PRIORITIES
Strengthening Wine Labeling Rules and Enforcement
• Comprehensive “Truth in Labeling” Bill:
o Clarifies when wines are deceptively labeled.
o Requires state of production be clearly listed next to
geographic designation of winegrapes.
o Establishes new OLCC permit to ensure tonnage tax
collection from out-of-state wineries.
o New civil penalties and license suspension for repeat
offenders.
o Authorizes OLCC and DOJ to have reciprocal
enforcement agreements with other states.

4. OWA STATE LEGISLATIVE
PRIORITIES
Strengthening Wine Labeling Rules and Enforcement
• New private right of action under the Unfair Trade
Practices Act for willful violators of Oregon’s labeling
rules.
• Joint Memorial from State Legislature asking TTB,
Congress and states to enforce federal and state wine
labeling regulations.

5. STATE LEGISLATIVE ISSUES
OF NOTE
Willamette Valley Wine Labeling
• Enhanced wine labeling rules for Willamette Valley AVA
wines proposed by the WVWA.
Wine Privilege Tax Increase
• Proposed wine tax increase to fund PERS or General Fund.
Driving Under the Influence
• Proposal to lower BAC from .08 to .05 for drunk driving
offenses; priority of Senate President with Governor support.

6. STATE LEGISLATIVE ISSUES
OF NOTE
Commercial Solar on Farmland
• Efforts to expand commercial solar development on high-
value farmland.
Food Service on EFU Land
• Would allow “farm cafes” on 20-acre farms on EFU land.
Climate/Cap and Invest
• Capping carbon emissions a top priority of Democrats.
OLCC License Fee Increases
• OLCC proposing to double all fees to pay for IT
upgrades and license enforcement.

7. OWA FEDERAL PRIORITIES
Craft Beverage Modernization and Tax Reform Act
• Sen. Wyden lead Democratic co-sponsor.
• Extends tax credits indefinitely.
• Seeks to address transfer in bond and custom crush issues
incl. making credits retroactive to Jan. 1, 2018.

• Enforcement of federal and state labeling regulations.
• Notice176: Modernization of Labeling and Advertising
Regulations.
Wildfire Assistance
• Extension of Wildfire and Hurricane Indemnity (WHIP)
