1. What is a Structure Plan?
State Government Policy directs population growth to activity
centres and areas close to public transport. A Structure Plan
ensures that there is a set vision in place for Hawksburn
neighbourhood activity centre for the next 20–30 years to
manage change and growth, guiding decisions on public
and private property. Structure Plans are strongly focused
on planning for change that is environmentally, socially and
economically sound. A Structure Plan brings together the
feedback from a wide range of stakeholders, State agencies
and service authorities to articulate a vision and future
direction that provides both Council and the community
certainty for the future.

Why do we need a Structure Plan
for the Hawksburn Village area?
Growth in population and visitors will increase demand for
well-located services, accommodation, employment and
entertainment across Melbourne. As one of Stonnington’s
larger neighbourhood activity centres, Hawksburn Village
is an important centre for local services, employment,
housing, transport and social interaction. The development
of a structure plan gives the local community an opportunity
to help shape the future of Hawksburn Village, and provides
a framework for management of the area to meet the needs
of current and future residents and traders.

2. How was the Draft Structure
Plan developed?
The Draft Structure Plan has been developed with input
from residents, traders, visitors, landholders, developers
and other key stakeholders through two previous stages
of consultation. This input has been used to inform the
shared vision for the area and is reflected in the Draft Plan.
How could my input affect the
final result?
The Draft Structure Plan has been developed in consultation
with the community and key stakeholders. We are now
seeking feedback from the community on the content of
the Draft Plan so, if needed, we can further refine it before
it is endorsed by Council.
How will the Structure Plan affect
where I live or work?
The Structure Plan will influence the strategic direction
of the area, in particular where and how land is used
and developed, over the next 20 years. The final
Structure Plan will be translated into planning controls
for Hawksburn Village through a planning scheme
amendment process.
When will the Structure Plan be
finalised? Is this my last chance
to review and comment on the
Draft Plan?
There will be another opportunity to provide feedback
on the implementation of the Plan when it is translated
into planning policy during the planning scheme
amendment process.
How will the Plan become a reality?
The Structure Plan sets out the vision for Hawksburn
Village for the next 20–30 years, supported by a series
of objectives and strategies. To ensure that the Plan is
implemented, it will be translated into planning controls
within the Stonnington Planning Scheme, against which
all planning applications are assessed. Some of the
actions within the Structure Plan’s Action Plan will
inform future capital works.
