This presentation was delivered during the 6th Meeting of the OECD Southeast Asia Regional Programme’s Regional Policy Network on Sustainable Infrastructure, which took place on 25-26 April 2022 in Manila, the Philippines. The OECD’s Public Governance Directorate and Environment Directorate teamed up with the OECD Korea Policy Centre to organise the event. The National Economic and Development Authority (NEDA) of the Philippines co-chaired the event alongside the United States, and the Public Private Partnership Centre of the Philippines graciously provided the venue. LTS to Date: Lessons Learned (1)
• Need a common socio-economic vision (incl. SDGs) to then identify trade-offs and
opportunities created by climate change and the low-carbon transition, and list
questions to be explored in the emissions pathways analysis
(see Morocco and Nigeria submissions: long-term visions, pre-LTS)
• Join existing processes: consistency with the national planning exercises, NDC,
National Adaptation Plans, net-zero pledges
• Build on dedicated governance bodies and aim for a whole-of-government approach
(various interministerial committees in most countries, Cabinet approval for submission
to UNFCCC)
• Engage stakeholders from the private sector, civil society, regions, and donors – for a
deeper discussion on domestic challenges and opportunities of climate change
response (Singapore: extensive stakeholders consultations in LTS elaboration, Marshall
Islands: forum to socialise its LTS ‘Tile Til Eo’)

LTS to Date: Lessons Learned (2)
• Identify key indicators for all stakeholders that the LTS will need to inform - e.g. too little
analysis to date of short- to medium-term macroeconomic and finance issues: of interest to
Ministries of Economy and Finance
• Back-casting: bring the long-term image back to short-term issues and policies (Tonga: nine first
steps to implement sectoral pathways; China: 2030 non-fossil-fuel objectives in line with 2050 net
zero goal)
• Integrate climate vulnerability issues – LTS remain focused on mitigation. Analysis of synergies
and trade-offs to develop a low carbon and resilient trajectory (Indonesia: adaptation pathways in
LTS-LCCR, focused on agriculture)
• International scope required: the global effort to reach net zero will affect international prices,
value chains, export markets, and overall growth (Nigeria: oil and gas price exposure)
• Establish a process for monitoring and reviewing the LT-LEDS (evolving science, technology
costs, funding conditions, growth, etc.) (Revisions by France, Germany, Japan, UK, USA –
Singapore to come)

LT-LEDS and infrastructure
• Socio-economic and emission pathways to low-carbon lack details on key infrastructure decisions – on scale,
timing, and finance
• Electricity generation is relatively well covered (including transmission and distribution, storage:
Australia, on today’s efforts only)
• Transport? Needs are identified (electric charging stations, rail, bicycle lanes) but rarely costed –
exception: United Kingdom LTS, cycling, walking, Elec buses, elec railways…
• Infrastructure investment for more climate-resilient should be the back-bone of countries socio-economic
vision for their LT-LEDS
• Energy access, transport infrastructure, buildings for public services and basic needs (sanitary sewage,
waste treatment) Costa Rica
• Taking into account climate resilience in light of inevitable future climate change – planning for
‘climate-proof’ infrastructure in the long term? Need to climate-proof GHG reduction solutions as well
(e.g. energy systems resilience, rail infrastructure)
• Bring future infrastructure decision to near term planning – how to accommodate possible surge in
investment requirements, esp. in combination with fiscal incentives required to encourage other low-GHG
investment and practices.
• Not all answers will be generated in LT-LEDS process – 2050 Pathways Platform is developing a Finance
Ministers dashboard on LT-LEDS
• Agencies and ministries in charge of infrastructure should take part in LT-LEDS process…
