PROBLEM
The course of electoral politics in India has been so that money
and muscle have gained unreasonable power in the decision
making process by use of unethical means which have
undesirable effects on the polity of the country.
Therefore, this agenda affects each and every citizen of the
country
It is not wrong to say that every nation has the right to a FREE and
FAIR electoral process. The citizens of a nation progress with the
prosperity of a nation. And if the country is being run by leaders
chosen by unfair means, harmony and fortune are fairly unlikely
outcomes.

stability of the institute.
• No clashes based upon political
ideologies or preference should
prevail among students of selected

election commission to be setup in
different educational institutes.
• The Student Electoral Cell shall
work in close coordination with the
State Election commission.
• To be declared as a Corporate Social
Responsibility (CSR) which can help
in raising funds.

(Government and Private) across the nation.

Student Members

Functions of the
Student Electoral Cell
(STEC)
STEC shall

workshops for the member
students.
STEC shall strive to
SPREAD AWARENESS
in the society & bring the
common man within
its reach.
STEC shall keep an
ASSESSMENT RECORD
of the member students. This
shall be forwarded to the
State Student Electoral Board
along with the monthly
report.
6. The Electoral cell will be active throughout the year, engaging the students in activities
leading to political awareness and encourage participation. But its main role will be to
coordinate with the Election Commission to ensure no ill-practices during the election .
Election commission will send a committee
to the Electoral cells of the constituency in
which elections are going to happen
The committee will train the members of all cells in the
constituency for that particular election on how to
observe the proceeding and coordinate for smooth
functioning of the elections.
The member students would be
allotted different regions in the
constituency
Students will be required to talk to people
and ensure no one is being pressurized or
bribed and make a daily report in that
duration to be mailed to the state
election commission by respective cells
With the help of these reports election
commissions can keep a watch on the
activities in the region before elections
and also act upon it accordingly.

7. How to ensure Participation in
the Student Electoral Cell
• Scholarships and fellowships, based
upon year-long assessment.
• Certificate of appreciation by the
Election Commission of India.
• The public and private organizations shall
maintain a preferential recruitment
policy for students involved in these
activities.
• All the monetary expenses shall be borne
by the STEC.
How to ensure credibility of
Reports?
• During any election campaign or
propaganda, all the STECs shall deploy
their teams.
• Thus the State Election Commission shall
receive multiple reports about the same
event and can verify the credibility of the
information
• The reports shall be detailed and should
contain some piece of evidence to
support the information.
8. • A significant percentage of floating population fails to vote in elections due to
absence of a system to cast a vote from states other than domicile state.
• Thus, a large educated population’s vote is not counted and the turnout for elections
is low. The people who actually cast a vote also include a large uneducated
population, which is easily manipulated and influenced by the political parties.
The Problem
of Floating
Population
• We propose to introduce a system of voting for the floating population, to enable
them to use their right to vote.
• This will be done by using Digital Voting Screens all across the country, that will
register the vote of the floating population and count it in the respective states.
The proposed
solution
The Student Electoral Cell (STEC) is one way of making the electoral process free
from money and muscle power. However, in order to make elections more efficient
and fair, it is wise to consider this value adding solution.
Implementation
The floating population would
be entitled to register online
and offline with the State
Election Commission before
the elections. Based on this
the state electoral commission
would analyze the voter
density and install
computerized Voting Interface
in various regions.
We propose to use a
new software, which
will facilitate the voters
to cast their vote. The
software shall be a
menu driven interface,
which shall enable the
voter to select their
state, constituency and
vote.
Accessibility Mechanism
Aadhar Cards
shall be used to
verify the identity
of the voter. The
voters shall then
use the
computerized
screen to vote.
Counting of Votes
The software shall
count the votes and
the results shall be
stored in electronic
chips which shall be
sent to the respective
states for final
calculation.
9. The states must coordinate and cooperate with each other in order to implement
the system of Computerized Voting Machines.
The Computerized Voting Machine and Software shall pose an economic
implication on the Election Commission.
Students might be politically inclined or Political Parties might influence to
participate in the STEC for political gains, thus affecting the activities of STEC.
The development of a new software that shall be secure and installing new
machines pose a technological hindrance.
The fact that during one State Elections, other States do not declare a holiday, which
again poses problems for the floating population to cast their vote.
