Good day! My name is Olena Chaikovska. I am from Ukraine. Dear organizers, participants, colleagues and guests of multi-event “Computer Days – 2015! I am glad to greet you on behalf of representatives of academic and university communities, public organizations, IT business and students of Ukraine.
Maybe if the man was the speaker, his presentation would be more technical, but taking into account that I am a representative of the beautiful half of the federation, I am sure that my presentation will be more emotional. The Ukrainian government has determined new vectors of development of the country, education, science. President’s plan of actions foresees 2016 to be the year of English language. I fully support President’s initiative, but my pronouncement, unfortunately, is not that obedient. SO please excuse my imperfect English. Today I had a good practice in the study of the Lithuanian language. Being an IT teacher I would like 2016 to be the year of Computer Literacy, the year of Digital Education.
As indeed modern generation of children (youth), digital generation, who grow up surrounded by digital technologies does not inherently possess the skills for safe and effective use of technologies, and skills acquired informally are likely to be incomplete. The failure to provide youth with a complete set of skills in a formal manner leads to a new digital divide between digital lifestyle skills and digital workplace skills.
This presentation is to give you an overview of the new curricula in Ukrainian IT Education.
There is a legend that in ancient East people wished to their enemies: “May you live…” These are the interesting times in Ukraine because a lot of changes are going on in all spheres of our life, both in reality and people’s minds. Changes are going on in IT Education as well.
During 9 months different projects of the National Standard Classification of Education had been discussed and then, at last, ‘the baby’ was born as a product of this ‘love triangle’ of the Government, Education and Business.
IT Education also got the new curricula (list of specializations).
New IT curricula in Ukraine is based on global practice which fits in European vector of Ukraine. We are very optimistic about this change and believe it will speed up further development of IT Education and IT Industry.
IT Industry is an engine of Ukrainian economy. IT is the biggest and most developed segment of innovative economy in Ukraine, which means actively growing high value added export channels. IT Industry in Ukraine is constantly moving forward and IT may be one of the most transparent areas of economy which does not require government subsidies and grants. Today Ukraine is the world’s fourth country with the biggest number of certified IT specialists. Ukraine is in top 30 locations preferred for ordering software development.
Based on “Innovation Ukraine” project, it is planned to create 100 thousand new IT jobs by 2020.
Despite the fact that IT job is the most prestigious in Ukraine, there’s a deficit of qualified professionals.
In accordance to research of Kyiv International Institute of Sociology, IT is in Top 3 the most claimed professions going right after Engineering and Construction specialties.
That is why IT Education is very important.
However currently in Ukraine we face a misbalance between IT Education and IT industry. For a while IT Business and Education experienced lack of mutual understanding and common goals. Business required highly qualified IT professionals while Universities required more financial resources for that. Besides current IT education is based on outdated professional standards which doesn’t meet today’s requirement of IT industry. Only close collaboration between Business and Universities will help to finally harmonize quality of IT Education with the requirements of IT Industry.
There’s a plan to harmonize professional education content and new professional standards which will be competence based, developed in collaboration with professional communities and associations of employers by 2018. Currently Standards for 5 professions have been developed in Ukraine: Information Systems Specialist; Software development Specialist; Project Manager in IT area; Product Manager in IT area; Information Resourses Specialist
Representatives of such IT Companies, Organizations and Universities as Epam Systems, Global Logic, Skyline Software, Ukrainian public organization «Council on Competitiveness Industry Information and Communication Technologies in Ukraine» and National Technical University of Ukraine «Kyiv Polytechnic Institute» contributed to development of the new Professional Standards. Future State Education IT Standards will be based both on Ukrainian and International professional standards.
Currently in Ukraine there are 148 universities with study programs in Informatics and Computer Science. This includes national technical, classic, pedagogic, liberal and other Universities. IT students of these Universities study not just standard IT subjects, but also general subjects in accordance with the University specialization (for example, Technical, Agrarian, …)
It is important for IT specialists to be aware of the sphere in which the software product will be used. Taking into account this fact as well as the new National Standard Educational Classification, universities should develop a flexible system of determination of the qualification of future specialists. Also, the list of PhD specialties should be revised and customized according to business needs.

All these steps should be implemented in close collaboration of IT education, science and IT industry in the framework of social partnership and should have a long-term perspective.
