Dear Esteemed Residents and Community Leaders of the City of Highland Park:
We must first give our greatest and most deeply respectful thanks to the City Council of
Highland Park for the passing of a formal Resolution of Support for the Interstate Traveler
Company HSH technology on the 21st of September 2015. We gratefully proclaim the historic
nature of the leadership from HP CC for investing the time to research the merits of the HSH
program and to propose and pass such a strong and positive Resolution in support of our
proposal which we hope will become a new cornerstone of revenue for the City.
The world has the ability to move to a clean and sustainable hydrogen economy. Companies
such as Honda, Toyota and Hyundai have announced the introduction of their hydrogen
vehicles to the marketplace, while United States military initiatives are pursuing renewably made
hydrogen as their most preferred “certified drop in fuel”.
We believe Highland Park is an ideal location to help launch this international industrial
revolution. Our CEO Jim M. Jung along with our Founder Justin E. Sutton and our entire team
wish to do all we can to collaborate with Highland Park to launch this dynamic initiative and
significant JOBS program. Mr. Jung was honored to have been the co-founder of an Internet
Service Provider (ISP) in Detroit that enjoyed the pleasure of having John Couch of Apple (who
reported directly to Steve Jobs) on its Board of Directors in the latter 1990s (this Detroit
Company built the Microsoft Electronic Commerce Store and became one of the nation’s top 10
ISPs). Mr. Sutton is the Founder and inventor of the Hydrogen Super Highway project.
We believe we can utilize and enhance various venues of attraction, such as the legacy Ford
Motor Company sites and the Restoration and Refit of the Highland Park water plant into a
‘state of the art’ tourist attraction earning daily revenue as a world-class water park that will also
create jobs that will attract new investment into Highland Park.
The global market is ready for Hydrogen as is stated by industry leaders in the follow quotes:
Dr Bain, PH,D-NASA - In a letter from the retired Hydrogen Program Manager at NASA, Dr Bain states,
"I feel that while this system (the Hydrogen Super Highway) is in the late stages of development#.the
concept is worthy of full development and when fully implemented will be of great benefit to the
states and countries which adopt this system." Dr. Bain is also author of the excellent books, The
Freedom Element—Living With Hydrogen and Hindenburg.
On September 27, 2013 the CEO of Toyota, Jim Lentz stated to an audience at Northwood University
International Auto Show in Michigan that, “#.hydrogen is a real solution into the future that solves
our carbon problem, as well. The big problem with hydrogen is going to be infrastructure.”
Lentz said he test drove one of Toyota’s hydrogen-fueled vehicles for several months. “The vehicle
would go about 300 to 330 miles a tank. The tank was about $18 to $20 to refuel, as opposed to about
$50 for gasoline. And it took about four to six minutes to refuel.” Please, note that Toyota earns a profit
per vehicle 3 times greater than the “Detroit Big Three”.
The Hydrogen Super Highway has been a key note speaker and presenter at various Department
of Defense and U.S. Air Force Research Lab and Advanced Power Technology Office events.

Ford & Hydrogen - Ford’s CEO Alan Mulally in a Fortune interview, states when speaking about
options, “...we’re very bullish on hydrogen,,”. When speaking about infrastructure challenges
Mulally states, “#we need to even accelerate the public-private partnership on where we’re really
going, #.because right now all these different energy sources are in play, but I think it’s going to take
public-private partnership.
Drive Across US - Hyundai Engineers took a Drive Across America with No Gas. The Press
Release states, “The company wanted to show that the (hydrogen) technology is ready for prime
time. The infrastructure just needs to catch up. (The release goes on to say) Hydrogen is a clean
form of energy. The only emissions coming out of a hydrogen tail pipe are water.”
Joint Base Pearl Harbor --USAF has a renewable hydrogen project in Hawaii to fuel vehicles. The
USAF is the largest user of fossil fuel of all the military branches. We can discuss their choice of
HYDROGEN as their preferred “certified drop in fuel”.
The Hydrogen Super Highway is a leading and impactful job creating technology that utilizes
automotive supply chain companies and much more. Our CEO Jim Jung, our Founder Justin
Sutton and the Hydrogen Super Highway team have a belief that Highland Park and the
surrounding area is a very conducive environment to locate and help lead the world in a new,

SECTION I: OVERVIEW
With this formal letter of intent we hereby ask support of the Highland Park City Council to
assist our company to locate in Highland Park to pursue research and development activities of
the HSH, and to the best of our ability to be part of a BRIGHTER future in Highland Park. This
document will discuss items that we believe are available to the benefit of the residents,
businesses, municipalities, visitors and tourists overall quality of life in Highland Park and
beyond by laying a new foundation for Highland Park’s future. By building the HSH and by
rebuilding the Highland Park water treatment center and by setting up a network of ten Urban
Greenhouses so that everyone in Highland Park is only a short walk away, we will hope to see an
entire new model of success born in Highland Park as a model for redevelopment of older cities.
The Hydrogen Super Highway is a leading and impactful job creating technology that utilizes
automotive supply chain companies, related industries and much more. The entire HSH team
has a belief that Highland Park is an excellent choice to locate and help lead the world in a new,
clean, sustainable and safe future which we believe will help the world to break its dependence
on non-renewable fuel sources. Using our base technology it is our goal to maximize the value
of the Highland Park water pipeline and water treatment facility. Highland Park water may be
this area’s greatest resource for future jobs. Water is synergistic to the Hydrogen Super
Highway, as clean water is the greatest byproduct of the HSH.
The Hydrogen Future Is Here: A hydrogen evolution is gaining momentum as a key and leading
future renewable energy source. As Toyota, Honda and Hyundai have announced their hydrogen
vehicles to the marketplace, California and others announce the deployment of additional
hydrogen fueling stations. Toyota CEO, Jim Lentz states that, “….hydrogen is a real
solution…”, while Ford CEO (Mulally) stated in a Fortune interview that, “…(Ford) is very
bullish on hydrogen…”. Lentz, Mulally and others in the industry have stated that it will take
private/public partnership to provide hydrogen infrastructure. The U.S. Air Force is driving
toward a hydrogen fueling future and the U.S. Navy has announced it will fuel ships at sea from
hydrogen made from sea water. The U.S. Air Force Research Lab has had our Company speak
at major alternative energy conferences and indicates a vision of the Hydrogen Super Highway
as a potential path to hydrogen based environmentally sound, renewable energy solutions.
Dr. Addison Bain, retired NASA Hydrogen Program Manager, a founder of the United States
and International Hydrogen Associations, plus author of the books, The Freedom Element –
Living With Hydrogen, and Hindenburg states in writing that, “…the (Hydrogen Super
Highway) is worthy of full development and when fully implemented will be of great benefits to
the states and countries which adopt this system.”
The Hydrogen Super Highway Physical Demonstration Project: The Hydrogen Super Highway
project team is at an opportune moment. We are prepared to build an adequate scale physical
demonstration unit at a modest investment. Our slotted linear motor magnetic levitation design
has been thoroughly computer vetted by a leading specialty electromagnetic analysis engineering
software company.

The remaining elements of the HSH system are based on proven, efficient, currently available
technologies, with some additional safety standards that will be precedent setting for advanced
user comfort, reliability and safety.
The deployment of the Hydrogen Super Highway will bring the advantages of clean, renewable
hydrogen production, safe storage and distribution, and help move HP toward both Energy and
Water independence.
At a special invite presentation in California to Parsons Brinckerhoff (PB) – (the Program
Manager for the California High Speed Rail Authority), PB engineers, managers and marketers
took significant time to discuss the Hydrogen Super Highway project after the HSH presentation.
The discussion and comments centered on their input that the Hydrogen Super Highway project
design features would solve MANY KEY ISSUES that occur with transportation. They lauded
the solutions provided by our elevated model (eliminating ground crossing and mitigating
eminent domain items), the multi mode ability (allowing a combination of expedited traffic for
pedestrians, vehicles and freight), the very small turning radius compared to traditional rail,
allowing more access points to access the system and the safety features of our unique maglev
computer vetted motor design. In addition, they praised the bulk creation, storage and
distribution of hydrogen capabilities, the conduit cluster capacity to carry municipal services
with clean potable water being of keen interest. Of particular interest to PB was the potential for
superior resistance and survivability to inevitable future earthquakes.
The Interstate Traveler Company, LLC has provided a response via a 13 page document
solicited from us by the U.S. Department of Transportation and Federal Highway Administration
in the first quarter of 2014 (the RFI Title was “Novel Surface Transportation Systems”). In
addition, the Company is in receipt of a letter from the FHWA which establishes a written
confirmation that the potential of Interstate right-of-way utilization is in the prerogative of a
particular State and FHWA safety requirements.
Preferred Site - Highland Park the “The City that Put the World on Wheels”: The HSH team is
enthusiastic about Highland Park Michigan where we believe the physical technology can be
developed and potentially deployed (however, a deployment commitment by Highland Park is
not a requirement by HSH to locate a production facility in HP). IF deployment were to occur at
some future date in Highland Park the various aspects of the Hydrogen Super Highway may be
demonstrated, including in various types of right-of-way corridors.
Published papers and reports: Since publication in 2002, the HSH have been featured in a
multitude of international publications, international trade journals, agencies, radio programs, TV
reports, local papers, industry associations, US DOD Briefings and trade shows leading to
substantial international web traffic. A most prescient article reaching around the world was
published in 2005 via the International Association of Electrical Inspectors trade journal.

Meeting and Entertainment Venues: The HSH project in any of its forms could be a major
impetus for the hosting of major events that allow delegations from various parts of the country
and from around the world to come to Highland Park. The amount of money spent in the City
would increase at shops, attractions, hotels and entertainment venues. It could also lead to
greater investment in the area.
Abundant Clean Hydrogen Source Advantages: With an abundant storable, safe hydrogen
energy source, manufacturing can be done in a cleaner and more efficient manner. Sewerage and
other waste can be deconstructed via a clean hydrogen fueled plasma arc process.
Various Right of Way Scenarios: Utilizing or studying various right of way routes could be of
benefit to Highland Park to connect various parts of the City. These can be various roads, utility
corridors, non used railroad track beds and other options for full scale and smaller scale
deployments of the HSH which may include a right-size system for upgrading the HP service
roads (alleys) that will help beautify the city.

SECTION IV: Building the Hydrogen Super Highway
Physical development of the HSH multi modal system:
To assist the reader in viewing key items as a SCOPE OF WORK for
the Hydrogen Super Highway Project Physical Model please see the
following points. While the largest portion of the technology that will
be utilized for full production of the Hydrogen Super Highway is, “off
the shelf” technology, the following key items will be part of the initial
physical model:
☼ Four slotted linear motors of sufficient scale. The design will be modeled via the
computer vetted electromotive analysis of Integrated Engineering Technologies or others
in conjunction with the HSH team.
☼ Rail with electromagnetic coil arrays (magnet packs). To include control software
sufficient to demonstrate lift, forward control, reverse control and stop capability.
☼ Platform Basic Chassis suspension system with four suspension leg assemblies including
control software. The Chassis are designed to be integrated with the four slotted linear
motors linked to high-range-of-motion suspension arms.
☼ Rail and Box Beam sections and Stanchion Pole attachments of sufficient scale.
☼ Conduit installed in Box Beam section of sufficient scale to demonstrate “Butterfly”
safety valve assembly.
☼ Draft grade blue prints.
☼ Demonstration and Informational video
☼ Integrated Physical Model consisting of all the above items
☼ Engagement of hydrogen expert for technical dissertation on final build.
COST:
Essential Cost of HSH Rail for each Mile depends on scale and scope; single or double track,
number of transports, number of stations, unique structures, etc., shows that our price may range
from a small system that is less that $10M/mile to a large system that can exceed $30M/mile.
TIMELINE: - 24 Months
From the day that adequate funding is made available; our product development cycle is slated at
12 months to achieving production ready status. The HSH system is optimized for mass
production such that when the first production line is up and running, we expect to be able to
produce at least 100 sections of rail per day and quickly ramp up to 200 sections of rail per day
within the first year of production. 100 sections of rail per day represent 8,800 lineal feet of rail
per day, or 1.6 miles of rail per production day which amounts to 160 miles of rail in the first 100
days of production.
All ancillary structures may be planned or even built during the first 12 month working to
achieve HSH Rail production-ready timeline so that all the structures will have been started or
finished before the first section of rail is installed.

Laboratory (AFRL) and U.S. Air Force Advanced Power
Technology Office (APTO). The HSH invite was extended by
Mr. Tom Naguy, the Principle Program Manager and Lead for
the Environmental and Energy Program at AFRL/APTO: Large
Scale Sustainable Hydrogen Infrastructure Integration with
Elevated Magnetic Levitation Rail Networks
The Interstate Traveler Company is a Southeast Michigan based infrastructure development
company engaged in the research, development, fabrication, installation and maintenance of a
solar powered plug and play infrastructure system of subsystems which integrate an elevated
magnetic levitation transportation system with municipal conduit for signal cable, broadcast
radio, fiber optics, electrical capacitance and electrical distribution along with a multitude of
liquids, vapors and gases. Said system dedicates a portion of the solar power to hydrogen
production and distribution of sufficient size and scope to self sustain the system of systems and
create a growing surplus of stored energy in the form of stored hydrogen as well as in other
battery technologies. Said system employs the conduit cluster and subsystems to operate and
maintain a constant supply of potable water along with all standard municipal services to all
attached Traveler Stations and Substations. Said system is operated using a TCP/IP styled nested
domain addressing electronic network operating system that will facilitate the routing and
position control of multiple transports, record and control the gathering, dispensing and
movement of materials, signals and energy in the conduit cluster and share real-time data to
enable a growing rail network of independent, interconnecting and interoperable rail networks.
Further the network operating system will provide direct addressability and control of all valves,
switches, meters, gauges, motors, monitors, cameras, kiosks, sensors, relays, regulators,
interfaces, lights, locks, actuators, future subsystems and electronic databases. Further the
operating system environment may allow for the real-time communication of redundant
independent computers and computer programs that may host the operating system that may
control all of the components used in the operation of the system, allowing for the seamless
expansion and reconfiguration of the system in a “plug and play” fashion. Also the operating
system will include failover backup systems, data archiving, and the ability to compute, store and
report values based on system activity, performance and integrity that may be used in ongoing
performance analysis, enhancement and general accounting. Subsystems include water
generation, water conditioning, solid waste processing and deconstruction using electrical plasma
arc systems and hydrogen plasma systems along with high intensity spectral inundation for the
destruction of biological and organic contaminates in water supplies. Finally, this system of
systems is ideal for the USAF to achieve standardized methods for energy security and
independence while providing resilient infrastructure for bulk hydrogen production and

efficiencies at busy ports while interconnecting airports with train stations and bus stations in
addition to the accessibility already engineered into the design of Traveler Stations. A variety of
Transport vehicles will typically exceed 700 square feet of floor area and comfortably move
large groups of people, palletized cargo and vehicles that can be driven into Transport vehicles.
Due to the right sized, yet large scale of the system, passengers will embark onto Transports
using the largest doors in the public transportation industry giving unrivaled compliance with the
American’s with Disabilities Act to accommodate everyone.
The unique coil arrangement of the Interstate Traveler Company’s hyper dynamic
electromagnetic slotted linear motor is both powerful and efficient having a radial array of
solenoids enabling the creation of a toroidal electromagnetic field that can levitate, push and pull
a slotted nacelle along the rail.
The rail system is operated using a specialized Nested Domain Addressing System based on
established Internet TCP/IP and SONET Ring data network design. Any number of transports
may operate upon the rail system even to the density of the entire rail being filled with public,
private and commercially owned transports. The rail is made of steel such that the entire unified
surface becomes the grounded side of the circuit for all electrical systems insuring the shortest
path to ground to maximize the efficiency of the maglev system.
Working with contracted engineers, University engineering and student interns, 3D models and
animations have been conducted to simulate operations. While there are ample iterations of
magnetic levitation systems and electromagnetic linear actuators available in the market to
demonstrate the subsystems of our rail technology, our investors have been satisfied by the
extreme reliability of computer modeling for engineering studies, therefore no money has been
raised to build a physical prototype of the fully integrated system to date.
The Hydrogen Super Highway is complimented with our at-grade maglev system known as the
Solar City Traveler which is accomplished by the mass production of durable coil mats that may
be laid down directly on unimproved and reasonably flat soil as well as laid into existing modern
pavement systems. This at-grade maglev system will also serve to provide electromagnetic
induction charging for the electric cars of the future and insure the Highland Park will lead the
world in municipal transportation technology. The greatest market advantage of the Solar City
Traveler is the load distribution does not require the huge ballast demanded by other so called
light rail systems so the existing road doe not require massive reconstruction like other systems.

Simultaneous to the items that follow, commencement of research and collaboration would begin
on exploring: (A) All safety and implementation aspects of storing renewably made clean bulk
hydrogen and its variety of distribution methods, (B) Research and discussions to supply a
“proof of concept” of renewably made clean hydrogen to turn turbines at a power plant, (C)
Research and discussions with the City of Highland Park and other resources to consider
utilizing, enhancing, improving rights of way maintenance/productivity and creating recurring
revenue for Highland Park utilizing the roadways, alleyways, highways and railroad rights of
way for energy creation (via a solar cycle). Please, note that HSH systems have the capacity to
power large scale fuel cell arrays for community level “distributed energy generation” solutions.
The JOBS created would utilize various skilled labor, skilled labor organizations and workforce
training resources. Jobs in engineering and blueprints for all parts, components, assembly
methods, etc., and other HSH needs would be conducted with as many area contractors, such as

To accomplish our mission of maximum employment in Highland Park we desire to foster close
friendly, common sense community supported by the Public Steward program. We plan to
establish a network of 10 Public Gardens that will give each Citizen a place they can walk to for
community agricultural produce. We seek to dedicate a part of the Revenue from our Joint
Operating Agreement to fund the employment of a maximum number of Public Stewards to
beautiful and adorn all public spaces city wide and then showcase Highland Park and the HSH to

SECTION XI: Water Park
World Class water sports technology from Wave Garden in Portugal will provide the technology
to create ‘The Perfect Wave” … one after the other, all day and night at the Highland Park Water
Center. As a central attraction of the HP Water Park we believe this Wave Garden technology
will bring paying customers from a 300 mile radius and will net a large and steady income.
The HP Water Treatment Plant is 1,300 feet long and almost 300 feet wide which is absolutely
perfect size to create a world class surfing and wave pool.

SECTION XII: FINANCING STEPS
The HSH team seeks to build a demonstration physical prototype in Highland Park that will be
the preliminary step to building a larger system for the City. The prototype is a less than $16
million project. The timeframe to complete the prototype is between 8 to 16 months.
The Hydrogen Super Highway project team has engaged strategic stakeholders that span private
industry, selected private investors and key educational resources, as well as interested
government entities that seek to further hydrogen and hydrogen infrastructure development to the
benefit of people and communities. For example, these entities include Toyota, Honda, Hyundai
and other stakeholder supply chain and renewable energy strategically interested companies, as
well as various entities such as the DOE, DOD, USDOT, hydrogen related associations and key
hydrogen industry interests.
After contract terms have been concluded for the PPP and Joint Operating Agreement for
Highland Park, we will make immediate presentation of the now permitted project to be funded.
Getting permission is key to getting funding as the financial market does not want to spend
precious time looking at proposals that do not have permission to, or a permit to go forward. We
have a global network of financiers and first person relationships in several of the top 10 global
banking groups.
SECTION XIII: Insurance and Risk Protection
All work enter into or engaged by the proposed Joint Operating Company will be fully insured
for loss to satisfy financial obligations to any lenders, investors in the event of the project is not
completed and moved into a revenue generating scenario to properly service the capital debt used
to pay for the project.
SECTION XIV: Historic Opportunity – Your Opportunity
The Hydrogen Super Highway is a superior, self-sustainable form of mass transit, unique to the
world. Combined with our above grade innovative utility conduit cluster the HSH system brings
added value to customers, communities and investors. Any municipality
along its routes can be provided with either an additional level of service redundancy or utility
upgrades to their community. Along its route, local communities will also be the beneficiaries of
jobs throughout its span. It has the ability to significantly contribute to the balance of trade of
the United States via manufacturing JOBS and other related jobs. The bulk hydrogen is a path to
support the clean hydrogen vehicles on our roadways and at the same time the multimodal
transportation reduces wear and tear on our roadways, improves safety and reduces the need for
non-renewable energy resources (including foreign imported oil).
