9. Implications on the design/Modalities
of the FD 2018 – Management of Inputs
➢Share the burden (screening) between the Presidency, the UNFCCC Secretariat, the
UNFCCC Bodies, the Champions
o UNFCCC Bodies and SBs: specific reports (finance, tech, CB, adaptation)
o The UNFCCC Secretariat: inputs for the Synthesis and Gap reports (including from UNFCCC
bodies, submissions of Parties and Observers, MRV processes and others),
o The Champions: inputs for the yearbook (NAZCA and other non-state actors inputs)
o Presidency: IPCC, facilitate bridging non-state actors/Parties, etc…
➢Leveraging the outcome of other key events e.g.: Climate Summit in Paris (Dec 2017),
WEF, Global Climate Action Summit (California), UNGA…
o E.g. GCAS (California):
o Transformation underway
o Non-state actors can and will do more - should be taken into account by Governments
o Call for action to Heads of State (triggering a response)
➢Timing of inputs is key
o Ahead of the inter-session in May/June: inputs by March 2018?
o Ahead of pre-COP and COP: inputs by 30th September (including IPCC)?
10. Implications on the design/Modalities
of the FD 2018 - Embracing the Talanoa Concept
➢Story telling of success stories, lessons learnt, best practices, ways to overcome barriers
➢Space for commending efforts/front-runners
➢Keeping Common Goal Within Reach, through collective intent of enhancing NDCs by 2020.
➢Learning Process
Types of enhancements (ambition, implementation, clarity and understanding of efforts)
➢Layers (technical, political, expert, high level) of discussions and communication to inform the
decision making process
➢Inclusive participation
o Party-driven
o Inputs from Observer organization (submissions, observer to UNFCCC committee/bodies)
o Participation in Talanoa (co-leadership/chairing as under the Open Government Partnership?)
