i. CREATE TRUST IN THE FRAMEWORK
• A Stable and well policed framework
• Proof of theoretical knowledge + Proof of experience +
Code of Conduct
• Must be trusted by ALL key stakeholders
• Must be supported by organisation who can provide
authority & leadership
• Who do key stakeholders’ trust?
• Building professionals: Professional bodies
• Users: Trust would increase if the scheme was
supported / endorsed by a neutral nationally trusted
organisation (e.g. SEAI, IGBC?)

ii. CREATE A SIMPLE & MANAGEABLE SYSTEM
• WHY? To create a momentum
• HOW?
• Overall: Easy to manage (policy & admin.)
• For building professionals:
• A single level of certification for each group of construction
professionals identified / Minimum common knowledge
• 3 Groups: Registered architects, chartered engineers and
chartered building surveyors – Other Construction Professionals
and Property Professionals
• A pathway to certification
• Prior learning recognition
• For users:
• Easy to find information on certified professionals
- E.g. a single register, BERs

iii. TAKE A COORDINATED APPROACH
• Connect it with a broad energy renovation awareness
campaign
• Use broader incentives e.g. Public Procurement, SEAI grants,
sustainable building certifications, green mortgages
• Upskilling of Construction Workers – CIRI
• Ensure it is compatible with other schemes e.g. LEAN
Construction Ireland, BIM
