Permitting process for communication service deployment projects
involving permit applications for construction in public right of way
Participate in weekly pre-submittal review of draft general permit
application packages
A complete General Permit Package is required to clearly show where the
proposed work is located and how it will be performed (PE seal stamp)
A specified timeline for application submittal, staff review, comments, and
formal resubmittals by applicant will achieve faster review times.
Applicants shall submit a reasonable production schedule
A Single Point of Responsibility and a Project Manager may be assigned
upon request
Record drawings submitted in a GIS format are required
Austin’s broadband customers have experienced service improvements. The chart depicts the benefits and the increases in broadband speeds by all of our providers following Google Fiber’s announcement to build in Austin.
Google will provide Austin’s 7 PEG channels in HD.
Austin has not seen this level of rights-of way construction by broadband providers since the early 2000s. With the many benefits of increasing broadband capacity in Austin, all of the activities surrounding it have a significant impact on City resources including staffing, public and private utility infrastructure and our rights-of-way.
Construction activities includes both aerial and underground installation. Digging and trenching in the ROW.. The aerial construction of fiber to utility poles will require some poles to be replaced. That requires existing attachers to that pole to relocate their attachments to the new pole and then there is a time lapse for the removal of the old pole. This level of construction activity creates some disruption within residential neighborhoods and major arterials
In order to minimize the disruption to your community and to process the sheer volume of permits it is best to pull together dedicated staff teams to coordinate the permit processing. We were able to go through our existing processes and consolidate some steps in our process to reduce the permitting time which can take anywhere from 60-90 days to issuing a permit in 30 days based upon the complete and accurate permit applications. Hired additional temporary staffing to accommodate the increases and then there is also need for more vehicle
The level of interest by media and other communities has really arisen and it takes a good amount of time to share your story with others. Also our 311 call center takers have seen an increased level of calls.

With the tremendous increase in ROW construction activity by broadband providers, we developed a Combined Review Process (CRP) for permitting and reviews of excavation processes and are implementing as an administrative procedure. Didn’t require any code changes or changes to our technical manuals.
As I mentioned, we pulled together dedicated staff teams to coordinate the permit processing. We were able to go through our existing processes and consolidate some steps in our process to reduce the general permitting time which can take anywhere from 60-90 days to issuing a permit in 30 days based upon receiving complete and accurate permit applications. Hired additional temporary staffing to accommodate the increases. It’s in everyone’s interest that these large scale networks be finished as quickly as possible to minimize disruption to streets and neighborhoods and traffic and the CRP is necessary to avoid staffing and resource issues that the influx for ROW applications may create.
I think it’s also important to really stress to providers to hire local engineers and contractors who are familiar with existing City processes. That will help speed up things.

Just thought I’d end the presentation by a picture of Willie by his statue that was unveiled back in April of 2012 which is about when all of the broadband activity in Austin started following our application to Google Fiber.
