CAUSES• The License Raj
• Rapidly Rising Population

License Raj refers to the elaborate
licenses, regulations and the accompanying red
tape that were required to set up and run
business in India between 1947 and 1990. The License
Raj was a result of India's decision to have
a planned economy, where all aspects of the
economy are controlled by the state and
licenses were given to a selected few. Corruption
flourished under this system.
The population during the last 45 years has
increased at the rate of 2.2% per annum. On
average 17 million people are added every year
to its population which raises the demand for
consumption goods considerably.
The level of productivity in agriculture is
low due to subdivided and fragmented
holdings, lack of capital, use of
traditional methods of
cultivation, illiteracy etc. This is the main
cause of poverty in the country.
The existence of under employment and
disguised unemployment of human
resources and under utilization of
resources has resulted in low production
in agricultural sector. This brought a down
fall in their standard of living.
The rate of economic development in India has
been below the required level.
Therefore, there persists a gap between level
of availability and requirements of goods and
services. The net result is poverty.

A major proportion of aid from donor
nations is ‘tied’, mandating that a receiving
nation buy products originating only from
the donor country. This can be harmful
economically.
The idea is to loan small amounts of money
to farmers or villages so these people can
obtain the things they need to increase their
economic rewards. A small pump costing
only $50 could make a very big difference
in a village without the means of irrigation.
Addressing gender equality and
empowering women are necessary steps
in overcoming poverty and furthering
development as supported by the human
development and capabilities
approach and the Millennium
Development Goals.
Education for women will allow for
reduced family size—an important poverty
reduction event in its own right.
Dropping of duty charges was
directly responsible for a
"surprisingly large" increase in
imports in Africa. Deals can
sometimes be negotiated to favor the
developing country such as in
China, where laws compel foreign
multinationals to train their future
