1 Introduction
The objective of the workshop was to address the perspectives for research and innovation infrastructure
regional needs and to discuss the development and the investment opportunities for Research
Infrastructures (RIs) in the field of Renewable Energies and Energy Efficiency (RE&EE) among the partners
of MAGHRENOV project and selected actors in EU and MPC (Maghreb Partner Countries).
This workshop took place January 16th
, 2015 at “Green Energy Park”, Ben Guerir, Marocco.
1.1 Outcomes
• Perspectives for research and innovation infrastructures regional needs,
• Sharing of infrastructures and optimization of resources methodologies,
• Investments opportunities on research infrastructures,
• Articulate the workshop’s results with ESFRI Agenda (Next report 2015-2016).

2 Program of the workshop
Several round tables was organized to debate the main themes centered on the major challenges for
achieving progressively the development of research infrastructures dedicated to RE&EE in EU&MPC.

The speakers will show their view about the regionals needs in term of research
infrastructures dedicated to renewable energies and energy efficiency by presenting the
existing RIs in their respective region and highlighting the areas where more RIs should
be developed.

Innovation infrastructures regional needs
3.1 Mrs Pilar GARCIA - European
Strategy Forum on Research
Infrastructures (Spain)
Member of CIEMAT which is a research center for Energy,
Environment and Technology, Mrs GARCIA is also a Spanish
representative of the European Strategy Forum on Research
Infrastructures (ESFRI) with the mission:
• Support a coherent and strategy-led approach to policy-
making on EU RIs,
• Facilitate multilateral initiatives to the better use and
development of RIs,
• Act as an incubator for pan-European and global RIs,
• Facilitate decisions on their implementation and ensure
follow-up after assessment.
To days ESFRI Roadmap, the roadmap of 2010 contains 3 RIs in the Energy Sector: ECCSEL, Wind-Scanner
and EU-SOLARIS.
The next ESFRI Roadmap that is programed for 2016 will be completed with fewer and more mature
projects, it will be more of a strategy document.
During the discussion, Mr MALBRANCHE raised the question about the presence of PV RIs in the 2016’s ESFRI
Roadmap, PV which is considered one of the most important renewable energy sources in the world. But
with a restricted roadmap of 2016 we could see lesser RIs dedicated to RE&EE addressed.
3.2 Mr Amenallah GUIZANI -

As an expert in Solar and Wind Energy, Mr Amenallah GUIZANI
started by presenting the CRTEn, which is a center for research
in energy technologies with the objectives of R&D in RE systems
and integration in economic world, Science & Technology survey
and Training of competencies. He continued by presenting the
three laboratories that constitute the CRTEn and their

equipment infrastructure:
• Laboratory of Thermal process LPT,
• Laboratory of photovoltaic LPV,
• Laboratory of Wind Power Control and Energy Valorization of Waste.
Mr GUIZANI finished by rising important considerations showing the needs in term of research
infrastructures nationally and multilaterally:
• National level :
1. Need of mapping existing equipment
2. Need of sharing equipment
3. Need of certification bodies for RE&EE equipment
4. Take into account O&M for R&D equipment
• Multilateral level
1. Agreements for multilateral use of heavy equipment
2. Implementation of projects for staff exchange using existing equipment
3.3 Mr Brahim BENHAMOU -

Mr Brahim BENHAMOU talked during his presentation about 4
centers and team that he belong too:

4 PANEL II: Sharing of infrastructures and
optimization of resources
4.1 Mr Philippe MALBRANCHE -
Sophia RI Project (France)
Mr Philippe MALBRANCHE was invited to talk about the Sophia TI
Prohect, Sophie which stands for Solar Photovoltaic
Infrastructure. This project was the first to promote on a large-
scale an increased coordination with the resolution to join forces
to offer better services for researchers from academia and
industry. The main of Sophie RI project were:
• Access of European researchers to a portfolio of
laboratories and test facilities,
• Coordination of partners from academia and research
institutes in order to address some specific challenges.
As the project come to an end in January 2015 it knows some
interesting results during its 4 years of existence:
• 8 Calls for research
• 56 proposals submitted
• 40 TNA access granted
Mr MALBRANCHE continued his presentation by sharing the main lessons learned and the conclusions from
his 4 year the Sophia RI Project. The idea behind sharing and mutualizing research infrastructures for him is
to increase efficiency by providing better value for a given budget and reinventing the wheel.
For example in the field of photovoltaics details the actions was to:
• Reviewing our Research Infrastructures
• Increasing our coordination
• Developing joint strategies
• Collaborating on selected topics
The last suggestion from Mr MALBRANCHE was that
the “Research Infrastructure” concept has to be
enlarged to cover the needs of all European
researchers and Mediterranean neighbouring
countries.

Mr Zakaria NAIMI introduced the Green Energy Park which is the
first platform in Africa to allow on hand the creation of synergies
and sharing of infrastructure for several Moroccan research
institutions to create critical mass and achieve excellence and in
the other hand the acquisition of knowledge and skills by the
various partner universities and the Moroccan industrial.
The idea behind creating this kind of platform is to gather
different technologies and to attract different partner to try to
answer to the local and regional needs.
For photovoltaic, the Green Energy Park positions itself to:
• Identify the different PV technologies adapted to the national context
• Develop new PV technologies adapted to the local climate conditions
• Secure the national market against unfair competition
• PV integration into the network of the green city Benguerir
4.3 Mr El Mustapha ELFAHIME -
Centre National pour la
Recherche Scientifique et
Technique CNRST (Morocco)
Mr Mustapha ELFAHIM introduced to the audience the Technical
Supporting Unit for Scientific Research (UATRS) which is an
adapted concept of sharing of infrastructures and optimization
of resources in Morocco lunched by the National Center for
Scientific and Technical research (CNRST).
The CNRST:
• Shares infrastructure, resources and services;
• Supports the development of research;
• Support for international openness;
• Promotes the exploitation and dissemination of research results.

The UATRS makes available to the scientific community and Moroccan companies, technological platforms
for advanced analysis and characterization.
In developing countries like Morocco, the introduction of many centralized, high-end technology facilities
that specifically cater to multiple institutions and organizations becomes a necessity. These organizations
also have dedicated facility managers and support staff to ensure the smooth running of the facilities and
proper maintenance of equipment.

5 Outcomes and Recommendations
Mr Claude AYACHE from KIC InnoEnergy SE and member of the
MAGHRENOV consortium wrapped up the workshop and came at
with some relevant conclusion and lines that should be pushed
for research infrastructures:
• For photovoltaic, which considered one the most
important renewable energy sources, we need to
organize a task force to integrate it in the next ESFRI
roadmap,
• The networking is to be developed for better use,
sharing and optimizing of RIs around the Europe and
Mediterranean regions,
• For wind energy its considered a mature sector and the
lines of RIs are not clear enough,
• For Energy Efficiency in building a lot specificities varies depending on the region, which makes the
definition of an RI to address the same topic quite difficult and complicated in Europe and in the
Mediterranean region,
• The ESFRI roadmap should include a clear definition of what is a research infrastructure depending
on the subject (pv, wind, ee…) and the lines that should be pushed including the Mediterranean
region,
• To address a technology we need research infrastructures covering all the value chain with
laboratories in universities, testing facilities and research infrastructures in the field to get all the
data that should be collected, managed and analyzed via an e-infrastructure.
