INTRODUCTION
Context of Mutinlupa City
• In 2015, HPFPI with the Philippine Alliance
began the conduct of mapping in Muntinlupa
City.
• The area is located in the southernmost part
of Metro Manila, the largest urban
conglomeration in the Philippines.
• It has a population of half a million residents.
• At the start of the mapping, the local
government had no clear data on informal
settlement communities in the city.
• City’s shelter plan was not updated

KEY LAND CHALLENGES
• No updated information on number and
situation of informal settlement families.
• Lack of coordination among government
agencies, local government departments
in addressing the Informal settlements
(IS) issue.
• Fragmented responses or solutions to
informal settlements upgrading
• Limited participation of informal settlement
communities in land governance.
• Lack of recognition by agencies and
government of community efforts on the
issue
• Lack of trust between government
representatives and communities.

KEY INTERVENTIONS
• Mapping in Muntinlupa City was implemented
under the Citywide Community Upgrading
Strategy (CCUS) Project supported by World
Bank and continued under the STDM Project
supported by UN-Habitat and GLTN
• The activities were later expanded to other cities
– Iloilo and Davao in 2017.
• Features of the CCUS: 1) citywide in scope,
2) community-led, 3) partnership among
stakeholders, 4) coordinated by local or city
government, 5) citywide pooling of funds
mobilized from various sources, 6)
integrated solutions to land and housing
• Introduction of GLTN’s STDM and other related
land tools provided more accurate and better
management of data.

PARTNERSHIPS
•Worldbank- supported the conduct of citywide development approach to
map all informal settlements in Muntinlupa city. As strategy it was renamed
as City Wide Community Upgrading Strategy (CCUS).
•UN-Habitat/Global land tool network- The Social Tenure Domain Model
(STDM) were implemented in Muntinlupa City in 2015 and 2016
respectively.
•Habitat for Humanity - The mapping project supported by the GLTN CSO
urban cluster led by the Habitat for Humanity sought to build on the
achievements of the previous projects by taking to the next level of
mapping and mapping-related activities of the HPFPI and the Philippine
Alliance started in Muntinlupa City.
• Muntinlupa LGU- as pilot city to be implemented with participation of
community in mapping and using mapping tools to generate data. The data
will be used by the LGU to update its comprehensive land use plan (CLUP).

PROCESSES
Participation, Collaboration, Learning
• Strong participation and commitment of
communities to undertake the process,
despite negative past experience working with
government.
• Participation of other stakeholders – local
government, civil society groups, people’s
organizations and national agencies
• Openness of and recognition by local
government of the importance of having the
communities participate in the process
• Generated information is evidence-based
so that local government units and
communities alike readily accepted the results
and were able to come up with concrete
upgrading plans and projects
• Technical expertise in community mapping
was passed on to the people which has
helped the communities better understand
their own situation, make informed decisions
and eventually share the knowledge and skills
to other communities.

personal growth among communities,
e.g., they gained sense of leadership,
responsibility, effective communication.

KEY ACHIEVEMENTS
• The mapping activities resulted in
1) Generated a citywide profile of informal settlements in
Muntinlupa City, total profiled 186 community Association with the
total Informal settlers families of 33,703 and total population of
130,286 which is 25% of the population were ISF based on 2015
City population data 504,509
2) creating a platform that links government, communities and other
city stakeholders in planning the city;
3) strengthening of community groups and networks; 4) planning
and implementation of pilot upgrading projects in one barangay ;
5) creation of a learning hub on community mapping and profiling
• Partnerships between and among the city government,
communities and other stakeholders became more clarified
• Strategy of transferring the expertise to the communities is not only
sustainable but it also empowers the communities to be more
participative in the planning of their city

Presentation of Data City level-After the mapping has
been done on all barangays the final result will be
presented on the City through the Local Housing Board.
Project development: After the mapping one of the Barangay (Sucat )started to discuss five (5) land acquisition project
with the help of Social Housing Finance Corporation (SHFC), Land owner , Village Chief and all departments of the city to
help realize priorities with the communities.

14. GLTN BRIEFING AND PROGRAMME
LESSONS LEARNED
• Importance of community participation in the planning and upgrading of
informal settlements.
• Need to have a holistic approach, that is, “citywide” in scope in
addressing the issue.
• Value of creating a venue where local governments and communities
contributes to:
a. Improving communication.
b. Exchange of ideas and lessons learned
c. Align their activities to make efficient the use of
resources
• Need to institutionalize the process and tools at the city and national
levels to ensure that data generated will be used in the drafting of shelter
plans.

SUMMARY & CONCLUSION
The recent mapping project supported by GLTN and its partners
together with the HPFPI and TAMPEI as implementers has:
• Strengthened the community mapping initiatives and processes
started 3 years ago;
• Led to the expansion of the mapping project started in
Muntinlupa City to other two cities - Iloilo and Davao.
• Sustained the positive impact and participation of communities in
the project ensuring the continuity and strengthening of
processes and collaboration in cities.
• Served to connect the ongoing mapping process with the shelter
planning and development planning in the city
• Promoted the process by facilitating knowledge exchange
between HPFPI, TAMPEI and other partners both local and
international, including use of innovative tools such as STDM
through training in other regions across the Philippines.

16. GLTN BRIEFING AND PROGRAMME
ACTION PLAN
• To promote “continuum of land rights” to the partners, stakeholders
and to the community by looking at different tenurial rights and its
specific intervention. Create programs and policies at the local level.
• To pilot one concrete project development in one city as basis for
expansion to other cities. There are organizations in the Philippines
such as “League of Cities of the Philippines” and office of the vice
president of the Philippines to take on the process.
• To continue the momentum of selected cities such as Iloilo and
Davao to implement the STDM. Both cities mentioned have already
conducted their profiling through HPFPI programs as well as
established partnership with their respective LGUs.
• GLTN to intervene in data analysis that acceptable both for city and
the community.
