4. National Coastal Zone Management Program
National Coastal Zone Management Program
• Created by Coastal Zone Management Act (CZMA), 1972
• “The Congress finds and declares that it is the national policy . . .
to preserve, protect, develop, and where possible, to restore or
enhance, the resources of the Nation's coastal zone for this and
succeeding generations . . .”

6. National Coastal Zone Management Program
CZMA Goals
• Protecting natural resources
• Managing development in high-hazard areas
• Giving development priority to coastal-dependent uses
• Providing public access for recreation
• Improving coastal water quality
• Coordinating state and federal actions
• Involving the public
State-Federal partnership
NOAA provides implementation grants to the states

Coastal Zone Enhancement Program
(CZMA Section 309)
• Provides incentives to enhance state programs in nine areas
• Five-year assessments and strategies to guide planning and
program changes
• Programs just completed their 2021-2025 309s; hazards was
consistently ranked as a high priority, and all but one program
developed a hazards strategy

8. National Coastal Zone Management Program
Examples of Integrating Climate
• Rhode Island developed decision-support tool (STORMTOOLS) to
help residents understand coastal risk
• San Francisco Bay Conservation and Development Commission
updated the Bay Plan to require that larger shoreline projects be
designed to cope with sea-level rise
• Puerto Rico restored corals as part of Hurricane Maria recovery
• New Jersey worked on principles for meaningful inclusion of
socially vulnerable populations in climate resilience planning
• Great Lakes states collaborated to identify erosion hotspots
• Maryland developed living-shoreline policies and incentives
9. National Coastal Zone Management Program
National Coastal Resilience Fund
• Partnership created in 2018 between NOAA and National Fish
and Wildlife Foundation; other partners have joined.
• Competitive grants program that supports projects that both
enhance coastal community resilience and provide habitat
benefits for fish and wildlife.
• 2018: $29M in grants across 22 states and territories
• 2019: $30M in grants across 23 states and territories
• 2020: $37M in grants across 25 states and territories
Grants support capacity building and planning, site
assessment, project design, and implementation

• Examine local sea level
rise projections
• Integrates data on:
– Mapping confidence
– Marsh migration
– High tide flooding
– Socioeconomic
impacts

13. National Coastal Zone Management Program
Challenges and Opportunities
• Understanding and accommodating migration of
species, habitats, ecosystems
• Community-led managed relocation
• Addressing socioeconomic vulnerability and equity
considerations as part of climate resilience
• Integrating resilience into recovery efforts
• Mainstreaming resilience into actions (e.g., widening
or replacing tidal culverts, stormwater management)
