Together, improving lives and building a stronger community in Erie County.
Advancing the Common Good
We come from different places. We come to different conclusions. But underneath it all, we
share a passion for improving the human condition. When we LIVE UNITED, we can create
real, lasting change in the building blocks of life: the education, income and health of our
communities, our families, even the person next to us.

Can a t-shirt change the world?
The LIVE UNITED t-shirt is a call to join hands and think of we before me. It has the
power to unite everyone. To transcend bias, affiliation, politics, allegiances and
differences.
This annual report shows just how many men and women in Erie County have heard
that call and accepted the invitation to LIVE UNITED. United Way makes change
possible by exponentially amplifying the power of every individual. By allowing us all
to be part of something greater. And when we are part of the greater good, greater
things happen. When one of us wins, we all win.
Thank you for making a contribution to United Way - no matter how great or small.
Each of us needs to open up a little bit of ourselves, change our thinking, and in
doing so, change the quality of life in our neighborhoods and the world around us.

United Way of Erie County is working to advance the common
good by creating opportunities for a better quality of life for
everyone in our community. Every single United Way investment
is aimed toward one goal: improving people’s lives.
For decades, United Way has invested all its resources in direct
service programs at its member agencies. These trusted and
effective partners offer programs that provide basic
human-needs and crisis services.
We utilize local experts to identify pressing needs and best
practices in the areas of Education, Income, and Health. Panels
of trained volunteers review program applications to allocate
dollars based on effectiveness and efficiency.
Over time, we realized that to achieve true community
change, we need to also focus on community-wide initiatives
and breakthrough opportunities that offer prevention and
development services to create lasting changes in Erie County.
United Way of Erie County has become an active agent of change.
When you give to United Way, you are providing help today and
creating hope for tomorrow.

United Way, in collaboration with The Erie Community Foundation, The
Nonprofit Partnership, and the Erie Regional Chamber and Growth
Partnership, is utilizing Erie Vital Signs to monitor community progress in
major topical areas for the next decade. By delivering objective data that
clearly demonstrate areas of community pride, and areas where we are
falling short, this project will help us maintain focus on key issues. Learn

Every hour of every day, hundreds of people need essential human
services - they are looking for training, employment, food pantries,
affordable housing options, support groups and ways of becoming part
of their community. 2-1-1 allows people to give help and to get help.
2-1-1 is an easy to remember telephone number that United Way is
working to bring to Erie County. Once in operation, it will connect people
with important community services and volunteer opportunities.
One of the most critical issues our community is currently facing is the
unacceptably high rate of poverty. That’s why United Way is such an
integral part of ERIE TOGETHER, the region-wide movement to reduce
poverty. Hundreds of local residents and many organizations have come
together to be part of this critical effort, which has at its heart finding
new ways to work together.
We need to learn to work differently, to work together, so that we can
make the Erie region a community of opportunity where everyone can

COMMUNITY BUILDING VOLUNTEERS
We earn your trust through the transparent way we operate our organization, as evidenced by meeting and exceeding
national standards for governance and financial accountability, as well as our volunteer-based method of allocating
and disbursing funds to meet community needs.
We utilize local experts to identify pressing needs and best practices in the areas of education, income, and health.
Panels of trained volunteers then review program applications to allocate dollars based on effectiveness and
efficiency.
Finally, these programs are tracked throughout their three-year funding cycle to ensure ongoing success in achieving
desired outcomes.

Launched in 2003, United Way of Erie County’s Young Leaders Club
consists of members age 45 and under who annually contribute
$500 or more to United Way. This dynamic and growing group of
United Way supporters is invited to participate in various events
and activities that allow them to connect with other emerging and
established leaders in our community. Young Leaders Club’s purpose
is to foster philanthropy, leadership and community involvement
among Erie County’s next generation of civic and business leaders.

J. DAVID DEVER
MEMORIAL AWARD
The J. David Dever Memorial Award is presented for outstanding service to
United Way of Erie County and to the Erie Community. This year’s recipient,
Gary Brumbaugh, is a perfect example of what it means to LIVE UNITED.
Gary is a UE 506 member who has worked at GE since 1972, and is currently
employed in the locomotive paint shop.
He served as an elected Board Administrator for the Employees’ Community
Service Fund of General Electric from 1995 until 2010 and as its Treasurer
from 1998 to 2010. Gary has been volunteering with United Way of
Erie County since 1997 when he first served as a United Way Loaned
Representative. He has also served on United Way’s Program Review
Committee for the past 5 years.
In 1988 Gary became involved in Erie Youth Hockey, served as the league’s
equipment manager until 2000 and served on the Board of Directors for
many years.
Gary is also a longtime volunteer for the
Harborcreek Fire Department. For nearly 14 years,
he has provided road safety at accident sites and
worked as an ambulance driver. He serves on
the organization’s Board of Directors and as the
Social Hall Coordinator.
Gary served his country from 1969 to 1971 in
the US Navy. He later served with the US Army
Reserve for a total of 24 years, before he retired
as a Sgt 1st class from the 542nd Quartermaster
Unit.

Since 1946, the American Federation of Labor and the Congress of Industrial Organizations (AFL-CIO)
and United Way Worldwide have enjoyed a cooperative relationship through which they, in partner-

Rev. Steven Pimen Simon was
born and raised in Erie and
attended East High School. He
received his B.A. from Colgate
University in 1969 and his Juris
Doctorate from the University of
Pittsburgh. He returned to Erie in
1972 and worked as an Associate
first for the Elderkin, Martin &
Kelly law firm and, later, for the
law firm of Knox, McLaughlin,
Gornall and Sennett. During this
time, he served on the boards of
both the Erie Philharmonic and
United Way of Erie County.
Beginning in 1974, Rev. Simon
and fellow Erie Philharmonic
board member Tom Hagen led a successful
campaign to attract funds from the Commonwealth
of Pennsylvania in order to purchase the Warner
Theater from a private owner who was considering
tearing down the historic building.
In 1976, Rev. Simon decided to leave his legal
practice to become a priest. He became rector of the
Russian Orthodox Church of the Nativity in November
1976, dedicating himself to the church and its
community. For nearly 35 years, he and his wife,
Jayne, have resided in the church’s rectory on East
Front Street and worked tirelessly to minister both to
the parish and its surrounding community.
Having witnessed the decline of the inner city since
his youth, Rev. Simon began working with other
local community leaders in the late-1970s to address
the concerns of the East Bayfront, Erie’s original
neighborhood, resulting in the creation of B.E.S.T.
(Bayfront East Side Taskforce) in 1980. It was the
first nonprofit in Erie focused on the revitalization of
a single neighborhood. Rev. Simon is the founding
member of this organization and
has served as Chair of the Board of
Directors since its inception.
Rev. Simon has continued to be
actively involved throughout the
Erie community. He was one of
the original board members of
the Erie Civic Center Authority and
has served on the boards of the
American Cancer Society and the Erie
Historical Society. Rev. Simon was
part of the Governor’s Commission
for the Erie Maritime Museum and
was a member of the City of Erie’s
Zoning Hearing Board. He served
as a trustee of The Erie Community
Foundation and as corporator
for UPMC Hamot. He is currently serving on the
Jefferson Society’s commission to commemorate the
bicentennial of the Battle of Lake Erie.
His personal impact on his parish community, Erie’s
business leaders, local service organizations, the
Mercyhurst College community, and some of Erie’s
neediest populations are the ultimate testament
to the work and service that have been his life’s
work for nearly 40 years. In honor of the significant
difference he has made in the lives of the people
of Erie County through his dedication and service,
United Way presents the 2011 Tocqueville Award to
Rev. Steven Pimen Simon.
United Way of Erie County established its
Tocqueville Award program in 1983 to recognize
outstanding volunteer service to our community.
For their personal leadership and service to
our community, these individuals received this
prestigious award. May their generous spirit be
an example and catalyst to others.

This prestigious award is bestowed by United Way to organizations
that demonstrate exemplary collaboration with United Way and/or
its member agencies. It recognizes a commitment to the idea that we
are all connected, united, interdependent.
The Erie Women’s Fund was formed with the mission of promoting
philanthropy. Feeling they are both “partners” as well as “funders,”
they have focused on collaborating with organizations throughout
Erie County, most notably through Erie Together. The Erie Women’s
Fund provided early and strong on-going support of Erie Together,
the region’s anti-poverty initiative.
For their commitment to collaboration throughout their four years
of existence, the Erie Women’s Fund is the recipient of the 2011 LIVE

To transcend bias, affiliation, politics, allegiances and differences. This annual report shows just how many men and women in Erie County have heard that call and accepted the invitation to LIVE UNITED. United Way makes change possible by exponentially amplifying the power of every individual. By allowing us all to be part of something greater.   • 6. 6 United Way of Erie County is working to advance the common good by creating opportunities for a better quality of life for everyone in our community. Every single United Way investment is aimed toward one goal: improving people’s lives. For decades, United Way has invested all its resources in direct service programs at its member agencies. These trusted and effective partners offer programs that provide basic human-needs and crisis services. We utilize local experts to identify pressing needs and best practices in the areas of Education, Income, and Health. Panels of trained volunteers review program applications to allocate dollars based on effectiveness and efficiency. Over time, we realized that to achieve true community change, we need to also focus on community-wide initiatives and breakthrough opportunities that offer prevention and development services to create lasting changes in Erie County.   • 8. 8 United Way, in collaboration with The Erie Community Foundation, The Nonprofit Partnership, and the Erie Regional Chamber and Growth Partnership, is utilizing Erie Vital Signs to monitor community progress in major topical areas for the next decade. By delivering objective data that clearly demonstrate areas of community pride, and areas where we are falling short, this project will help us maintain focus on key issues. Every hour of every day, hundreds of people need essential human services - they are looking for training, employment, food pantries, affordable housing options, support groups and ways of becoming part of their community. 2-1-1 allows people to give help and to get help. 2-1-1 is an easy to remember telephone number that United Way is working to bring to Erie County. Once in operation, it will connect people with important community services and volunteer opportunities. One of the most critical issues our community is currently facing is the unacceptably high rate of poverty. That’s why United Way is such an integral part of ERIE TOGETHER, the region-wide movement to reduce poverty. Hundreds of local residents and many organizations have come together to be part of this critical effort, which has at its heart finding new ways to work together. We need to learn to work differently, to work together, so that we can make the Erie region a community of opportunity where everyone can learn, work and thrive.   • 9. 9 100,000 LIVES “Without United Way’s funding, I would not have been able to feed my children or give them any gifts last Christmas. Now that I am financially stable, I donate whenever I can because it feels good to give back to the organization that helped me through a tough time.” Michelle “With the help of counselors at a United Way-funded program, I was able to end an abusive relationship and completely turn my life around. I am now enrolled at a business college while working part-time and I no longer worry about the safety of my young son.” Anonymous “I used to get in trouble a lot, but then I started going to an after-school program funded by United Way. I learned the importance of being a part of the community and that it’s okay to do the right thing.” Anonymous “Thanks to United Way’s focus on health, I am able to live independently in my own home. I know that someone will stop by each day to deliver a hot, nutritious meal and to ensure my well-being.” Mrs. C One out of every three people in Erie County.   • 35. 35 J. DAVID DEVER MEMORIAL AWARD The J. David Dever Memorial Award is presented for outstanding service to United Way of Erie County and to the Erie Community. This year’s recipient, Gary Brumbaugh, is a perfect example of what it means to LIVE UNITED. Gary is a UE 506 member who has worked at GE since 1972, and is currently employed in the locomotive paint shop. He served as an elected Board Administrator for the Employees’ Community Service Fund of General Electric from 1995 until 2010 and as its Treasurer from 1998 to 2010. Gary has been volunteering with United Way of Erie County since 1997 when he first served as a United Way Loaned Representative. He has also served on United Way’s Program Review Committee for the past 5 years. In 1988 Gary became involved in Erie Youth Hockey, served as the league’s equipment manager until 2000 and served on the Board of Directors for many years. Gary is also a longtime volunteer for the Harborcreek Fire Department. For nearly 14 years, he has provided road safety at accident sites and worked as an ambulance driver. He serves on the organization’s Board of Directors and as the Social Hall Coordinator. Gary served his country from 1969 to 1971 in the US Navy. He later served with the US Army Reserve for a total of 24 years, before he retired as a Sgt 1st class from the 542nd Quartermaster Unit. AFL-CIO Community Services and United Way Partnership Since 1946, the American Federation of Labor and the Congress of Industrial Organizations (AFL-CIO) and United Way Worldwide have enjoyed a cooperative relationship through which they, in partner- ship with state and local United Ways, provide services to members of organized labor, their families and their communities. Both the AFL-CIO and United Way believe that volunteerism is the essence of a democratic society. In total, organized labor gives more than one million dollars to United Way of Erie County each year. 35

Steven Pimen Simon was born and raised in Erie and attended East High School. He received his B.A. from Colgate University in 1969 and his Juris Doctorate from the University of Pittsburgh. He returned to Erie in 1972 and worked as an Associate first for the Elderkin, Martin & Kelly law firm and, later, for the law firm of Knox, McLaughlin, Gornall and Sennett. During this time, he served on the boards of both the Erie Philharmonic and United Way of Erie County. Beginning in 1974, Rev. Simon and fellow Erie Philharmonic board member Tom Hagen led a successful campaign to attract funds from the Commonwealth of Pennsylvania in order to purchase the Warner Theater from a private owner who was considering tearing down the historic building. In 1976, Rev. Simon decided to leave his legal practice to become a priest. He became rector of the Russian Orthodox Church of the Nativity in November 1976, dedicating himself to the church and its community. For nearly 35 years, he and his wife, Jayne, have resided in the church’s rectory on East Front Street and worked tirelessly to minister both to the parish and its surrounding community. Having witnessed the decline of the inner city since his youth, Rev. Simon began working with other local community leaders in the late-1970s to address the concerns of the East Bayfront, Erie’s original neighborhood, resulting in the creation of B.E.S.T. (Bayfront East Side Taskforce) in 1980. It was the first nonprofit in Erie focused on the revitalization of a single neighborhood. Rev. Simon is the founding member of this organization and has served as Chair of the Board of Directors since its inception. Rev. Simon has continued to be actively involved throughout the Erie community. He was one of the original board members of the Erie Civic Center Authority and has served on the boards of the American Cancer Society and the Erie Historical Society. Rev. Simon was part of the Governor’s Commission for the Erie Maritime Museum and was a member of the City of Erie’s Zoning Hearing Board. He served as a trustee of The Erie Community Foundation and as corporator for UPMC Hamot. He is currently serving on the Jefferson Society’s commission to commemorate the bicentennial of the Battle of Lake Erie. His personal impact on his parish community, Erie’s business leaders, local service organizations, the Mercyhurst College community, and some of Erie’s neediest populations are the ultimate testament to the work and service that have been his life’s work for nearly 40 years. In honor of the significant difference he has made in the lives of the people of Erie County through his dedication and service, United Way presents the 2011 Tocqueville Award to Rev. Steven Pimen Simon. United Way of Erie County established its Tocqueville Award program in 1983 to recognize outstanding volunteer service to our community. For their personal leadership and service to our community, these individuals received this prestigious award. May their generous spirit be an example and catalyst to others.
