Background – started work for Hound PC 1995
Likely got the job due to involvement with Warsash & Locks Heath Residents Associations
Currently studying Community Engagement & Governance with University of Gloucestershire
I’ve been asked to help you and your campaign for a PC for HI by Steven Lugg, the CE of HALC
This is an outline of my presentation this evening
Have done some research into the campaign to create a PC for HI.
Surprised to learn HI had a PC until 1924
Long history of HIRA’s campaign to re-create a PC, but you need to ask yourselves the following questions:
Strengths & Weaknesses are often internal factors, whilst Opportunities & Threats are external factors.
Briefly, I can objectively see that
Strengths – Community boards, active RA, local knowledge can make locally made decision-making more effective
Weaknesses – Long campaign, community engagement needs to be effective
Opportunities – Legislation includes Local Government & Public Involvement Act 2007, the Localism Bill, Big Society, more effective local deployment of finance & resources
Threats – Havant BC is currently unparished. Public consultation may reveal residents don’t want a PC, some PCs have been created & subsequently disbanded
Steven visited you in 2006 , when he explained the benefits of a PC for HI
Hampshire has the best nationwide track record for the creation of new PCs
Approximately 100,000 people in Hampshire now live in a parished area
Sandy Hopkins, the CE of Havant BC where there are currently no PCs is also CE of EHDC, which has a high number of PCs and is reported to be in favour of PCs
This could be due to the potential transfer of assets from district level to PC level, as budget cuts take hold
Or conversely, this could help promote local democracy to grass roots level.
Think you would have been surprised if I hadn’t included some mention of this motley crew!
Be realistic about what a PC can and can’t do. Whilst PCs have very few duties, but an enormous range of powers they can use under local government legislation
If RA Committee Members become elected PC Members, need to be aware of the transition from lobby group to the most local tier of government, Code of Conduct, accountability for public money & resources
A PC becomes an employer when a Clerk & other staff are recruited & is subject to employment legislation & obligations.
Planning issues – PCs are currently not planning authorities, but have a statutory right to comment. This could change with upcoming legislation.
Get the petition underway as soon as possible!
Canvey Island TC set up in 2007, located in previously unparished borough in Essex, also geographically very similar to HI.
Andover TC campaigners worked hard for three years to get their TC created and this was due in part to strong & determined leadership
EBC undertook a Community Governance Review in 2008 & created CFH&VPC and ANBPC in 2010. EBC is keen to devolve assets, PCs seen to be most appropriate bodies to run local facilities. Both LibDem & Conservative Members in favour of PCs.
Unlikely to be any additional expense to residents, as proportion of council tax spent in these areas fund the Precept.
Local Government & Rating Act 1997 allows a community to demand its own PC, LG & PIHA 2007 enables Community Governance Reviews to be undertaken by district or unitary authorities
District authority in HI’s case would be Havant BC, a unitary authority is one such as Portsmouth or Southampton CCs.
HI is fortunate it has easily defined geographical boundaries, but think about how it could be split into wards
Quite definite identities of areas within HI
A district or unitary authority can refuse to undertake a Review if one is in the process or has been conducted in the last two years in that area.
Havant BC has never undertaken a Review before, this could be a good opportunity to get one underway
Process can take about a year to get a PC set up, some District Councils set up a temporary parish council beforehand, which has statutory powers, or communities can set up their own ‘shadow’ PCs, which do not hold these powers, but can lay the foundations of how the PC will logistically operate.
Before you start engaging with your community, think about your USP and the benefits of creating a PC
This could include how the money your district council raises in council tax from HI residents could be more specifically spent in HI
More local decision-making by locally accountable people
This could provide better value for money and encourage local trade
Opportunities to increase social cohesion, economic growth and environmental benefits – quality of life issues
Your community is made up of all sorts of people. Exploit every form of media you can think of – website, Facebook group, which might be convenient for young families
Talk to people face to face – in the library, at the supermarket, health clinic, schools, other places where you know you will be able to speak to people to get their signatures for the petition
Public meetings can be unpredictable – people often only turn out if they are in opposition to something!
Use your existing media contacts to maximise awareness of your campaign
Think creatively and maximise your contacts within other local organisations.
Be prepared to answer some challenging questions from those in opposition!
