1. Roles and Responsibilities
As a memberof the SeniorManagementTeaminConcernWorldwide CAR,the PD will contribute to
the developmentof the overall countryprogramme,ensuringamulti-sectoral programme approach
that adheres tointernational andConcernstandardsandpolicies.Reporting to the Country Director
(CD), the PD will take specific responsibility for coordinating, managing and reporting on the
implementation of Concern’s programmes in accordance with donor proposals and guidelines and
for ensuring high quality programming through technical support and effective monitoring and
evaluation. Represent Concern to relevant external stakeholders as necessary.
Main duties & responsibilities
Senior Management:
• Actively participate in the development of the new Irish Aid Programme Fund 5-year
programme, the Strategic Position Paper and lead in the roll out of organisational and country
specificpolicies&frameworks( HowConcernUnderstands Extreme Poverty (HCUEP), Preparing for
Effective Emer-gencyResponse (PEER),Core HumanitarianStandards(CHS) etcin collaboration with
relevant staff
• Produce strategicanalysisandplansforprogramme development, expansion or emergency
re-sponse as needed
• Work with the Country Director and the Desk Officer to maintain a funding strategy to
ensure future funding streams are known and developed to the greatest extent possible.
• In conjunction with the Monitoring & Evaluation team and Programme Managers in
country,and headof staff in the Strategy Advocacy & Learning (SAL) unit, as well as the Dublin and
ConcernUSA desks,ensure thatinternal andexternal reportingrequirementsare metinaneffective
and timely manner through effective contract management and monitoring
• Ensure good communication and knowledge exchange between programme sites and
Bangui and regularly update SMT and staff on programme implementation progress as well as
programme needs
Programme Planning and Management:
• Lead in high quality programme development by developing in a participatory manner
appropriate Project Concept Notes, Proposals and associated budgets, ensuring adherence to
Concern World-wide PCMS and all relevant global Concern policies & procedures.
• Provide managementandtechnical supportto Program Managers and Area Coordinators to
ensure effectiveimplementationof programmes;complyingtodonorguidelinesandensuringtimely
delivery on programme objectives
• Ensure that Concern develops and maintains its capacity to respond to emergencies
2. • Support the achievement of high standards with regards to M&E systems and provide
oversightandsupporttomanagersand dedicated M&E staff in developing systems, data collection
(including the use of digital devices), qualitative and quantitative data analysis and interpretation
and review of M&E findings to improve programme quality and demonstrate impact.
• Ensure that opportunities for working through partners are fully explored and work with
programme and finance teams to ensure CLOFAT and CLOSAT are carried out, ensure capacity
building plans for partners are developed and implemented where necessary and partners are
integrated into PCMS.
• Ensure that cross cutting issues – HIV&AIDS, equality, gender, DRR and Protection - are
main-streamed into all programme activities;
• In conjunction with the field based staff, ensure continued effective roll out and
implementation of the new Complaints Handling Mechanism across all Concern CAR locations
• Coordinate visits by regional and SAL Advisors and consultants and ensuring that
recommendations in advisor reports are implemented into programmes.
Donor Compliance and Reporting
• Ensure effectivedonorcompliancethroughtranslatedproposal documents, start-of-project
work-shops and training on donor guidelines
• Effectively manage the donor reporting schedule and lead on donor narrative reporting,
working collaboration with the programme teams to ensure quality donor narrative and financial
reporting.
• Guide teamsinpreparingConcern’sAnnual Programme Reports,andconsolidate inputsinto
the country level report.
Financial Management & Systems:
• Reviewprogramme budgetsandensure theyare realistic,inline withdonorregulations and
match donor project budgets.
• Work with CountryFinancial Controller(CFC) and the programme budget holders to ensure
close managementof relevantbudgets and expenditures in compliance with donor guidelines and
regular management account feedback
• Prepare the programme portion of donor budgets in collaboration with PMs, ACs and the
CFC and review donor financial reports
• Support PMs and ACs to ensure that procurement plans are in place for each project and
pro-gramme according to donor budgets & budget narratives
3. • Work with the Logistics Coordinator to ensure effective systems and logistical support to
pro-grammes ensuring programme managers understand and comply with Concern Procedures &
Poli-cies
Coordination & Networking:
• Participate in relevant cluster meetings: WASH, livelihoods/food security, Nutrition (and
occasionally Protection and Health) and other programme-related coordination fora or workshops
• Ensure that Concernisappropriatelyrepresented and participates in relevant coordination
struc-tures at the field level
• With the CD, contribute to national-level NGO / UN coordination efforts to facilitate
effective hu-manitarian intervention in the country.
• Stand in for the CD when requested to represent Concern at relevant government, donor,
UN or inter agency meetings.
Staff Management, Development and Organisation Learning:
• Provide technical support and on-going on-the-job training and coaching to staff in
managementandor technical (programme)subjects,including in particular a thorough induction at
the start of their contract.
• Ensure that work within the programme team(s) is planned and organised in a way which
will meetthe organisation’s needs in the most cost effective manner possible; ensuring that team
members are given appropriate workloads and are working efficiently.
• Buildclearprocessesineachprogramme toensure organisational learning is prioritised and
systematically used in PCM, external exchange and advocacy.
• Ensure that Concern’s Programme Participant Protection Policy (P4) and Code of Conduct
are fully integrated and implemented in all aspects of work.
