Executive Summary
This deliverable contains all the relevant information about the WP2 Workshop on Capacity Building held on
June 19th
and 20th
, 2014 in Barcelona.
The preparation of the workshop was described in the D2.1, showing the design of a survey, the results of
the survey and the roadmap of the WP2. This roadmap included as an important milestone, the
organization and development of a workshop to define actions for the rest of WP2 by the MAGHRENOV
partners and associated relevant partners from the Mediterranean Partner Countries (MPC) and EU.
This deliverable includes, subsequently, the programme of the workshop, a detailed wrap-up of the
different sessions and the conclusions, which define the taskforce to run ERASMUS+ applications associated
to the targets of the MAGHRENOV project.
Also included are exemplary screenshots from the presentations from the workshop, the recordings of the
sessions, and pictures as well as an interview with the coordinator of the project EUROSUNMED. Link to all
of these are provided additionally.

1 Introduction
The report is organized as follows.
Section 2 presents the programme of the workshop on Capacity Building EU-MPC, which took place on June
19th
and 20th
, 2014 in Barcelona. A brief description of workshop objectives is given.
Section 3 summarizes in a wrap-up document, the key points stated by each speaker during their
presentations and by each participant during the debates.
Finally, section 4 draws the conclusions derived from the workshop with a taskforce document.
The annexes show a glimpse of the multimedia content derived from the workshop (i.e. the speakers’
presentations plus the pictures and video recordings taken during the workshop).

2 Workshop Programme
Objective of the Workshop
The objective of the workshop is to provide a working basis among the partners of MAGHRENOV project and
other selected actors in EU and MPC.
The workshop is oriented to generate results in:
• Agreeing to the best concept for EU-MPC collaboration to facilitate capacity-building in MPCs.
Actions in higher education programmes are welcome (MSc, PhD, life-long learning, postdoc),
always with the goal to foster innovation and entrepreneurship.
• Debating about the “how”, the tools to create effectively such capacity building, the collaboration
of different sectors, the funding mechanisms.
• As a specific action, a MSc programme collaboration is going to be structured as one of the main
actions of the workshop.

Programme of the Workshop
The workshop is structured in sessions and round tables. The sessions are focused on the view of every
speaker, with presentations of 20-25 minutes and a short debate afterwards. The round tables are focused
on the debate, in such a way that the panelists summarize very briefly their concept in 5-10 minutes (with
or without a presentation) and the development of the round table is essentially the debate of the speakers
among themselves and with the audience, coordinated by a chairperson.
June 19th
10:30-11:00 – Welcome and Introduction by Josep BORDONAU,
Programme of the workshop, objectives and the roadmap of the Project.
11:00-13:10 – Session 1: Capacity Building Concept in MPC Area
Debate about the bidirectionality of activities (North-South and South-North), participation
of the public and private bodies, identifying topics under the umbrella of “capacity
building”.
Target sector to be addressed: MSc students, PhD students, technicians in industry,
entrepreneurs. Objectives of capacity building: definition of the “new professional”.
The speakers will show their view about the capacity building concept in MPC area. This
means, a view about how can higher education programmes (MSc, PhD and postdoc) as well
as life-long learning programmes can foster the innovation and entrepreneurship in MPC
area. The speakers will talk about which of these actions are more effective to promote the
improvement of innovation and entrepreneurship and their opinion about how they can be
implemented in MPC area, taking into account the short term, the medium term and the
long term perspectives.

I. Moroccan national energy strategy
• Different areas in capacity building for universities:
-­‐ Technical Training (Establishment of IFMEREEs).
-­‐ Degree Programs (Master degrees, PhD, etc.).
-­‐ Research and Innovation.
• IFMEREE: Training centers for technicians (Solar Energy). The first IFMEREEs are now in the construction
phases in Oujda, Tangier and Ouarzazate.
II. The role of IRESEN (Institute for Solar Energy and New Energies)
• IRESEN Foundation with public and private funding.
• Supports the national energy strategy.
• Supports programs from universities.
• Research on human resources involved in renewable energy needs.
• Financing different research projects of several universities with industrial partner involvement.
• Financing training of human resources and professors, scientific equipment.
• Financing different research and development facilities:

o The first research platform in North Africa in the field of Solar energy,
o An important infrastructure that will encourage R&D and students training,

engineers are good in theory. The problem is the practical experience”.

-­‐ “Match master thesis with internships. Short time Internships at companies (one – two months) are
not fruitful. They should be included within the study programme or aligned to it (the period should
be 6 months at least)”.
-­‐ “It is very important the connection between industry and university”.
-­‐ “In order to make successful university programmes, the opinion of companies should be included
while developing them”:
o Student selection criteria.
o Learning outcomes they expect the student should have.
o KIC InnoEnergy RENE and SELECT Master programmes can be a guideline for that.
-­‐ Idea: create “cluster” network of technical universities of Maghreb (similar to CLUSTER network in
Europe).
o There are already some networks.

Main conclusions of the RT Private-Public partnership:
o There are tools for companies to interact with.
o Maghrenov is in between research and business.
o Explore different possibilities for post-doc international mobility within different contexts
(not only Maghrenov or CLUSTER).
o Reaching a kind of agreement between companies to control the flow of experts so there is
no unbalance of brainpower between north and south of the consortium (companies forum
in Casablanca).
o Analyse the existing master programmes to see what we can add.

-­‐ The audience starts talking about the proposal to apply to the call of ERASMUS + in the year
2015.
-­‐ Bérénice Martín comments that the exact date of the call is not known (it will be during 2015).
She also says that they don’t have too much information about the call yet.
-­‐ Suggestion from Claude Ayache: Creation of a specific task force in order to plan the
proposal to apply to the call of ERASMUS +. General agreement from the audience.
-­‐ In the near future, Josep Bordonau will meet with Bérénice Martín and her colleagues to get
more information.
-­‐ Olga Mackiewicz says that in June 2015 there will be a conference about ERASMUS+ in
Barcelona or Paris (not decided yet), which is in the framework of MAGHRENOV.
-­‐ It is commented that there is enough time to prepare the proposal thoroughly, defining exactly
what it is desired, with a proper strategy, and of course with the agreement of all the
MAGHRENOV partners.
-­‐ Suggestion of Josep Bordonau to do a MAGHRENOV meeting in Brussels in late September 2014
with Comission officials working on ERASMUS+ in order to obtain feedback that would permit
the preparation of a solid proposal.
-­‐ Suggestion from Claude Ayache: Three representatives in the task force, one from each
region (Europe, Morocco and Tunisia). General agreement from the audience. It is decided

4 Conclusion: Taskforce Document
The main conclusion of the WP2 Workshop on Capacity Building held in Barcelona June 19th
and 20th
, 2014
was the establishment of a taskforce to prepare Erasmus+ proposals aligned with the objectives of
MAGHRENOV:
• Establish a MSc programme in cooperation between EU and MPC universities, in the field of
renewable energy and energy efficiency.
• Establish a programme for internships in cooperation between EU and MPC universities.
The members of the taskforce are almost completely defined:
• Josep Bordonau (UPC), coordinator of the taskforce.
• Rajae Cherkaoui El Moursli (UM5A), coordinator of the Moroccan partners.
• M. Souheil El Alimi (ENIM), coordinator of the Tunisian partners.
• Representative of KIC InnoEnergy to be defined (Richard Biagioni will contact Torsten Fransson, KIC
IE EDU Director).
Timeline of the taskforce:
• July 2014 - First meeting of the taskforce (videoconference) to agree upon:
• The actions to be run in Erasmus+.
• The date to ask for a meeting with the officers in Brussels.
• The actions to be done with the national contacts.
• September 2014 – Development of the concept of the proposal
• Concept for the MSc programme EU-MPC.
• Concept for the internship programme EU-MPC.
• October 2014 – Meeting in Brussels with the DG EAC
• Follow up and refinement of the timeline.
• November – December 2014: In-person meeting to agree on the first draft.
• January-March 2015: Preparation of the proposal(s).

D2.2 Dedicated Workshop Defining Future Needs for Human Resources Capacity Building © MAGHRENOV Consortium Version 1.0 - 15/07/20145 Executive Summary This deliverable contains all the relevant information about the WP2 Workshop on Capacity Building held on June 19th and 20th , 2014 in Barcelona. The preparation of the workshop was described in the D2.1, showing the design of a survey, the results of the survey and the roadmap of the WP2. This roadmap included as an important milestone, the organization and development of a workshop to define actions for the rest of WP2 by the MAGHRENOV partners and associated relevant partners from the Mediterranean Partner Countries (MPC) and EU. This deliverable includes, subsequently, the programme of the workshop, a detailed wrap-up of the different sessions and the conclusions, which define the taskforce to run ERASMUS+ applications associated to the targets of the MAGHRENOV project. Also included are exemplary screenshots from the presentations from the workshop, the recordings of the sessions, and pictures as well as an interview with the coordinator of the project EUROSUNMED. Section 2 presents the programme of the workshop on Capacity Building EU-MPC, which took place on June 19th and 20th , 2014 in Barcelona. A brief description of workshop objectives is given. Section 3 summarizes in a wrap-up document, the key points stated by each speaker during their presentations and by each participant during the debates. Finally, section 4 draws the conclusions derived from the workshop with a taskforce document. The annexes show a glimpse of the multimedia content derived from the workshop (i.e. the speakers’ presentations plus the pictures and video recordings taken during the workshop).

The workshop is oriented to generate results in: • Agreeing to the best concept for EU-MPC collaboration to facilitate capacity-building in MPCs. Actions in higher education programmes are welcome (MSc, PhD, life-long learning, postdoc), always with the goal to foster innovation and entrepreneurship. • Debating about the “how”, the tools to create effectively such capacity building, the collaboration of different sectors, the funding mechanisms. • As a specific action, a MSc programme collaboration is going to be structured as one of the main actions of the workshop.

The sessions are focused on the view of every speaker, with presentations of 20-25 minutes and a short debate afterwards. The round tables are focused on the debate, in such a way that the panelists summarize very briefly their concept in 5-10 minutes (with or without a presentation) and the development of the round table is essentially the debate of the speakers among themselves and with the audience, coordinated by a chairperson. June 19th 10:30-11:00 – Welcome and Introduction by Josep BORDONAU, Programme of the workshop, objectives and the roadmap of the Project. 11:00-13:10 – Session 1: Capacity Building Concept in MPC Area Debate about the bidirectionality of activities (North-South and South-North), participation of the public and private bodies, identifying topics under the umbrella of “capacity building”. Target sector to be addressed: MSc students, PhD students, technicians in industry, entrepreneurs. Objectives of capacity building: definition of the “new professional”. The speakers will show their view about the capacity building concept in MPC area. This means, a view about how can higher education programmes (MSc, PhD and postdoc) as well as life-long learning programmes can foster the innovation and entrepreneurship in MPC area. The speakers will talk about which of these actions are more effective to promote the improvement of innovation and entrepreneurship and their opinion about how they can be implemented in MPC area, taking into account the short term, the medium term and the long term perspectives. The first IFMEREEs are now in the construction phases in Oujda, Tangier and Ouarzazate. II. She also says that they don’t have too much information about the call yet. -­‐ Suggestion from Claude Ayache: Creation of a specific task force in order to plan the proposal to apply to the call of ERASMUS +. General agreement from the audience. -­‐ In the near future, Josep Bordonau will meet with Bérénice Martín and her colleagues to get more information. -­‐ Olga Mackiewicz says that in June 2015 there will be a conference about ERASMUS+ in Barcelona or Paris (not decided yet), which is in the framework of MAGHRENOV. -­‐ It is commented that there is enough time to prepare the proposal thoroughly, defining exactly what it is desired, with a proper strategy, and of course with the agreement of all the MAGHRENOV partners. -­‐ Suggestion of Josep Bordonau to do a MAGHRENOV meeting in Brussels in late September 2014 with Comission officials working on ERASMUS+ in order to obtain feedback that would permit the preparation of a solid proposal. -­‐ Suggestion from Claude Ayache: Three representatives in the task force, one from each region (Europe, Morocco and Tunisia). General agreement from the audience. It is decided that the three representatives will be defined the following week.

D2.2 Dedicated Workshop Defining Future Needs for Human Resources Capacity Building © MAGHRENOV Consortium Version 1.0 - 15/07/201421 4 Conclusion: Taskforce Document The main conclusion of the WP2 Workshop on Capacity Building held in Barcelona June 19th and 20th , 2014 was the establishment of a taskforce to prepare Erasmus+ proposals aligned with the objectives of MAGHRENOV: • Establish a MSc programme in cooperation between EU and MPC universities, in the field of renewable energy and energy efficiency. • Establish a programme for internships in cooperation between EU and MPC universities. The members of the taskforce are almost completely defined: • Josep Bordonau (UPC), coordinator of the taskforce. • Rajae Cherkaoui El Moursli (UM5A), coordinator of the Moroccan partners. • M. Souheil El Alimi (ENIM), coordinator of the Tunisian partners. • Representative of KIC InnoEnergy to be defined (Richard Biagioni will contact Torsten Fransson, KIC IE EDU Director). Timeline of the taskforce: • July 2014 - First meeting of the taskforce (videoconference) to agree upon: • The actions to be run in Erasmus+. • The date to ask for a meeting with the officers in Brussels. • The actions to be done with the national contacts. • September 2014 – Development of the concept of the proposal • Concept for the MSc programme EU-MPC. • Concept for the internship programme EU-MPC. • October 2014 – Meeting in Brussels with the DG EAC • Follow up and refinement of the timeline. • November – December 2014: In-person meeting to agree on the first draft. • January-March 2015: Preparation of the proposal(s).
