1. BAGLADESH MEDICAL & DENTAL
COUNCIL (BMDC)
BMDC is the statutory body who adopted
an ethical code for the registered medical
practitioners of Bangladesh .
BMDC is formed in 1973 by an act NO xxx
of 1973, passed on October 2, 1973.
Its consists of members elected by the
registered medical practitioners and those
nominated by the government.
2. Functions of BMDC
1. Recognition of qualifications:
The council maintains three schedules,
I. The First schedule contains the list of different
medical degrees offered by different
universities of Bangladesh or Institutions
inside Bangladesh, which are recognized by
the council and the Government of
Bangladesh.
3. Recognition of qualifications
ii. The Second schedule contains the list of
Medical degrees conferred outside Bangladesh
and are recognized by the Medical council of
Bangladesh and the Government of
Bangladesh.
ii. The Third schedule includes the list of
standard medical degrees of foreign countries
which are recognized when Bangladeshi
citizen’s posses the qualifications.
4. 2. Medical Register:
The medical council appoints a Registrar, who
keeps Register of Medical practitioners. An
authorized or qualified medical practitioner
must have his name Registered with the
BMDC. After obtaining a recognized medical
qualification one has to apply before the
medical council with payment of requisite fees
to get his name, entered in the Register of the
council.
5. So a Registered doctor gets his Registration
number from the council. His name, address,
qualifications and the particulars are kept record
in the Register.
A Registered practitioner enjoys all the privileges
and rights of registered medical practitioners.
The Registered practitioner should always keep
the council informed about change of his
address. As a penal measure, the name of the
doctor may at any time be removed from the
Register of the council.
6. 3. Regulation of the Standard of
Medical Education:
Regulation of the standard of
undergraduate and post graduate
medical curriculum and examination. The
council has an undergraduate and post
graduate committee for this purpose.
7. 4. To recommend to the Government
for Recognition of a Foreign Degree:
The council has the authority to enter
into negotiation with its counter part in
another country for mutual Recognition
of some medical qualifications of both
the countries by both the countries
8. 5. Disciplinary control
They have the disciplinary control over the
medical practitioners. They have the power to
remove the names of medical practitioners
permanently or for a specific period from the
Register, when after due inquiry they are
found to have been guilty of serious
professional misconduct. They are also
authorized to direct the restoration of name so
removed.
9. ERASURE OF NAME:
Removal or erasure of the name of a
doctor from the register as a disciplinary
action is termed PENAL ERASURE or
PROFESSIONAL DEATH SENTENCE.
10. CAUSES OF ERASURE OF THE NAME OF
REGISTERED MEDICAL PRACTITIONERS
FROM THE BMDC
1. Penal erasure.
2. When a name is entered in the register
by mistake or due to a fraudulent
practice.
3. When a registered medical practitioner is
not traceable in his address recorded
with the medical council, his name may
be erased.
