TECHNICAL ASSISTANCE
WOCAN provides technical assistance in building capacities for gender and women’s
empowerment programming and monitoring and evaluation, and can guide Project
Developers in each step of the W+ standard application. Project Developers will gain
knowledge and expertise on how to measure women’s empowerment using the W+
Standard as a result of receiving this assistance.
STEP 1- PROJECT IDEA NOTE (PIN)
- Provide feedback on the draft Project Idea Note

STEP 2- PROJECT DESIGN DOCUMENT (PDD)
- Conduct stakeholder’s consultations and gender analysis to select W+ domains and
indicators, and to recommend activities
- Develop draft Monitoring and Evaluation Plan for implementation of activities and W+
measurement
- Recommend mechanisms benefit sharing with local women
- Prepare the draft Project Design Document for submission to the W+ Standard

STEP 3- MEASUREMENT
- Conduct the baseline surveys, including training and supervising local women
enumerators
- Measure of results and prepare draft Results Report.

evaluation, project planning, and the W+ Standard methodology. Team members are located
in countries in Asia, Europe and North America, and can provide services in several
languages.

The price includes travel, accommodation and fees for consultants, training and fees for
enumerators and local statistician for baseline surveys and measurement or results.
A package for the entire three steps is available at a discount price of $50,000.
