one of the UK’s priority sectors.   Many city leaders already emphasize access to education for all students as a cornerstone of long-term growth and competitiveness. Because we believe that education is a right, not a privilege, Microsoft and our CityNext partners provide educational institutions with end-to-end learning solutions, including Office 365 for Education, which we offer to students and faculty at no cost which includes email, calendaring, cloud storage and collaboration tools.  Getting technology into the hands of young people is not enough. You need to support transformative learning and help them build the skills they need for the future. Microsoft has worked with several industries, teacher associations and societies to secure a change of government policy on the curriculum and with the Department for Education to draft the new “Programme of Study”. As a result there are now no fewer than 6 GCSEs in Computer Science, one of which has been developed in partnership with Microsoft and is based largely on the curriculum and materials behind the Microsoft Technology Associate qualification from the IT Academy. In parallel with the developments in Whitehall – we have also fired up schools with the fun of computer science. Over 75,000 students took part in the Kodu Kup competition and created games in the Kodu Games Lab – with the winners being chosen by celebrity judges including Gary Carr from the Microsoft Games Studio and “Fable” fame. Government officials, school leaders, and educators can take advantage of Microsoft Partners in Learning to gain new approaches to teaching and using technology to help students develop 21st-century skills. Your local accredited academic institutions can also draw on our Microsoft IT Academy digital curriculum and certifications to provide their students with the technology skills necessary to acquire technical certification for today’s rapidly evolving workplace. Expand digital inclusion with access and skills training. One of the best ways to ensure that all your citizens have basic technology access and literacy is through creative partnerships such as those built through Microsoft Shape the Future which provides 1:1 devices more affordably for school students (over 100k devices last year). These partnerships support governments’ efforts to achieve their particular digital-access goals, from promoting education reform to developing a 21st-century workforce. In addition, we provide an online, multilingual Digital Literacy Curriculum, along with free software and support, which you can use to teach and assess basic computer concepts and skills. These help citizens develop new social and economic opportunities for themselves, their families, and their communities. In addition, GetOnline@Home provides high quality refurb machines at very low cost to get over 25k citizens per year started. Get Online @ Home is an initiative from Microsoft and its partners to provide low cost refurbished desktop and laptop computers to support the Go ON UK digital inclusion programme. Microsoft has built the www.getonlineathome.org website and hosts it on the Windows Azure cloud platform. Microsoft Refurbishers provide the low cost laptops and computers which are at the heart of this offering   Nurture new businesses and innovators with resources and support.   Cities can help their local technology innovators and entrepreneurs turn ideas into thriving local small and medium-sized enterprises by introducing them to valuable programs and partnerships. For example, visionary entrepreneurs in your area can benefit from the software, support, visibility, and community that Microsoft provides worldwide—at no charge—through Microsoft BizSpark.  There are currently 2300 businesses on this programme. Advancing the technical knowledge of a city’s younger citizens is also critical to its long-term economic health and competitiveness. That’s why Microsoft DreamSpark gives free access to Microsoft designer and developer tools for high-school and college students and educators.
  7. Let’s highlight 3 of the programmes here in the UK: Get On is Microsoft’s 3 year programme to help 300000 young people in the UK take meaningful steps towards work Helping Young people: Get On: The Microsoft Partner Apprenticeship Programme which is part of Get On has been the first step for over 3,800 young people into the IT industry. The programme allows young individuals to gain job-specific skills including globally recognized Microsoft certifications whilst earning a wage at a Microsoft Partner in one of the UK’s priority sectors. These roles are spread throughout the UK cities and regions. I’d like to call out the pilot project we are running in Kent with the local council to see how we can partner with a local authority to really maximise the opportunity all concerned. Microsoft has identified our local partners who are able to offer apprenticeships and QA has opened a training centre in Maidstone. Kent County Council are promoting these opportunities to local schools. In this way we can inspire young people to see apprenticeships as a good career move, create jobs within our partners, increase skill levels and fill the vacancies with suitable candidates. Digital Inclusion: Getonline@home: Microsoft has been helping to drive digital inclusion for some time now. We worked with Milton Keynes on their Digital Skills 4 Citizens programme. to supply low cost PCs to citizens a few years ago. Milton Keynes Council refurbished their old PCs and then leased them out at a very low cost. Today the Get Online @ Home is an initiative from Microsoft and its partners to provide low cost refurbished desktop and laptop computers to support the Go ON UK digital inclusion programme. • Microsoft has built the www.getonlineathome.org website and hosts it on the Windows Azure cloud platform. • Microsoft Refurbishers provide the low cost laptops and computers which are at the heart of this offering. So far x people have taken advantage of this offering – waiting for stats New business start ups: BizSpark: BizSpark offers startups access to technology, tools, visibility and support for free for 3 years. BizSpark members get all our developer tools for free. On an ad-hoc basis, we can also provide visibility – promoting start-ups within the start-up ecosystem. We can also help with some level of support, again on an ad hoc/case by case basis. We currently have over 2,400 active startups in the programme it the UK and in the time it’s been in existence we have had over 1,100 startups actually get through 3 years with the programme and graduate into a fully operational business. There are over 50k BizSpark members globally in over 100 countries. Real Impact for a Better Britain: Show this video to demonstrate what Microsoft Ltd contributes to the UK economy, society and environment. This aligns with the national prioritites. It is not specific to cities but you can then pick up on key points that may resonate with your customer. Eg. Apprentices, local partner base, Anywhere Working etc. Specific videos for helping young people to Get On and a Bizspark partner are also available for you to use. You can choose which video you think will be of most interest to your customers and talk about this separately or during the previous slide: Click on: Apprenticeships: Hear about what Get On is straight from some of the apprenticeships who are benefitting from this programme Youth Hubs: Hear how Microsoft and Yammer are helping the 30 Youth hubs across the UK to inspire young people Microsoft Bizspark: Hear straight from a Bizspark start up about their business and using technology to help them be successful
  8. Talk Track Technology has long been a catalyst for progress on key societal challenges around the world. As one example, the growth of cloud computing over the last 15 years has created rich opportunities for countries to transform their economies by removing barriers to business development, enabling faster information exchange, spurring technological innovation, reducing costs, and supporting more energy-efficient business practices. In addition to these benefits, the cloud allows governments to deliver information and services more efficiently and effectively. To take full advantage of cloud computing, businesses and governments must also ensure strong privacy and security protections in the cloud and consider issues of data sovereignty.   Mobile—Huge growth in the range of mobile devices is enabling people more than ever to change the way that they work and play. Social—Social apps have surged in popularity and provide compelling new ways to connect and share with customers and colleagues. Big data—The explosive growth in devices and apps means lots of data trails! The exponential growth in data is leading businesses to explore the need to get better insights from that data. Cloud—The cloud is really an enabling force for these other trends, providing the ubiquitous connectivity and computing power that make them possible. It has already revolutionized how people use technology in their personal lives, and it will have the same influence on how people use technology in their professional lives.   Additional Information: Andrea Courey. “Cloud computing: The new game changer.” The Gazette.
