Diploma Supplement
The Lebanese Diploma Supplement is modeled according to the Diploma Supplement issued in Europe. The
Diploma Supplement is designed to provide sufficient data to improve national and international transparency and
academic and professional recognition of qualifications. It is a document accompanying a higher education degree
providing a standardized description of its holder's learning outcomes as well as the nature, level, content, and
status of the studies completed. An explanation should be given when no information is provided by the institution
of higher education.

8. INFORMATION ON THE NATIONAL HIGHER EDUCATION SYSTEM
1. Introduction
Education in Lebanon is regulated by the Ministry of Education and Higher Education (MEHE). According to
Article 10, Chapter 2 of the Lebanese Constitution “Education shall be free” and every religious community
has the right to have its schools or universities. In Lebanon, English or French is taught as a second language
alongside Modern Standard Arabic (MSA) from the early years in schools. In most private schools, English or
French is used as a medium of instruction in teaching mathematics, sciences, and social studies, especially in
middle and high schools.
2. Types of tertiary education
According to Article 5 of the Higher Education Law 285/2014, higher education institutions are concerned
with teaching, scientific research, and community services in relevant fields. They are divided into three types:
universities, university colleges, and higher vocational institutes.
3. Governing Bodies of the Higher Education Sector
The Ministry of Education and Higher Education in Lebanon has the overall responsibility for all levels of
education in the country. MEHE administrates both the public and the private sectors. As for the Lebanese
University (LU) which is the only public institution, it is governed by its law, decrees, and bylaws under the
tutorship of the MEHE while enjoying a high degree of independence and autonomy with its system of
governance.
As for private universities and university colleges, they are regulated, supervised, and coordinated by the
Directorate General for Higher Education (DGHE), operating under the MEHE. The DGHE manages the
licensing and the start-up of new private higher education institutions, the validation of the programs offered,
and the recognition of the degrees while all other responsibilities are in the hands of each institution's governing
body. On the other hand, the Directorate General of Technical and Vocational Education (DGVTE) is
responsible for the technical and vocational institutes.
4. Awarded Degrees

According to Article 6 of the Higher Education Law 285/2014, higher education institutions award the
following degrees in accordance with the regulation of the institution approved by the Higher Education
Council. It is made up of three levels of education: Bachelor, Master, and Doctorate, in addition to other special
and vocational degrees.

5. Admission Requirements
The Lebanese General Secondary Certificate, commonly known as Lebanese Baccalaureate, or any equivalent
is the basic requirement for a student to enter a first-year university program. Students are granted admission
to an institution of higher education based on their educational qualifications, and the admissions and access
standards of the institution they are applying to.
In order to enroll in a Master's degree program, a student should have completed a Bachelor’s degree with at
least 90 credits or 180 ECTS depending on the length of the Bachelor's degree obtained. The successful
completion of a Master’s degree is a minimum requirement for enrollment in a Ph.D. program.
6. Credit and Grading Systems
There are two systems: the American Credit system and the European Credit Transfer and Accumulation
System (ECTS). The American Credit system is based on contact hours with a common grading system of
assigning a numerical or alphabetical letter. Whereas, the European Credit Transfer and Accumulation System
(ECTS) which accounts for the relative workload of the student on average initially divides students between
pass and fail groups, and then assesses the performance of these two groups separately.
7. Recognition of Foreign Qualifications and Studies

To manage the recognition and equivalence of degrees, the Equivalence Committee was established to
recognize the diplomas awarded by private universities and institutions inside Lebanon and to give equivalence
to higher education diplomas from abroad. Besides the Equivalence Committee, there are profession-based
committees that handle the degrees in specific domains. As for degrees from abroad, the Committee requests
the university delivers degrees accredited by accrediting agencies in relevant countries (ABET, CEAB, CTI,
NAAB, etc…).

According to the new higher education law issued in 2014, after initial licensure, programs are subject to
periodic review.

Introduction Education in Lebanon is regulated by the Ministry of Education and Higher Education (MEHE). According to Article 10, Chapter 2 of the Lebanese Constitution “Education shall be free” and every religious community has the right to have its schools or universities. In Lebanon, English or French is taught as a second language alongside Modern Standard Arabic (MSA) from the early years in schools. In most private schools, English or French is used as a medium of instruction in teaching mathematics, sciences, and social studies, especially in middle and high schools. 2. Types of tertiary education According to Article 5 of the Higher Education Law 285/2014, higher education institutions are concerned with teaching, scientific research, and community services in relevant fields. They are divided into three types: universities, university colleges, and higher vocational institutes. 3. Governing Bodies of the Higher Education Sector The Ministry of Education and Higher Education in Lebanon has the overall responsibility for all levels of education in the country. MEHE administrates both the public and the private sectors. As for the Lebanese University (LU) which is the only public institution, it is governed by its law, decrees, and bylaws under the tutorship of the MEHE while enjoying a high degree of independence and autonomy with its system of governance. As for private universities and university colleges, they are regulated, supervised, and coordinated by the Directorate General for Higher Education (DGHE), operating under the MEHE. The DGHE manages the licensing and the start-up of new private higher education institutions, the validation of the programs offered, and the recognition of the degrees while all other responsibilities are in the hands of each institution's governing body. On the other hand, the Directorate General of Technical and Vocational Education (DGVTE) is responsible for the technical and vocational institutes. 4. Awarded Degrees
  • 13. 6 According to Article 6 of the Higher Education Law 285/2014, higher education institutions award the following degrees in accordance with the regulation of the institution approved by the Higher Education Council. It is made up of three levels of education: Bachelor, Master, and Doctorate, in addition to other special and vocational degrees. Figure 1: Diagram of the Education System in Lebanon 5. Admission Requirements The Lebanese General Secondary Certificate, commonly known as Lebanese Baccalaureate, or any equivalent is the basic requirement for a student to enter a first-year university program. Students are granted admission to an institution of higher education based on their educational qualifications, and the admissions and access standards of the institution they are applying to. In order to enroll in a Master's degree program, a student should have completed a Bachelor’s degree with at least 90 credits or 180 ECTS depending on the length of the Bachelor's degree obtained. The successful completion of a Master’s degree is a minimum requirement for enrollment in a Ph.D. program. 6. Credit and Grading Systems There are two systems: the American Credit system and the European Credit Transfer and Accumulation System (ECTS). The American Credit system is based on contact hours with a common grading system of assigning a numerical or alphabetical letter. Whereas, the European Credit Transfer and Accumulation System (ECTS) which accounts for the relative workload of the student on average initially divides students between pass and fail groups, and then assesses the performance of these two groups separately. 7. Recognition of Foreign Qualifications and Studies
  • 14. 7 To manage the recognition and equivalence of degrees, the Equivalence Committee was established to recognize the diplomas awarded by private universities and institutions inside Lebanon and to give equivalence to higher education diplomas from abroad. Besides the Equivalence Committee, there are profession-based committees that handle the degrees in specific domains. As for degrees from abroad, the Committee requests the university delivers degrees accredited by accrediting agencies in relevant countries (ABET, CEAB, CTI, NAAB, etc…). 8. Licensure and recognition of programs According to the new higher education law issued in 2014, after initial licensure, programs are subject to periodic review.
