capita income formula; maximum $1M.

l Projects being funded include energy conservation measures,
solar PV projects, incremental costs for hybrid vehicles.

Energy Managers Grants
l $1.7M total available over a 2-year period
– Funding in Year 2 reduced
– Year 2 funding dependant upon outcomes in year 1

Water/Wastewater Grants
l $1.5M available to public municipal or district water and
wastewater facilities for shovel-ready clean energy projects
l Maximum grant available is $200K
– Awards for applications with funding requests of less than $100,000 will
be made on a first-come, first-served basis. Applications accepted
beginning on April 16, 2014 and continuing until April 23, 2014.
– Applications with a gap funding request of $100,000-$200,000 will be
evaluated upon a competitive basis. Evaluated based on cost
effectiveness, total projected energy savings and cost-share provided.

Municipal Light Plant (MLP) Grants
l $1.5M available for MLP energy efficiency programs; must
include funds for a municipal efficiency project
– Requests can range from $100K - $250K per MLP
– Partnership with DOER Energy Efficiency Division
l Entities acting on behalf of one or more MLPs are eligible
l Must commit to providing municipal energy
use data to MassEnergyInsight (MEI)
l Quarterly and final reports will be required
that include efficiency program metrics,
measurement and verification (M&V) methodology

Owner’s Agent Technical Assistance
l Funding for independent third parties who aid municipalities,
in the negotiation, development and management of projects,
or who perform studies to support the development of clean
energy projects
l $12,500 Maximum award available;
first come, first serve basis
l Post-EECBG/ARRA support,
$540,840 distributed to date
l For upcoming round, adding assistance for community
shared solar
l Will offer annually in the spring

l Responds to identified need to help communities establish
solar energy regulations
l Addresses small-, medium- and large-scale roof- and ground-
mounted systems

regulated; “reasonable” not defined
