8 July 2015: What's different? CDE UKDSC competitions

  2. You have heard the technical requirements of the themed competitions that we are running as part of the DGP innovation challenge. Now I want to talk to you about how these competitions will work, because there are some significant differences between this and previous CDE themed competitions and you need to understand what this means for you.
  3. So, what’s different about these competitions…..
  4. First of all I want to talk you through who is here today. There are representatives from CDE and Dstl, both MOD employees and this is normal for a CDE competition. We are here to advise you on the CDE process, Dstl are here to answer your technical queries about the competition.
  5. What is different about this competition is that the UK Defence Solution Centre (DSC) are part of this themed competition as well. The DSC consists of secondees from all the member companies of the Defence Growth Partnership, DGP. They include most of the large defence suppliers. You might be wondering why we are running these competitions with them. Their involvement should mean that it is more likely that successful phase 1 and phase 2 projects will be exploited, with defence prime contractors ready and willing to work with you to develop your technologies and take them to market. The most important piece of information for you is that the DSC is firewalled from the DGP and its members, that means that secondees are not allowed to discuss commercially sensitive information, including IP, with their parent companies. You do need to bear in mind that there are representatives from both DSC and DGP here today. Each group is identifiable by different coloured lanyards. CDE are orange, Dstl are Blue, DSC are Green and DGP members who are not seconded into DSC are Watermelon.
  6. So…make sure you know who you are talking to! The DSC staff here today have signed an additional NDA with Dstl to protect all conversations that you have here with them. They are therefore here to answer your technical questions about the competitions as well as provide information about the likelihood for exploitation and export potential of your ideas. In the face to face sessions this afternoon you will only meet CDE, Dstl and DSC representatives so you are free to discuss your ideas with those people.
  7. To ensure they have a vested interest in the outputs, the challenges were proposed by the DSC due to the high export potential for solutions in those areas. Because the funding is from MOD the challenges had to be agreed by MOD to ensure our needs are still met – we made sure that there was no overlap with existing work and that outputs would meet MOD requirements.
  8. You need to be aware that defence solutions centre staff will assess your proposals. Again, they are not able to share anything with their parent companies but we know this is important to you so have gone one step further and have an NDA between DSC and Dstl to ensure assessment of your IP is covered.
  9. You will be provided with a Dstl technical partner who can help you to better understand MOD requirements and provide the link to the defence and security community. This is normal for CDE funded projects. However, you will also be given opportunities to discuss your projects with DSC subject matter experts to better understand potential exploitation pathways and the export opportunities for your technologies. This will be entirely your choice to do so, and we recommend that you ensure the discussions are covered by relevant NDAs to protect your IP. But we do encourage you to do this because we believe it will be to your benefit.
  10. So lets look at some of the specifics for the competition. Up to £1 million is available for phase 1 There is no cap on the value of proposals but it is more likely that at phase 1 a larger number of lower value proposals (ie up to £100,000) will be funded than a small number of higher value proposals. Projects are expected to be 6 months in duration and should focus on proof of concept, technology readiness levels 3-4. This is as you would expect for a CDE competition.
  11. Following assessment and down-selection of the phase-2 proposals a number of successful phase-1 projects will be taken forward. £1.25 million is available for phase 2. Projects are expected to be 6-8 months long. The aim of phase-2 projects will be to integrate several phase 1 outputs into systems that can be demonstrated in a realistic environment. Collaboration with other partners will therefore be encouraged at phase 2. Outputs are expected to be around TRL 6. You might think that all sounds similar to other CDE competitions, and you would be right about that. The difference here is that at the end of phase 2 we plan to hold marketplace events specifically for these competitions, to give you an opportunity to expose your outputs outside the firewall of DSC. DGP members will attend the marketplace and should be ready to work with you in taking your technologies forward.
  12. So that covers all the differences. Hopefully you can see that these differences provide you with a better opportunity. I also hope that you can see that we recognise the risks associated with these differences, particularly with respect to your IP and have done as much as we can to minimise these risks. I also want to reassure you that some of the important details of CDE competitions are the same in this case…..
  13. As for all our competitions, all the information you need to know is on our website, www.gov.uk/dstl/cde This is where you need to go for all the latest and most accurate information about the competitions. You have heard a lot about SBRI today, that is because the competitions are SBRI compliant. But we want to be really clear with you that this is an MOD competition, being run via CDE.
  14. So what does that mean to you? Funding opportunities – we never offer an opportunity without having funding available. 100% funding. No need to match funding CDE offers: Awareness of challenges and need. The opportunity to network with MOD. As for all our competitions this is a fair, equitable, and accessible funding opportunity for all potential innovation providers. CDE competitions are run on a ‘level playing field’ basis All participants are treated equally and provided with an identical level of information throughout the process Successful proposals are 100% funded [NEXT]
  15. CDE competitions are Regulated Transparent Auditable This CDE themed competition complies with all relevant Government regulations and wider policy initiatives. Maintaining an innovative business model, and stance, that permit delivery against extant government policy, such as SBRI, and the rapidly respond to changes in policy. [NEXT]
  16. As I already mentioned, this competition will use CDE’s standard contract terms and conditions. For intellectual property this is called DEFCON 705. It means that you, the bidders, retain all of the background and foreground IP associated with your innovation. We, MOD, retain a ‘right of use for defence’ over the foreground IP. But you need to understand what that means and become familiar with Defcon705. talk to commercial. This enables you to exploit your IP generated from the work done via the CDE contract in not only the defence market but also wider markets outside of defence and security. DSC have no automatic rights of use. You are able to discuss your projects with them if you choose to today, and these conversations are covered by the NDA. [NEXT]
  17. There is only one route to submit your research proposal to us – And that is the CDE online Portal. The reason we use this one route for all competitions is that it keeps overheads low. For us and for you. We know that the current Portal could be better, and we are working on that. Another important, and often missed, point about the Portal is that it allows for controlled distribution of you research proposal around our network of assessors within MOD, and for this competition, DSC. It allows very tight control over who gets to see your bids. It’s an important control measure because we take our reputation as a ‘trusted guardian’ of supplier IP very seriously indeed. [NEXT]
  18. Something that never changes is the need to submit a high quality proposal. One which is clear, concise and evidence based. So I recommend that you get some advice on ‘submitting a successful proposal’ while you are here today by attending the briefing by my colleague Bruce Hardie ‘CDE effective proposals’. [NEXT]
  19. Before I go, I just want to bring you back to the content of the two competitions. You heard a lot of background from DSC, in particular, discussion around the Military Internet of Things. But we are not looking for proposals on the internet of things for these competitions.

  21. The training competition has two challenges, Challenge 1 is called in action review of trainee performance Challenge 2 is called sensory immersion
  22. You need to remember to include these project deliverables in your proposal Body of evidence to support research findings Proof of concept demonstrations fully costed phase 2 proposal at the end of phase 1
  23. There are some things that we are not interested in seeing for these competitions, and these are common with other CDE competitions paper-based studies technology watch or horizon scanning roadmaps or technology prediction marginal improvements in capability demonstrations of existing technology products used in a traditional way solutions that offer no significant defence and security benefit
  24. I want to remind you of the opportunity to listen to the webinar on 15th July. It will be a repeat of the key points of the competitions and another opportunity to ask questions.
  25. We hope to contact successful organisations at the end of September 2015. We will also provide feedback to unsuccessful bidders around that time.
