TO BREAK THE CYCLE
OF INTERGENERATIONAL POVERTY
Life in high-poverty neighborhoods places too many obstacles between young people and their dreams. High crime
rates, unaffordable housing, low educational attainment, and limited access to jobs and services keep many families in a
cycle of poverty that traps rising generations.
Since 1983, the Youth Policy Institute (YPI) has worked to make sure families have access to high quality schools and
wrap-around education, training, and technology services. We forge connections and enlist partners to help communities
in Los Angeles make successful transitions from cradle to college and career.
Vital early childhood services include learning programs such as parenting classes
and Baby University, plus a new Early Head Start Program launching in 2016.
Our K-12 academic and supportive services range from academic tutoring to
mentoring, summer bridge programs, physical education and nutrition services,
art and music classes, and gang-prevention programs. YPI also directly operates
five schools emphasizing technology, project-based learning, and high levels of
parental involvement: Pacoima’s Bert Corona Charter School (middle and high),
Pico Union’s Monseñor Oscar Romero Charter Middle School, the San Fernando
Institute for Applied Media, and Sylmar Biotech Health Academy. YPI is the only
agency in Los Angeles operating both district and charter schools, and also
partners with 114 additional area schools.
YPI offers college and career readiness (starting as early as elementary school),
providing college and career counseling, college visits, matched college savings
accounts, student internships, and summer job opportunities.
Our FamilySource, YouthSource and WorkSource Centers provide essential aid
to families: transportation assistance; help accessing public benefits, health care;
legal services; tax preparation and asset building services; adult education such
as ESL, GED and computer literacy classes; and workforce development services
such as job training and placement assistance.

WHITE HOUSE NEIGHBORHOOD
REVITALIZATION INITIATIVES
Federal resources applied in collaboration with public-private
partnerships on the ground can transform neighborhoods of
concentrated poverty. YPI is the only agency in the country
to receive grants under all three White House Neighborhood
Revitalization Initiatives, and is also the lead implementation
partner for the Los Angeles Promise Zone.
BYRNE CRIMINAL JUSTICE INNOVATION PROGRAM
In partnership with the City Attorney’s Office, the Los Angeles Police Department,
and the Mayor’s Office of Gang Reduction and Youth Development, this
initiative from the U.S. Department of Justice is targeting crime hot spots in the
Los Angeles Promise Neighborhood with an array of prevention, intervention,
and enforcement strategies.
LOS ANGELES PROMISE ZONE
YPI and our partners have brought in more than $160 million in new federal
investments for LA’s signature place-based approach to fighting poverty. The
Los Angeles Promise Zone—one of the first five designated by President Obama
in 2014—covers the neighborhoods of Hollywood, East Hollywood, Koreatown,
Pico-Union, and Westlake.
LOS ANGELES PROMISE NEIGHBORHOOD
President Obama’s signature anti-poverty initiative supports projects that
weave together education programs, family resources, and community
cohesion around great schools. The $30 million implementation grant awarded
in December 2012 funds the efforts of more than 30 partners targeting two high-
need communities, Pacoima and Hollywood. A groundbreaking data system
measures progress across 15 outcomes, creating a cradle to college and career
pipeline that is transforming 18 schools and serving 18,000 youth each year.
CHOICE NEIGHBORHOODS
Sponsored by the U.S. Department of Housing and Urban Development, this
planning grant has allowed YPI to bring residents and local stakeholders
together in a process to develop a neighborhood transformation plan centered
on revitalizing and increasing the supply of affordable housing. YPI’s next step
will be to apply for a Choice Neighborhoods Implementation grant to activate
the transformation plan.
