The document describes the respondent's experience working on Antanas Mockus' 2010 presidential campaign in Colombia as the director of procurement and budgeting. Some key details:
- The campaign took significant financial risks with limited funding but relied on volunteer support.
- The respondent managed a small team and was responsible for purchasing and distributing millions of campaign materials across Colombia on a limited budget.
- The campaign significantly outperformed expectations in early polling and voter turnout but ultimately lost in a close race in the first round of voting.
- Though they did not win the presidency, the respondent viewed it as one of the most meaningful experiences of their life and an example of civic participation and grassroots campaigning.

2. January 5, 2010
I went to a job interview, this was my conclusion
of the job proposal:
1% represented the chance of been close to the job that up to
that moment was the job of my dreams: to work in the Ministry of
Industry, Tourism and Trade. I took the risk.
This is the story of one of my favorite jobs…

5. The Presidential Candidate for the Green
Party was going to be elected by an internal
consultation. The three candidates: Mockus,
Peñalosa and Lucho Garzón decided to
work together, have the same budget, share
resources and travel together.
First part of the job….
Goals:
1. To have more than 2% of the total votes in the Senate elections to maintain the Green Party legal
status.
2. To convince voters to vote the Green Party Consultation. There were two internal consultations
on the same day : Green Party and Conservative Party, voters could only select one.
3. That each candidate obtain at least 2% of the valid votes of the elections, in order to repay the
state financial aid.

6. • Peñalosa, Astrid Alvarez
(campaign director) and I worked
on the budget and the financing.
• The banks consider this project
to risky and didn’t lend us money.
• We had to ask for state financial
aid, each candidate received the
aid but repayment depended on
the individual results no matter if
the candidates made the
campaign together. That was the
reason of our third goal.
My duty was to control the budget
and to be in charge of the
purchasing, procurement and
distribution of printed advertising.

7. March 14, 2010 Senate Elections and
presidential internal consultations
This day was crucial for the survival of the Green Party and for the future of the Green Party
presidential campaign.
The results were better than expected, we obtained 5% of the senate votes. One of our
candidates, Gilma Jimenez, was the second most voted senate candidate.
The total votes for the Green Party Consultation were 1,822,685. We almost double our
expectations. Antanas Mockus won.
Sergio Fajardo’s movement, Movimiento Ciudadano,
didn’t have the necessary votes to obtain a party legal
status. Fajardo, Medellin former mayor, was invited to be
part of our team and later he became the Vice-president
formula.
9. Second part of the job…
Start of the Presidential Campaign
•Once again Astrid and I made the budget. The National Electoral Commission allowed us to
spend a maximum of €6.296.296 and we could ask to the same institution for an advance
payment of €1.832.560. These were the only resources in cash that we had.
•Companies were no more allowed to make donations.
•Our monetary resources were limited, but people donate us their time, actors made
advertisement videos, singers compose us songs, publicists and artists made posters and
advertising materials, even the famous Colombian painter Ana Mercedes Hoyos designed a
t-shirt. Intellectuals, economists such as Jürgen Habermans, urban experts, mathematicians
help us in writing the government program. We also made a radio station to share our ideas.
This campaign was made by the people.
•We were a media phenomenon and internet was the tool to detonate the spirit of
mobilization. In around three weeks our Facebook page had 819,343 likes and we where a
trend topic on twitter.

and distribution of the printed publicity,
I had 7 people in charge.
•We ordered and distributed:
•The t-shirts weren’t sufficient so
people start asking to upload the
design on our website to print it
themselves.
•My team covered with publicity the
77% of the national territory.

13. 34 days before the presidential elections
We weren’t prepared
We had no responsiveness capacity, phones didn’t stop ringing, the e-mails were
full, people kept asking for publicity material for events.
Even the banks asked if we wanted credits for the campaign.

15. May 30, 2010. Elections day
•The last polls before the elections were 35%
Santos and 34% Mockus
•We were conscious that we could be second.
We were prepared for the second run. But
we did not expect such results Santos almost
win in the first elections. We were
devastated.
•We made a terrible mistake, during the live
broadcast after knowing the results of the
elections, the audience started screaming
and Mockus in place to stop them screamed
too. This mistake was a bad start for the
second round. We didn't send a confident
message we send a rage message.

16. “What now? Now everything”
(Mockus lasts words from the speech given when President Juan Manuel won the
final elections)
We did not win and I did not end up
working in the Ministry of Industry,
Tourism and Trade, but it has been one
of the bests experiences in my life.
I learn about the reality of my country
and the needs and wills of my
compatriots.
We were an example of altruism and our
story, even if many of us were behind
the scenes, was recorded in the
Colombian history as " The Green Wave"
and end up in a documentary.
