Hello. Im dom. and im here from futuregov and we are working with Surrey County Council to design and deliver FutureSurrey:
Future surrey is a 5 month programme that combines design and technology as a way to bring about organisational change. We believe that design, technology and the power of networks can change organisations, particularly local service providers.
What do we mean by change?
With the goal around change must be creating cheaper, better services that meet the needs of those who use them. Allowing services to be more flexible and tailored around those who use them.
but also services that not only meet the needs of those who use them but are tailored around the people that use them
With these people being involved in more meaningful way, contributing to designing, developing and leading services, so we can ensure the services meet the needs of those that use them and are more resilient.
But working in partnership organisations throughout surrey
and we’ll be using web technology wherever it can help

the ambition for the project is surrey wide. there is a need to build networks both within and across organisations
and again have citizens get involved in leading innovation and service change.

First of all lets be clear about what we mean when we say design and technology and why we think they can help solve tackle some challenges you face. So we dont think of design as a closed door, secretive, elitest profession where we think the appication of styling or graphics,
but much more about the design process, as a way to think about problems, plan, test and develop ideas with people.
What does Co-Design and Co-production offer? It offers and approach to understanding problems, spotting opportunities, and asking the right questions. It is a visual and collaborative process involving all stakeholders, gaining multiple contributions and collaborating effectively around a goal. Provides structure, processes, methods and tools to support this collaborative working Provides an approach that is about testing ideas, controlled trial and error, and learning through doing. It is a process that is rapid and can be very low cost. Focus on 3 - 1. Identifying opportunities and Asking the right questions Over arching purpose and goal articulated so their is a sense of direction - so innovators dont feel the need to be supervised. 2. Collaboration - A process of collaboratively solving problems 3. Prototyping - A willingness to experiment

and much more this... So something that designers use a lot in their work is prototyping. Example (Design) Prototyping: A willingness to experiment Prototyping is the rapid development of ideas through testing them out and trial and error. Not about building things to show people what you have done, show our achievement. Thats not prototyping. Its about building things to learn about your ideas. Need to prototype quickly and inexpensively. Know what you want to learn and find ways to try as quickly as you can Needs to allow you to come a conclusion of what you have learnt. Great example is Jamie Oliver - School Dinners Had an idea that he wanted to test - whether research suggesting young peoples nutrition has an impact on their learning. Wrote test menues Small randomised trial (one way of prototyping) - change things in one place/ make no changes in another and see effects. Got buy in from various stakeholders. small test so able to control and rapidly address any problems that arise, one borough so able to focus/ able to roughly measure the benefits and failures, low cost (in comparison to large pilot)
Why Technology?
We mean web technologies - internet enabled technologies. The internet enables a lot of things that couldnt happen before. 1. Connectivity/ ORGANISING Networks/ Knoweldge/ Sharing Internally within the organisation, but also externally with residents and local groups. 2. Communicative - engagement - communication with residents/ users/ citizens - Participation beyond consultancy - - Increasing flows information for a purpose Web allows opportunities for all these things to happen much more quickly, much more meaningfully, and much more cheaply. 3. Building/ testing and tweaking at speed - Service delivery inevitably in many cases is going to become more web based. - The design and development/ improvement of services can now be done at extremely high speed - where previously it may take years to develop services, it can now take weeks to get to the point where you have something to test.
Another good example of a design based approach is Jay parkison (Design/ Technology) Prototyping: A willingness to experiment Using cheap/ free web tools you can Jay Parkinson - The Web Doctor (US) Small low cost test - using exisitng free technology Frustrated by complexity and beauocracy of US medical system, so ran a small test with some of his exisitng patients Opened up his calendar in googledocs and made it available to his patients who could then book appointments and list symtoms Jay would be alerted through his phone He would then go to his patients houses in order to carry out the check up He then allowed them to pay him using paypal and follow ups would be made via email, IM, or skype. This small test/ prototype proved the idea enough in Jays mind to set up practice this way, and has resulted in Hello Health a network of doctors using the platform
(Technology) Social Media - Community Organising We have seen some interesting examples this week with London Riot clean up
And we have also got a track record of working in this way ourselves. Recently working on a safeguarding project, using co- design/ service design and social technologies to try and tackle some of the issues around safeguarding children.

So to summarise our vision and ambition for the work is to; 1. demonstrate the value of an approach focused on design and technology, by carrying out 2 / 3 major projects. 2. develop the resilient model and the networks for the council to be able to do this in the future when we are not around.
Project plan We aim to do break our involvement down in three ways. 1. To demonstrate this approach in practice we will be finding a few services that would benefit from user-led change and helping that to happen in a way that changes things on the ground for the better. As i said we are not here to consult so we will also be;
2. Identifying and supporting pockets of great practice, innovation and service re-design with users. Supporting these to develop further, through tools and technology.

3. Identify things that are going on more widely. Connecting up good learning and knowledge sharing.
Important to say we are not here to do consultancy work, and we are not here to do it all. We want to be catalysts for change. We are here to work with you to design tools, processes and techniques - to be supportive and help you try things out and leave having equipt enough people to spread the approach and way of working.

The bigger picture The model developed in surrey we want to see how we can export that to other areas. Surrey will be leading the agenda of change and innovation, but will also be part of a bigger network that can share and spread learning and good practice, maximise the good work in each. Maximising what can happen.
So far...where we are at is Phase one work - 94 ideas that were generated by staff in workshops ran a while ago.
we have created a criteria by which to judge the ideas and opportunities by. WE ARE CURRENTLY LOOKING AT PROJECTS IN CHILDRENS SERVICES, ADULT SOCIAL CARE, HIGHWAYS, VOLUNTEERING.
