1. Data for climate adaptation

2. What are we doing?
• 3years implementing the EU Adaptation Strategy: broad,
challenging and a good first step
• Working with EU member states' and local level action: from 50% (2013) to
75% MS (2016) have a Strategy.
• Mainstreaming into relevant policies and into funds: 20% EU budget
• Research and innovative approaches towards better informed policy making
• And Paris came! New vision and new opportunities for adaptation:
• Balanced approach to mitigation/adaptation
• Adaptation part of the Global Stocktake in 2023
• Need to align to UNFCCC cycle and reporting requirements
• Need to refocus, steer and align international process with domestic efforts
• 2017 – The Commission assesses the general progress on adaptation
action in the MS. Possible review in 2018
3. What type of data for adaptation
• Process data: information on adaptation policy making and action,
implementation
• Climate Impact data:
• Short term: weather extremes (cloudburst, heatwaves, flooding, storm surges
• Longer term: slower on-setting impacts of climate change (e.g. sea level rise,
desertification, etc.)
• Economic/costs data on losses
• Non-economic data
Important to account for uncertainty in relation to modelling:
• - Non-linear increase in frequency and severity of weather
extremes
• - Indirect impacts
• - Spill overs
4. Adaptation preparedness scoreboard
EU Adaptation Strategy:
"By 2014 the Commission will develop an adaptation
preparedness scoreboard, identifying key indicators for measuring
Member States' level of readiness".
- Completed through:
• International sources: National communications to UNFCCC,
UNISDR national information- National Platform for Disaster Risk
Reduction
• European sources: MMR reports & Climate-ADAPT country
pages , DG CLIMA contracts, 2013 self-assessment national
fiches (EEA)
• National sources: National adaptation strategies and action
plans, National websites
5. Adaptation Preparedness Scoreboard
• Step 1: Preparing the ground for adaptation
• Step 2: Assessing risks and vulnerabilities to
• climate change
• Step 3: Identifying adaptation options
• Step 4: Implementing adaptation action
• Step 5: Monitoring and evaluation
• Measures level of readiness of member States
• Built around the policy cycle
• 11 performance areas and a total of 34 indicators
6. Some preliminary
results - extract

1a - A central administration body officially in charge of adaptation
policy making
1b - Horizontal (i.e. sectoral) coordination mechanisms exist within the
governance system, with division of responsibilities
1c - Vertical (i.e. across levels of administration) coordination
mechanisms exist within the governance system
3c - Sound climate risks/vulnerability assessments for priority
vulnerable sectors are undertaken to support adaptation decision
making. The selection of vulnerable sectors may be based on a…
3d - Climate risks/vulnerability assessments take transboundary risks
into account , when relevant
7b - Where relevant, funding is available to increase climate resilience
in vulnerable sectors
9a - Adaptation meaures are implemented, e.g. as defined in action
plans or sectoral policy documents
Yes No
7. Data for policy making
Data for adaptation policy making at national/city level:
• Risk and Vulnerability assessments: assessing climate
change, impacts, costs and residual risk set the frame
• Costs and benefits of adaptation (avoided costs)
guides the adaptation response
• Monitoring and evaluation frameworks: ex post
assessment
8. Adaptation Monitoring & Reporting Framework for local
authorities within the Covenant of Mayors Initiative
Content:
• Signatory Profile;
• Signatory Scoreboard;
• Strategy;
• Risks & Vulnerabilities;
• Actions
Synthesis Report
9. Informing investment decisions
• Action 7 of EU Adaptation Strategy adaptation and mitigation aspects
integrated in the legal basis for major projects (European Regional
Development Fund (ERDF) and the Cohesion Fund) .
• Adaptation: risk assessment as precondition for financing
Methodology for Vulnerability and Risk Assessment:
• data on the relevant climate hazards on the particular type of
project (=sensitivity analysis) and the selected location
(=exposure analysis).
• data for the likelihood analysis (qualitative and/or quantitative
data on the probability of the concerned climate hazards)
• data on the impacts (economic, people, environment).
• The of major projects also applicable to other investments (critical
infrastructure, urban, buildings).
10. Data in the Paris Agreement
Transparency: Enhanced transparency and accountability, including
for adaptation action and support given and received
• All Parties must account for their contributions – track
progress on targets: 2023 Global stocktake
• Reporting 'no less frequently than on a biennial basis' on cc
impacts and adaptation (1.CP21, 91)
• Methodologies and common metrics will apply
• metrics need to be defined: availability and accuracy of
data is key
