5G Neutral Host Roadmap
One strategy for municipalities as 5G telecommunications signal is deployed in
their region is to enact a NUETRAL HOST plan whereby the City directly
recognizes revenue from the regions telco’s and other interested companies.
1. What is 5G and what is a small cell ?
5G is the next generation of signal for wireless phone communication
100x’s faster then 4G
5G will provide speeds of 100 Gigabits per
Second and must be deployed by all carriers
where competitive market forces require it to
maintain subscription levels . This is done
with small cell radio equipment which must
be @750 feet apart and no great then 80 feet
off ground
Small Cell Equipment
The equipment needed to deploy 5G is
contracted with the telco and includes
upgraded core equipment at carriers'
central office with small cell radios/
antenna near users. Current market
leaders: Ericsson, Nokia, Samsung,
Huawei, Qualcomm
2. How is 5G small cell densification being deployed
There are several ways 5G is being deployed
A. By the carrier on its own (without collaboration
from any other groups) directly with the parties
required for zoning and permitting int the area
B. By Tower Companies which are REIT’s
that negotiate leases with public and private
entities for use of land which they construct
towers and “rent “ space to carriers
C. Public Neutral Host- A municipality
decides to create and pass zoning
ordinances which first require all telcos
to use specific municipal infrastructure
for the deployment of 5G equipment ,
next installs the infrastructure for this
use and thirdly recognizes revenue (ie
charges) from those carriers who use

A complete plan for install , maintenance and revenue recognition is essential
Does citizenry//business want to be in control of 5G densification?
Do City officials want to add this revenue producing strategy?
Is the municipality large enough to warrant telco interest?
Where are neutral host sites required for proper signal
What specific infrastructure is needed in the locations for use
Who will manage the design of said specific infrastructure and
its installation
How will this infrastructure be maintained
What additional uses of a neutral host infrastructure can be added
to increase recognized revenue (ex digital signage, EV charging)
Pricing for users can result in up to 25 yrs. of guaranteed revenue
There are many companies other then telco’s interested in this

There are ways to financially engineer a plan which results in zero initial capital
expenditures with recognized revenue the first year on project
