Gabriel Raul Peña, an architect and specialist in revitalization of abandoned locations and putting them to use, held a training for the representatives of local governments from Serbia in Vršac, in January 2015. The training was held within the Project for strengthening competitiveness in Serbia - initiative for brownfield revitalization, implemented by National Alliance for Local Economic Development (NALED) and USAID Serbia. Vršac was the winner of the competition organized within the project, with the idea to redevelop the former Army Hall in city center. On this occasion, Peña presented the best practice examples from the Netherlands and discussed possible directions for the redevelopment of Vršac Army Hall.

PEÑA architecture was founded in 2006 by Gabriel Peña.
The firm designs buildings for both the city and its environs and
encompasses the entire scope of a project. It specializes in the
ingenious reallocation, redevelopment and transformation of
existing buildings.
The firm has ample practical experience and is capable of
carrying out a project from inception to completion. It has
completed a wide range of projects which vary in scale and type:
residential housing, interior design, museums, sustainable
redevelopment, marketing concepts.

PEÑA architecture has in recent years developed into an agency that is active in development of cities and

- Great significance is the phasing of the process.
- Instead of a ready-to-use plan (top-down process), the plan is a
map to distinguish the successive phases in the development
process.
- The mission of the final project has a goal and a framework
within the project in which must be implemented and a number of
conditions that must be achieved.
- The end result is largely dependent on the interim results.

Binckhorst is a unique inner-city business park in The Hague where craftsmanship, creativity,
culture and entrepreneurship seamlessly merge together. The business park derives
its strategic value from its proximity to the city center and from the employment it offers
to The Hague. The municipality expects Brinckhorst to have a positive effect upon the area and
therefore actively supports its development.
On the site sits Junoblok, commissioned by Interned Bouw BV after a design by Architect
ZCZO&P and built by Grabovsky and Poort in 1978. The first ten years it was used as an office
building. In the late 90s it temporarily housed a refugee centre. After losing this function,
it remained empty, and part of the building was later temporarily used by students and artists.
The building is on the Junostraat, a beautiful spot at the Trekvliet canal .
Peña has actively supported the municipality to transform the property by devising a concept
for a marketing strategy. The architect chose an integral approach. His plan includes the

Westergasfabriek, Amsterdam – Theatre & restaurant
41. The Westergasfabriek is a former gasworks in Amsterdam West. Early in the 21st century, the
soil was cleaned and the area was added to the existing Westerpark to form a large city park.
The remaining historical buildings have been renovated and the site has become a cultural and
recreational area called Culture Park Westergasfabriek. Its different parts are rented out for
temporary events such as festivals, product launches, theatre and exhibitions.
In Zuiveringshal East, where cyanide and other toxic substances were stored, MC (Master of
Ceremony) Cosmic Foundation, built a new theatre and restaurant. MC is a production house
and theatre for new story tellers. It’s a home for artists and writers who have an attachment to
the new city: cosmopolitan, dynamic and limitless. The plan was for the new theater to be
housed in three historic, industrial halls. The assignment was to make a transparent theatre
which would maintain the feel of its industrial heritage and of the scale of the halls – the theatre
of architecture.
The design implements the wish of the clients to offer visitors a transparent look behind-the-
scenes. The programme offers a shadow-play in the hall like a semi-transparent, functional
island in an industrial hall. The operation involves two structural elements that enter into a
dialogue with the existing skeletal structure. The shape and location of the newly-designed
construction creates flexibility for different uses and experiences of space.
In the restaurant two T-shaped benches have been placed which divide the space. These
seating options provide variation in the perception of the space. People can sit side-by-side,
facing each other or back-to-back. By properly determining the size of the benches and the
physical space between them, an open floor plan is created. A long bench is located in the
passage, which both theatergoers and diners can utilize. This way the restaurant has an
opportunity to present itself to the theater-goer.

57. Pena’s entry in the contest of design ideas (Outdoor Theatre Keldermanspoort in Hulst) is based on
adding urban and architectural elements to the existing situation. The project is threefold:
1 Restoration of the monumental gate with reference to the ” Bollewerckpoort ”
2 Adding a pavilion
3 Some urban interventions to improve the public space.
The Keldermanspoort is a national monument. The monument’s original height is restored by adding
a steel frame construction that follows the shape of the monument. This steel structure is executed in
a bronze colour and functions as a spine on top of the monument. By wrapping the construction with
tempered glass, a modern interpretation of the reconstruction of “Bollewerckpoort ” arises. The spine
will have hooks for the white stretched canvas which can be attached to the Keldermanspoort. By
adding a wooden stage floor at ground level, the monument can be used for musical, dance, cabaret,
theater and film performances. The glass on top of the monument and around the steel creates
transparency and shelter.
In order to do the outdoor theater justice, there are two equal entities placed at an angle. One is a
pavilion with public services, and the other is a stand which also accommodates technical equipment
for the stage. The two entities jointly mark the shaft to the center. The pavilion of glass and corroded
steel is deliberately placed over the shaft. It is integral with the outside space. Corroded steel is used
as a sheet, a perforated ornament (including the Hulst coat of arms) with lighting, and as a connecting
colour palette through the whole concept. The stand at the Keldermanspoort refers to the staircase of
“De Nieuwe Bierkaai,” an area adjacent to the city center of Hulst.
The widening of the road profile provides an attractive outdoor area that forms a beautiful entrance to
the Keldermanspoort. The broadening has a significant impact on the development of the port. The
port will have a new perspective through a green slope with a wide path to the water where it is
completed by wooden decks. The design accentuates the water and also the height of the area. The
slope provides an opportunity to picnic and to be used as a resting place. The slope and the wooden
decks can also be used for activities in the harbor.

Transformation and redevelopment of a monument into a public space
69. Early in the 20th century, the Hofplein Viaduct was built in the northern part of Rotterdam. This 1.9
kilometer long viaduct runs through the 19th century suburbs and nearby polders and is the beginning of
the Hofpleinlijn Route which is a 28.5 kilometer railway line connecting Rotterdam, The Hague and
Scheveningen. Unlike other railway viaducts that were built during the same period, the Hofplein Viaduct is
constructed of reinforced concrete. The construction of the Hofplein Viaduct was special because never
before had an elevated railway with a span of nearly two kilometers been constructed. In total, the viaduct
consists of 189 spans. National recognition came in 2002, when the Hofplein Viaduct was declared a
national monument.
The fourteen arches of the monumental Station Hofplein have been redeveloped into a compact shopping
mall – a new creative hot spot in Rotterdam with its own character. The Station Hofplein - Mini Mall
accommodates special hotels and restaurants, unusual store formats of independent designers, innovative
events and festivals, and daring art initiatives – all with the aim of creating a healthy and vibrant mix of
creativity and commercialism.
A special quality of the monument is a courtyard where all activities of the individual entrepreneurs come
together. From the street, the monument is now accessible to the public. The courtyard also adds a new
walking route to the public space. The roof of the former station Hofplein (4000 m2) offers a huge raised
platform overlooking the urban dynamic of Rotterdam.
The intent of the operation is to preserve the existing Hofplein Viaduct and to enhance the quality of the
public environment. In order to achieve this goal, the architect chose a broad and integral approach. His
plan includes the following components :
