AREAS OF EXPERTISE
Resettlement/Indigenous Peoples.More than twenty years of experience in the preparation,
implementation and evaluation of: Resettlement Plans and Indigenous Peoples Development
Plans for public/private sector projects covering virtually all development sectors and financial
modalities and fitting various MFIs' Safeguards Policies. Establishment and operational
management of departmental social safeguards teams at MFIs Extensive experience with
reputational risks management, inspection panels and solution of compliance issues.
Social Safeguards Policies Development and Mainstreaming. Direct involvement in: Social
Safeguards policy review at MFIs. Country Safeguards Systems development, including
preparation of National Resettlement policies and donor harmonization plans. Adaptation of
existing social safeguards to new financial instruments and Disaster & Emergency Projects.
TAand Project Administration. Extensive design, processing and administration experience
of national and large regional TAs. Good operational understanding of general project
administration tasks including disbursement, procurement and contract awards management,
performance monitoring, and completion report writing.
Community-based Development and Poverty Reduction. Application of Participatory
Planning mechanisms to project design and definition of community-based decision-making
mechanisms for project implementation. Design and review of Poverty Reduction components
of investment Projects.
Thematic and Geographic. Research on Land tenure systems, Political economy of agrarian
societies, trade, natural resources management, Islam. Broad understanding of the
Asian/Pacific and Central Asia regions based both on long-term anthropological fieldwork/
academic researchand on long-standing engagement in the preparation of investment projects
and policy development in the region.

 Post-conflict and Disaster: ADB reviewer of the Mindanao Joint staff
Assessment on conflict resolution, and designed/put into operation a Social
Safeguards Framework and multi-sectoral implementation mechanisms for
the Tsunami and Earthquake Emergency and Support Project, Aceh.
 Project Administration: Administered and closed the “Third Airports
Development Project” in the Philippines.

 Routine tasks: as member of project preparation teams organized
Resettlement and Indigenous Peoples tasks, managed the preparation of
relevant documents by the consultants;and contributed as needed to project
appraisal documents and routine compliance reviews, supervised social
safeguards tasks for projects in implementation and carried-out field mission
as needed.
 Project design and Participatory Planning: Contributed to the general design
of selected projects involving IPs by elaborating project implementation
mechanisms based on local socio-cultural capital and entailing intensive
community participation in the definition of project deliverables.
 Policy Development: Member of the bank-wide core-working group for the
update of the WB Indigenous Peoples Policy.
 Donor Coordination. Carried out donor coordination work with other MFIs
finalized to the establishment of Resettlement Policies in a number of
countries in the Asian region.

 February-June 1998: Coyne et Bellier: Social Development Specialist. Field-
based evaluation of pre-feasibility Resettlement and Indigenous Peoples
issues for the proposedBan May Hydropower Project, Vietnam. Preparation
of an action plan for preparing appropriate social safeguards documents
fitting the WB resettlement and Indigenous peoples Policies.
 June-July 1997: World Bank: Short-term Consultant. Updated, based on WB
policy provisions, several resettlement plans for transmission lines under the
Metropolitan Distribution Improvement Project, in Thailand and the
Transmission, Distribution and Disaster Reconstruction Project, in Vietnam.
 June 1995-Dec1997. Lotti & Associati: Social Development Specialist

of a ResettlementPlan and of an indigenous Peoples Development Plan for
the Dai Nhinh Hydropower Project, Vietnam.

investigations and prepared a Resettlement Framework for the Irrigation
Rehabilitation Project in Vietnam, and finalized the Resettlement Plans for
