2015 and beyond.

greater.

previous times of financial constraint have come from

catch up with the best health systems
• There is scope for the considerable variation in performance across

• Commissioners should focus on how they can incentivise local
hospitals into adopting good practice.

productivity
• Merging hospitals will not automatically lead to efficiency savings
• The report reaffirms the crucial role that good management plays in
achieving high productivity.
