emerging markets through the provision of innova-
tive consulting services

KEY ACHIEVEMENTS
as per June 30, 2015
•	 10,261 loans disbursed worth KGS 1.4 billion
(EUR 20.3 million)*
•	 Local MSMEs financed from private capital of PFIs
•	 Innovative value chain loan products piloted
•	 844 staff of PFIs trained and coached
•	 PFIs capacity built in operational efficiency,
customer service and quality, delivery channels
and training
•	 Repayment-based revolving mechanism pre-
pared for launch
•	 Easier access of farmers to financial services
via changes in NBKR regulations
* out of which EUR 10 million represent KfW funds channeled
via MoF and EUR 10.3 million represent PFIs’ own funds

ABOUT THE PROJECT
Commenced in February 2014, the Kyrgyz Rural
Finance Programme (KRFP) is a 5-year Technical
Assistance project financed with funds from the
German Ministry of Economic Cooperation (BMZ)
and managed by KFW and the Ministry of Finance
of the Kyrgyz Republic (MoF)
PROJECT OBJECTIVE
Contribute to development of rural areas in Kyrgyz
Republic by fostering employment and economic
growth via improved access to financial services
for rural entrepreneurs
TARGET GROUP
Rural MSMEs, cooperatives and individual entrepre-
neurs located outside of the cities of Bishkek and
Osh, with an annual turnover up to KGS 20 million,
engaged in profit-generating activity
SCOPE OF WORK
1.	 Technical Assistance (TA) to PFIs in:
•	 Operational efficiency
•	 Customer service
•	 HR management
•	 Product innovation
•	 Staff training and coaching
•	 Delivery channels
2.	 Support MoF in establishing the refinancing
mechanism:
•	 Cooperation with the stakeholders
•	 Resource channeling from KfW to PFIs
•	 Repayment-based Revolving Fund mechanism
•	 Appropriate monitoring and reporting
