The strategic vision
 The overarching vision set in the “Patto per il Lavoro”, the general strategy
for development and better employment signed by the Regional
Government with 50 representative partnership stakeholders
 Knowledge and skills are crucial factors to sustain the capacity of the
regional system to innovate and ultimately to create and add value
 To keep the current high level of competitiveness in global markets,
the regional community should invest more on people (especially
young people) to build a sustainable future
 several levers must be acted at the same time: decent jobs
opportunities for local talents, entrepreneurship and start-up, quality
education and training for the future, quality of life, attraction of
international talents
 Public policy should accompany structural changes, both with long-term
action and specific initiatives and tools for the short term

The regional strategy of talents attraction and
retention
 Complementary to the regional strategies to promote internationalisation
(Emilia-Romagna Go Global 2020) and attraction of investments
(http://www.investinemiliaromagna.eu/en/index.asp)
 Based on a cooperative approach with regional Universities, business
sector and all the actors of the innovation ecosystem; governed by the
Steering Committee for Activities with International Relevance
 Examples of structural actions to attract talents:
 Increasing number of degree curricula in English in all regional
Universities
 Cooperation agreements (mobility, double-degree, etc.) with Higher
Education Institutions abroad
 World-class international degree programmes in the areas of regional
specialisation. MUNER - Motorvehicle University of Emilia-Romagna is
the first example supported by the Region

 New talents for the regional innovation ecosystem. 3 targets:
 Students: those who want to move to Emilia-Romagna to undertake a
tertiary education program (University, ITS - Higher Technical
Institutes, AFAM - Higher Education in Art, Music and Dance).
 Researchers: those who want to move to Emilia-Romagna to
undertake a program in research (from the post-doc course and
onwards)
 Emilia-Romagna talents abroad: to promote the return or to maintain
relationships and promoting long-distance collaborations with talents
(university student, PhD student, researcher, professional, startupper)
from Emilia-Romagna or who have studied in Emilia-Romagna and are
currently living abroad (main destinations United Kingdom, France,
Switzerland, Germany, Spain, United States, etc.)
