The Problem can be broadly classified in to the
following Categories

PLANNING FUTURE CITIES
NOTE-These solutions have been designed keeping in mind that the concerned
city(current or future) has/will have a population greater than 1 million. These
solutions are more efficient, sustainable and cheap in long run in large
cities/metropolitans.
Municipalities in cities are either
inefficient or take long time to complete a
task, corruption charges on its officials are
frequently heard
Current cities pose poor and ageing
Infrastructure in Transportation, Water
Distribution, Sewage Treatment etc.

Overview Of The Problem
Advantages:1. This would ensure no region in the city is either highly developed or under
developed .
2. Reduces the possibility of emergence of slum.
3. Special economic zone can be formed for backward nodes/sectors for equal
development thus reducing the economic gap b/n people
• A proper survey across the city should be conducted thus
noting/listing down all important parameters like infrastructure
,resources ,growth potential , community etc. in majority of
cities.
CONDUCTING A SURVEY
ACCROSS THE CITY
• Many cities lack basic planning, they don't have nodes instead
they have small areas(streets)based on a community /famous
commodities available in a locality.
• Based on the growth potential ,economic/social /geographical
parameters whole city should be divided into different nodes.
RESTRUCTURING THE
WHOLE CITY INTO
SEVERAL NODES
• Growth/Facilities can reach the nodes equally,,(based on their
potential in various sectors). It can reach to maximum individuals
if sectors are further divided into nodes.
• Proper management of resources and energy distribution can be
easily done

MUNICIPAL
CORPORATION
(MC)
• Current cities' municipality are often criticised for their slow response to every query/need or process that people
expect to be completed in time.
• Whole MC can be jointly be run by publicly elected party and a private body (on contract for say 10 years).Mayor
and officials would be the elected one and the bureaucracy would be from private company. (60 to 40).Publically-
elected party will have bigger role to play.
• MC would be further be heading several autonomous SUB-MC that will be working in different nodes of city.
• However rates and taxes for the city would decided by the party who is in power after having meeting and
consolations' with the private body and SUB-MC.
SUB-MUNICIPAL
CORPORATION
(SUB-MC)
• SUB-MC of different nodes will also have same structure but here private-bodies will have much larger role to
play(40 to 60).
• SUB-MC can take their own decision to develop their nodes by ordering equipments, maintaining roads in their nodes
etc.
• If any conflicts happens MC’s decision after consultation with public bodies of respective SUB-MC would be final.
SECTOR PUBLIC
BODY (SPB)
• The SPB would be an official part of the system compromising of 4members of different age groups elected from
the local elections in the sector.
• They will raise all the “difficulties /new improvements needed” issues faced in the sector and would report it to
SUB-MC.
• SUB-MC will have to respond to SPB representatives request within 48 hours and then SPB members have to report
to there sector people.
INCREASING THE EFFICIENCY OF MUNICIPALITY BY DECENTRALIZAING IT AND INTRODUCING PPP (PUBLIC
PRIVATE PATNERSHIP MODEL) IN THE SYSTEM
MC can launch centralized online website/forum for people to file complain/add new
suggestions/requests and Queries would be redirected to concerned SUB-MC. MC officials will have to
respond to the queries within 48 hrs.
Advantages:1. Since officials/bureaucracy are/is from private company . Work flow would be more fast
2.Increase of competition would push SUB-MC to research and technology-intensive fields for cheaper solutions
3. Active participation of city population in shaping their city.
4. System will be more accountable to its people
5.Facilities/investments will reach to maximum number of people as more number of bodies present at different levels will reach to the
deepest roots of the society.
DEVELOPING TRANSPORTATION
Introducing double Decker local train and double sided platform for maximum intake
•Local trains should/can be run by private companies in collaboration with the govt just like in the airlines(PPP)
•Centralized monitoring system for coordinating the these trains of different PPP companies
Implementing PPP model in bus services in city.
•Separate lane for city buses should be provided.(insuring city busses not to fall in the hands of traffic congestion)
•New buses of size of 2.5 buses (like tram s) should be introduced for more intake.
•Where separate lane is not possible use flyovers or underground tunnels to have dedicated lane for these
busses.
1. MANAGING CURRENT CITIES TRANSPORTATION( Expanding the capacity and making it faster)
•Separate lanes for 4 wheelers ,2 wheelers and emergency vehicles(ambulance, military vehicles etc.)
•Congested Places where constructing 5to6 lanes is not possible double Decker highway has to be constructed
•Elimination of traffic light system in high traffic area instead using expressway, highway to connect the
areas.

2.PLANNING FUTURE CITIES TRANSPORTATION(solutions given in 1 are also applicable here)
•Small cabins of size of a car can be made in thousand/lakhs .These will circulate like ants and wont collide as
they will be controlled by a program/computer.
•There will be a network /web of tracks under the city that will reach maximum places in the city(small bus stop
like station can be made)

•Cluster s of sectors in the node of a city will be separated by at least 6 lanes of road.
•Road will be made of plastic/biodegradable wastes, Thus decreasing the carbon footprint of the new city.

3.MakingTransportation Faster
Instead of standing in long queues for getting a ticket in local train or bus, a advanced ticket booking
system can be introduced. A resident of a city will have to have a bank account linked with their aadhar
card,all he/she needs to do is before boarding just use his/her thumb/biometric eye to activate the ticket
charging system, the minute he reaches the station he just puts his finger back on a machine (at the
station)and fare would be deducted.
•Buses will come with the same system( a screen outside and inside the bus installed).
•Using public transport wont require separate payment of ticket at different places.
•Ticket booking through mobile will also be possible in local as well as in busses.
•Creating underground artificial reservoirs in the outskirts of the city
•Water level in Reservoirs will be monitored by the computer and will be supplying water according to the
demands of the nodes.
•Different categories of reservoirs will be present for collect water from different sources

cities to the country.

1.MANAGING CURRENT CITY WATER SUPPLY-MAKING A SELF SUFFICIENT CITY
• Desalination plants are costly to run but in this case whole desalination plant would be powered by
solar energy.
•Since plant is solar powered cost required to run would be less as it was initially expected

•Cities produces huge amount of wastewater. Those waste will be treated in waste water plants and water
will be made drinkable . Thus recycling of the waste water will a new source of water for the city.
•If this concept is applied in future. it can meet the 50%of the city demand

•There are many humid cities available in the country. Humidity from atmosphere/surrounding can
converted to water using a device(HTW) that will be solar powered. The water produced will be
transferred to reservoirs for further treatment.
•If possible the device can come with purifier ,and can be used as local drinkable source for pedestrians
or localities.

1.Distribution of water will be done by a body based on PPP model.
2.3D mapping of the underground water line network through satellites and radars and
the same time will also provide the condition of the pipe. Any leak can be detected if the pipe is producing high pressure waves by the
sensors/radars present near by. This will be a very cheap technology.
•Constructing a network/web of underground sewage lines and connecting every society in the sector of a node of a city. That
responsibility can be jointly be taken by SUB-MC and SPB.(sector public body)
•Increasing more number of sewage plants in outskirts of the city. Improving the efficiency of microorganism for aerobic
process so that it can process more sewage and efficiently in less to time.

• Restoring ecosystem in the near by village or mining affected areas. This means the discharge coming from the
sewage plants ,wastewater plants can restore the ecosystem.
• Manure produced will be transferred to rural areas for growing hay ,cattle food and crops. Thus reducing the
demand for fertilizer in near by villages.
• Also from these sewage, BIOGAS can be generated that will be delivered to villages. Thus making village life
easy, sustainable and pollution free.

1.SEWAGE AND WASTER WATER TREATMENT
• If the waste material produced will be used to power the plant ,then we will have a self sufficient plant. Biogas
coming from the breaking of solid waste can be used to burn fuel and drive the turbine .Heat produced can
pasteurize water . The heat from disinfected water can be taken back to further the power the plant. We can have
85-90 % self sufficient plant from wastewater itself.

• Porous pavement can be made alongside road that can transfer accumulated water into drains present beneath
• The storm water will be collected artificial ponds and then transferred to reservoirs.
• Storm water pipe lines should be completely isolated from sewer plant pipe line.

• SUB-MC and SPB will buy required item for storm water and implement storm water system maintenance
programs. As they are autonomous bodies and are limited to a particular area of the city, chances of water logging is

COMPLUSARY COMMUNITY SERVICE:-
Sector Public body(SPB) will implement a compulsory community service for the residents living in the sector of a node of the city and
will take their localities sanitation issues. One member from each family will have to clean the surrounding of the society. This will ensure
that every resident will develop a feeling of care with his sector and wont pollute the city. At least his/her sector!

• Ban on slum in cities(police or municipal should take round in
cities for finding a slum accumulation)
• slums in the current cities need to be placed outer skirts of cities,
for that a specially allocated land can be allocated named as city's
village where all the slum, workers can inhibit and live at minimal
cost..
• a special train can take them to the current cities

• Localized city planning must prohibit accumulation of people of same religion
,same interests etc.
• Must improve and develop diversity in the city

• Board of all municipal, bodies ,chief minister to discuss plans for next 50 years, discuss the

conduct a meet with companies who have enough money to
invest in new sectors
2. Various ideas from PhD ‘s thesis will be published and will
be asked to implement them(if possible govt would be ready to
give loans)
3.Since India needs Investment .Government can
put a 5 to 10 years window in which people will be
asked to invest money in companies, sectors etc.
4. No question will be asked on the source of the
money(black money or not)
1.Especially in current cities and future
cities teaching positions will be given on
contract basis ..not on permanent basis..so
as to have good and quality education.
Contract would be increased if the
concerned person ‘s results are fruitful.

the local communities. Thus helping local
sector students.

5.A survey can be conducted across the city
and hotspots for investment can be noted.
6. Online website/software can be developed for a
new investors who doesn't have any idea about the
city to It will show the hotspots where he can
open his company. and the nearest cheapest
skilled available with distance. It will also tell the
Steps he needs to take to get his project approved.

particular node through the city
website. Thus increasing the pace
of the process and thus reducing
the corruption

The Problem can be broadly classified in to the following Categories MANAGING CURRENT CITIES PLANNING FUTURE CITIES NOTE-These solutions have been designed keeping in mind that the concerned city(current or future) has/will have a population greater than 1 million. These solutions are more efficient, sustainable and cheap in long run in large cities/metropolitans.

Municipalities in cities are either inefficient or take long time to complete a task, corruption charges on its officials are frequently heard Current cities pose poor and ageing Infrastructure in Transportation, Water Distribution, Sewage Treatment etc. 1.Limited Investment in Cities 2.Saturation of Production of New Jobs 3.Poor Education in Cities 1.Congestion and Growing slums in the cities 2.Increasing Crime rates and Poor economic & social situation of women Managing Current Cities Overview Of The Problem
  • 4. Advantages:1. This would ensure no region in the city is either highly developed or under developed . 2. Reduces the possibility of emergence of slum. 3. Special economic zone can be formed for backward nodes/sectors for equal development thus reducing the economic gap b/n people • A proper survey across the city should be conducted thus noting/listing down all important parameters like infrastructure ,resources ,growth potential , community etc. in majority of cities. CONDUCTING A SURVEY ACCROSS THE CITY • Many cities lack basic planning, they don't have nodes instead they have small areas(streets)based on a community /famous commodities available in a locality. • Based on the growth potential ,economic/social /geographical parameters whole city should be divided into different nodes. RESTRUCTURING THE WHOLE CITY INTO SEVERAL NODES • Growth/Facilities can reach the nodes equally,,(based on their potential in various sectors). It can reach to maximum individuals if sectors are further divided into nodes. • Proper management of resources and energy distribution can be easily done EACH NODE IS THEN DIVIDED INTO SEVERAL SECTORS

MUNICIPAL CORPORATION (MC) • Current cities' municipality are often criticised for their slow response to every query/need or process that people expect to be completed in time. • Whole MC can be jointly be run by publicly elected party and a private body (on contract for say 10 years).Mayor and officials would be the elected one and the bureaucracy would be from private company. (60 to 40).Publically- elected party will have bigger role to play. • MC would be further be heading several autonomous SUB-MC that will be working in different nodes of city. • However rates and taxes for the city would decided by the party who is in power after having meeting and consolations' with the private body and SUB-MC. SUB-MUNICIPAL CORPORATION (SUB-MC) • SUB-MC of different nodes will also have same structure but here private-bodies will have much larger role to play(40 to 60). • SUB-MC can take their own decision to develop their nodes by ordering equipments, maintaining roads in their nodes etc. • If any conflicts happens MC’s decision after consultation with public bodies of respective SUB-MC would be final. SECTOR PUBLIC BODY (SPB) • The SPB would be an official part of the system compromising of 4members of different age groups elected from the local elections in the sector. • They will raise all the “difficulties /new improvements needed” issues faced in the sector and would report it to SUB-MC. • SUB-MC will have to respond to SPB representatives request within 48 hours and then SPB members have to report to there sector people. INCREASING THE EFFICIENCY OF MUNICIPALITY BY DECENTRALIZAING IT AND INTRODUCING PPP (PUBLIC PRIVATE PATNERSHIP MODEL) IN THE SYSTEM MC can launch centralized online website/forum for people to file complain/add new suggestions/requests and Queries would be redirected to concerned SUB-MC. MC officials will have to respond to the queries within 48 hrs. Advantages:1. Since officials/bureaucracy are/is from private company . Work flow would be more fast 2.Increase of competition would push SUB-MC to research and technology-intensive fields for cheaper solutions 3. Active participation of city population in shaping their city. 4. System will be more accountable to its people 5.Facilities/investments will reach to maximum number of people as more number of bodies present at different levels will reach to the deepest roots of the society.
  • 6. DEVELOPING TRANSPORTATION Introducing double Decker local train and double sided platform for maximum intake •Local trains should/can be run by private companies in collaboration with the govt just like in the airlines(PPP) •Centralized monitoring system for coordinating the these trains of different PPP companies Implementing PPP model in bus services in city. •Separate lane for city buses should be provided.(insuring city busses not to fall in the hands of traffic congestion) •New buses of size of 2.5 buses (like tram s) should be introduced for more intake. •Where separate lane is not possible use flyovers or underground tunnels to have dedicated lane for these busses. 1. MANAGING CURRENT CITIES TRANSPORTATION( Expanding the capacity and making it faster) •Separate lanes for 4 wheelers ,2 wheelers and emergency vehicles(ambulance, military vehicles etc.) •Congested Places where constructing 5to6 lanes is not possible double Decker highway has to be constructed •Elimination of traffic light system in high traffic area instead using expressway, highway to connect the areas. Road 2.PLANNING FUTURE CITIES TRANSPORTATION(solutions given in 1 are also applicable here) •Small cabins of size of a car can be made in thousand/lakhs .These will circulate like ants and wont collide as they will be controlled by a program/computer. •There will be a network /web of tracks under the city that will reach maximum places in the city(small bus stop like station can be made) Underground small cabin transportation •Cluster s of sectors in the node of a city will be separated by at least 6 lanes of road. •Road will be made of plastic/biodegradable wastes, Thus decreasing the carbon footprint of the new city. Road 3.MakingTransportation Faster Instead of standing in long queues for getting a ticket in local train or bus, a advanced ticket booking system can be introduced. A resident of a city will have to have a bank account linked with their aadhar card,all he/she needs to do is before boarding just use his/her thumb/biometric eye to activate the ticket charging system, the minute he reaches the station he just puts his finger back on a machine (at the station)and fare would be deducted. •Buses will come with the same system( a screen outside and inside the bus installed). •Using public transport wont require separate payment of ticket at different places. •Ticket booking through mobile will also be possible in local as well as in busses.
  • 7. •Creating underground artificial reservoirs in the outskirts of the city •Water level in Reservoirs will be monitored by the computer and will be supplying water according to the demands of the nodes. •Different categories of reservoirs will be present for collect water from different sources ARTIFICIAL RESERVOIRS •Rivers across the country will be linked and National Grid for Water will supply water to states and major cities to the country. LINKING F ALL THE RIVERS •Rainfall water will be collected in artificial reservoirs through carefully managed catchment areas, Reservoir water will be treated various mechanism. RAIN WATER HARVESTING 1.MANAGING CURRENT CITY WATER SUPPLY-MAKING A SELF SUFFICIENT CITY • Desalination plants are costly to run but in this case whole desalination plant would be powered by solar energy. •Since plant is solar powered cost required to run would be less as it was initially expected Solar Powered Desalination Plants •Cities produces huge amount of wastewater. Those waste will be treated in waste water plants and water will be made drinkable . Thus recycling of the waste water will a new source of water for the city. •If this concept is applied in future. it can meet the 50%of the city demand WASTE WATER TREATMENT •There are many humid cities available in the country. Humidity from atmosphere/surrounding can converted to water using a device(HTW) that will be solar powered. The water produced will be transferred to reservoirs for further treatment. •If possible the device can come with purifier ,and can be used as local drinkable source for pedestrians or localities. HUMDITY TO WATER (HTW) 1.Distribution of water will be done by a body based on PPP model. 2.3D mapping of the underground water line network through satellites and radars and the same time will also provide the condition of the pipe. Any leak can be detected if the pipe is producing high pressure waves by the sensors/radars present near by. This will be a very cheap technology.
  • 8. •Constructing a network/web of underground sewage lines and connecting every society in the sector of a node of a city. That responsibility can be jointly be taken by SUB-MC and SPB.(sector public body) •Increasing more number of sewage plants in outskirts of the city. Improving the efficiency of microorganism for aerobic process so that it can process more sewage and efficiently in less to time. IMPROVIN G THE SEWAGE PROCESS • Restoring ecosystem in the near by village or mining affected areas. This means the discharge coming from the sewage plants ,wastewater plants can restore the ecosystem. • Manure produced will be transferred to rural areas for growing hay ,cattle food and crops. Thus reducing the demand for fertilizer in near by villages. • Also from these sewage, BIOGAS can be generated that will be delivered to villages. Thus making village life easy, sustainable and pollution free. HELPING THE RURAL AND MINING AFFECTED AREAS KEEPING THE CITY CLEAN 1.SEWAGE AND WASTER WATER TREATMENT • If the waste material produced will be used to power the plant ,then we will have a self sufficient plant. Biogas coming from the breaking of solid waste can be used to burn fuel and drive the turbine .Heat produced can pasteurize water . The heat from disinfected water can be taken back to further the power the plant. We can have 85-90 % self sufficient plant from wastewater itself. 2.SELFSUFFICI ENT PLANT 2.LOCALIZED FLOODING • Porous pavement can be made alongside road that can transfer accumulated water into drains present beneath • The storm water will be collected artificial ponds and then transferred to reservoirs. • Storm water pipe lines should be completely isolated from sewer plant pipe line. • The flood water pipeline network is also need to be implemented. POROUS PAVEMENTS • SUB-MC and SPB will buy required item for storm water and implement storm water system maintenance programs. As they are autonomous bodies and are limited to a particular area of the city, chances of water logging is less COMMUNITY Changing the image of city- A rural friendly city COMPLUSARY COMMUNITY SERVICE:- Sector Public body(SPB) will implement a compulsory community service for the residents living in the sector of a node of the city and will take their localities sanitation issues. One member from each family will have to clean the surrounding of the society. This will ensure that every resident will develop a feeling of care with his sector and wont pollute the city. At least his/her sector!

TACKLING CONJESTION • Ban on slum in cities(police or municipal should take round in cities for finding a slum accumulation) • slums in the current cities need to be placed outer skirts of cities, for that a specially allocated land can be allocated named as city's village where all the slum, workers can inhibit and live at minimal cost.. • a special train can take them to the current cities SLUM • Localized city planning must prohibit accumulation of people of same religion ,same interests etc. • Must improve and develop diversity in the city SOCIALLY STABLE CITIES • Board of all municipal, bodies ,chief minister to discuss plans for next 50 years, discuss the trends. and take effective steps MEET TO PLAN FOR FUTURE IDEAL MAP OF A CITY FOR AVOIDING CONJESTION USING BUILDING FOR MULTIPLE USES • A station (bus depot, local station) can be used to for multiple purposes, floors above station can be used for government offices, malls etc.

GENERATING JOBS IN FUTURE CITIES (CREATING EASY WAYS ) INVESTMENT (HELPINGTHE INVESTOR) EMPLOYMENT (REDUCING MANUFACTURIN G COST ) EDUCATION (IMPROVING THE QUALITY) 1.Government can form a NATIONAL BODY that will conduct a meet with companies who have enough money to invest in new sectors 2. Various ideas from PhD ‘s thesis will be published and will be asked to implement them(if possible govt would be ready to give loans) 3.Since India needs Investment .Government can put a 5 to 10 years window in which people will be asked to invest money in companies, sectors etc. 4. No question will be asked on the source of the money(black money or not) 1.Especially in current cities and future cities teaching positions will be given on contract basis ..not on permanent basis..so as to have good and quality education. Contract would be increased if the concerned person ‘s results are fruitful. 2. SUB-MC can provide Wi-Fi access in the local communities. Thus helping local sector students. 1.Need for setting up manufacturing unit in the outskirts of the city. 2. Electronics item that we import instead start companies in India.. ppp model semi-psu company. 5.A survey can be conducted across the city and hotspots for investment can be noted. 6. Online website/software can be developed for a new investors who doesn't have any idea about the city to It will show the hotspots where he can open his company. and the nearest cheapest skilled available with distance. It will also tell the Steps he needs to take to get his project approved. 8.Investors can online file a request to approve their project in a particular node through the city website. Thus increasing the pace of the process and thus reducing the corruption
