The OECD helps countries implement open government reforms through policy analysis, recommendations based on international standards, peer learning, and capacity building. It supports open government principles of transparency, citizen participation, accountability, and integrity to foster sustainable development. The OECD works across sectors like public governance, access to information, public engagement, integrity and anti-corruption, using frameworks and comparative data to guide reform efforts.
3. Implementing Open Government reforms with the OECD means:
Responding to the demands of citizens and business for transparency;
Modernising national public administrations for better services;
Fostering sustainable socio-economic development;
Having access to international good practices.
Citizens around the world are asking to play a more active role in the design and implement of public policies. Equally, governments are responding to this call worldwide by engaging with their constituencies in new and innovative ways. The Open Government Partnership was set up to encourage this process and build a forum for governments and civil society to exchange ideas and demands. In particular, joining the Open Government Partnership and implementing open government policies aim to achieve:
Citizen Participation
Transparency
Accountability
Integrity Essential ingredients for inclusive growth and sustainable development.

6. The OECD approach
OECD Standards: guiding the implementation of reforms according to best practice
The nature of the OECD as a global policy forum allows us to identify, assess, validate and consolidate best practice to develop Guiding Principles and Standards in support of country’s reforms efforts. These OECD tools are living instruments: by periodically assessing their implementation, our guiding principles and standards evolve in alignment with context and practice.
The OECD Approach: a unique value proposition
The OECD works with a unique value proposition: we integrate and align analytical work, consultation, assessment and benchmarking on integrity, transparency and accountability policies in a continuous business cycle. This allows the OECD to provide state of the art guiding principles, systemic analytical frameworks, solid implementation assessments and comparative, country driven, output and outcome oriented indicators in each of its policy areas. Moreover, the OECD is able to provide a systemic approach across the policy cycle (from design, to implementation, to assessing effectiveness).
An integrated Methodological Approach:
