The Certified Cargo Screening Program continues

to successfully certify facilities across the country.
As of July 30, TSA has certified 935 facilities in
40 states (309 cities), the District of Columbia,
and 2 U.S. Territories. The certified entities Day Until 100%
include 501 IACs, 354 Shippers, and 80 ICSFs. Mandate
All passenger airlines operating in the U.S. have been notified of all CCSFs
certified as of today. All 935 entities are able to tender screened cargo on August 1st.
CCSP is at 100% – Another CCSF Milestone
The Certified Cargo Screening Program has reached several milestones over the past three years since the
9/11 Act was signed into law. The mandate goes into effect this Sunday, August 1st. As of today the program
has certified over 900 facilities in the U.S. supply chain. Congratulations to all who have successfully joined
the program. We’d like to thank everyone for their participation and working with TSA to support this
important issue. We look forward to working with all existing certified entities and current applicants in the
post-August 1st environment. CCSP will continue to assist the supply chain, providing information and

CCSF Cargo Reporting Requirements Update – Shippers/ICSFs Only
On July 1st, you received login credentials to the Cargo Reporting Tool (CRT). However, we see that more
than 50% of users have not yet logged in or tried to use CRT. TSA highly recommends that you sign into
CRT as soon as possible to ensure that you can access the tool.
As a reminder, certified Shippers and ICSFs are required to submit cargo data for the month of July
2010 into CRT by Tuesday, August 10, 2010 to remain in compliance with the Order. Thus, Shippers
and ICSFs have approximately two weeks to submit July cargo data to CRT before being found non-
compliant.
In order to log into CRT, please refer to the email sent to you from CargoReporting@dhs.gov on July 1st with
unique CRT login information. Using the information contained in the email, complete the following steps to
log into CRT:
1. Read the instructions outlined in the CRT User Guide (CCSP Web Board)
2. Navigate to the CRT website: https://fas.tsa.dhs.gov
3. Enter your user name and password (from the July 1, 2010 email)
4. Once logged into the site, please enter your data per instructions in the User Guide
As either a Corporate Principal Security Coordinator (CPSC), or a Facility Security Coordinator (FSC), you
received login credentials as a default. If your organization requires another user, please notify
CargoReporting@dhs.gov.

STA Tool Users
• Log-In Name Waiting Period: The turnaround time it takes for the Facility Security Coordinator to
receive their Log-In Name and Password is about 7 days after they submitted their own STA. The vetting
process is typically 2-3 days and the request time is about 3-4 days. With improved efficiencies this
processing wait time has decreased from 14 days to half the time originally needed.
• All users should be aware that the CCSP STA support team (ACDMS) is responsible for emailing these
Log-In Names and Passwords. Please be aware that some email settings may have made ACDMS's
emails blocked or spammed due to their unknown name. Please ensure your company email settings will
allow email from Acdmssupport@dhs.gov. For any inquiries or issues regarding this, please contact the
CCSP inbox.
• Facility Security Coordinators (FSCs): The FSC is the individual in charge of the STA process for their
particular facility.
Once receiving the STA Authorization Key, it is the FSC’s responsibility to submit their own STA only.
Once submitted, approved, and passed, our STA support team, ACDMS, will email a user name and
password to the FSC. This user name is created solely for the FSC.
The user name and password is used to access, manage, and submit STAs for the other employees of
the facility.
• Please refer to Attachment C document that was sent when you received the Authorization Key for the
STA Tool. This is a user guide to help assist with submissions and searching on the STA tool.
A common issue that occurs is the approving and “Payment” of STAs. Submitting the STA does not
process it into the system for review. The STA must be ‘Approved’, then ‘Add To Cart’, and finally
‘Payment’ for it to be entered in for review.
