3. What is Fraud Investigation and
Detection?
There are a number of differences between
auditing and fraud investigation:
• In the first place, audits are conducted on a
routine basis. Fraud investigations are performed
only when there is a reasonable suspicion
(predication) that a fraud has occurred, is
occurring or will occur. Predication is the totality
of circumstances that would lead a reasonable,
professionally trained and prudent individual to
believe a fraud has occurred, is occurring and/or
will occur.

After the Fraud Team has determined, lay out
the “general” area(s) in which they are to
work. Where two or more people, same or
different disciplines, are to work together,
designate the person “in charge”. Full
accountability, authority and responsibility
must be defined and revised, as appropriate.

have mistakenly been reluctant to report on
possible fraud, feeling they should hold back
until they had improved the evidence to
upgrade to a probable or proven/known fraud.
Top Management has a right to know when

security personnel to deal with the problem;
Confirm that the internal auditor and/or Head
of Security can use internal or external
resources, as they appropriate, to follow-up
on the identified situation;
If they desire, ask to be kept informed of any
“key” evidence, when identified, or indicate
that they should be advised when something
meaningful has been proven; even to the
point that it is decided to drop the ongoing
review, as nothing further was developed
during a follow-up review.

not a typical structured or routine audit.
Fraud audits tend to be unstructured. They
start from the point-of-concern (e.g. what
made anyone think that a fraud may have
occurred or was occurring?).

There are times the Fraud Team members have
moved back and forth between two of the
supervisory or management people they
interview because they are getting conflicting
statements. Don’t be surprised if you
encounter such situation. If you find two
people with exactly the same story, presented
in the same order, be suspicious that they may
be involved, in fact, be in collusion relative to
some wrongdoing.

identify people who
(1) don’t do something they should do, or
(2) do something they should not do, which
can set the stage for fraudulent activity.
What is the biggest problem in managing,

Simply that they are often the best

focus on those activities rather than
