With less public money available to support the bus services that millions of people rely on, there is renewed debate on the way buses are run. Changes to funding for concessionary fares, the expected review of the bus subsidy system and the emerging findings of the Competition Commission inquiry into local bus services provide an opportunity to look again at how the UK bus industry works and whether devolved funding and stronger commissioning powers could help protect bus passengers from higher fares and fewer services. Big changes to the way councils plan bus services and work with bus operators and community transport associations if bus services are to be protected. This means new ways of working with the private sector, improved procurement and commissioning and an understanding of how local bus markets work. The workshop will hear from councils and operators who have been trying out radical approaches, the barriers and challenges that need to be overcome and views on how reform could get a better deal for fare payers and tax payers. Lessons Learned in Transit Efficiencies, Revenue Generation, and Cost Reductions Presented by: Joel Volinski, Director, National Center for Transit Research, University of South Florida Over the years, transit systems have responded to budget challenges by becoming more diligent and creative in developing ways to generate non-traditional revenues and to reduce costs without raising fares or cutting service. Mr. Volinski will discuss a project, first reported on in 1996, whose objective was to collect innovative ideas from transit agencies throughout the country. The ideas collected were then synthesized and redistributed to transit agencies throughout the nation, allowing all agencies to have the potential to replicate successful techniques. Mr. Volinski will also provide a sampling of the 200 successful ideas that have been put in place in dozens of transit agencies across the country.

The Utah Legislature is working to ensure that transportation funding mechanisms are ready and in place to meet future demands and keep Utah moving. Drivers of electric and hybrid vehicles pay a flat fee during their annual registration to compensate for not paying as much fuel tax as drivers of conventional vehicles. These fees pay for operations and maintenance of Utah's transportation system. In 2020, electric and hybrid vehicle owners will have an option to pay a road usage charge in lieu of their annual fee. In future years, the RUC program could also be a potential replacement to the fuel tax for all vehicles in Utah. UDOT is involved in this effort in order to Keep Utah Moving by making sure future funding will be available to build and maintain our transportation system.
