Provide autonomy to the National Institute for Educational
Evaluation (INEE): This agency will be responsible for evaluating
teachers mandatory. The results will be the basis for teachers to
maintain their place or access to management positions. The
INEE will be responsible for pre-school, primary, secondary and
high school.

Requires INEGI a census of
teachers, schools and
students for the country to
have a nominal registration.

Establishes the creation of up to 40,000 full-time

that promote the health of students.
