BACKGROUND
With more than 25 years in the Information Technology industry, I have a wide range of
experience in all phases of the software development life cycle and consistently produce quality
solutions that adhere to customer requirements while meeting project budget and time constraints.
I have strong data architecture skills and experience with software development process design
and implementation. Working with the business to develop ways to increase productivity,
improve sales effectiveness or reduce costs is especially satisfying.
Enterprise data architecture and data delivery to provide data and information to end users for
identifying new business value is what I would like to be involved in. Data warehouse modeling,
data integration / ETL and data analysis and reporting requirements development are aspects of
BI projects where I can provide value to your team.
EXPERIENCE
Tier 2 State of Colorado (12/2014 – Present)
 Carrier Change Reporting Improvement
 Spent six months modifying a system being used by the Colorado Health Insurance
Exchange to communicate changes on existing insurance enrollments to the
insurance carriers.
 Needed to add and maintain objects developed using Oracle PL/SQL and Microsoft
SSIS.
 Helped to documentthe system along with improving data quality and dependability
of the process.
 Informatica Developer
 Took over maintenance and operation ofthe Informatica ETL mappings and
workflows. Came up to speed on a tool I had no experience with in the past.
 Maintained and enhanced a 250 table type 2 data warehouse load process.
 Operated and improved the ETLs and manual processes used to extract data for
reporting enrollments to the federal government’s IRS and Medicare agencies.
 Developed new ETLs for extracting small business enrollmentdata to do federal
reporting.
Data Modeler Tufts Health Plan (09/2014 – 12/2014)
 Modified physical data models and produced DDL for project teams in support of the
client operational data store.
 Developed data model peer review checklist and implemented a process to automate
some of the model checks. Developed a report (Crytal Reports) to export model data from Erwin
into Excel. Created Excel macros to import data from analysis spreadsheets used in the SDLC at
Tufts Health Plan for communicating data mapping and created lookups, cell compare functions
and pivot table reports in the model checker spreadsheet to identify issues with the model.
Tufts is transitioning from Erwin to Embarcadero’s ER/Studio so I created ER/Studio macros,
which use a visual basic language

Data Architect Commonwealth of Massacusetts (07/2012 –Present)
 Managed team tasked with developing data model for the state health insurance exchange and integrated eligibility system.
 Reviewed and approved alignment of model to functional requirements for three fairly complex application portals, a
complex rules engine for eligibility and a noticing engine. The data model contains 350 base tables plus 230 reference
tables.
 Was integral in the end to end integration of data from all sources for input to the rules engine. Sources included interface
data from the federal data services hub,the state department of revenue and the exchange application portal. Provided
database information and reviewed designs from application architects and designers.
 Created schema architecture and processes fordatabase deployment, created data security approach for securing Internal
Revenue Service data using Oracle database vault and designed and implemented data change auditing using Oracle change
data capture.
 Assumed data modeling for functions in change request processes and continued to provide application to database mapping
for new development.

 Developed and enhanced data mappings between screen and database and between EDI transactions and the clients data

Solution Architect Partners Healthcare (3/2010 – 9/2010)
 Reviewed the architecture and design of a client application as part of an application assessment project that developed a
picture of the health of the client’s development process and application architecture along with a roadmap to deliver
improvements.
 Was responsible for reviewing the design of the application layers and identifying the aspects that were working well along
with areas for improvement in each layer
 Used results from the application assessment to develop a roadmap and plans to introduce a strong process to help the clients
development team to improve quality and productivity.
 Provided guidance and directed technical staff in developing standards and process forincorporating static code analysis, unit
testing and improved exception handling into the client’s development environment.
 Planned and managed a proof of concept for upgrading the clients workflow tool to the latest version from the vendo r. This
provided the client with risk mitigation and detailed implementation tasks.
 Updated code review standards and managed process for verifying that all work going into a production release was code

 Managed identification and migration of the Ensemble I sharepoint sites to the Ensemble II sharepoint sites. Worked with
offshore and IPDC staff to inventory and schedule the site creation and migration
 Assisted with collection of best practices used in IT outsourcing deals. Developed survey questions,collected responsible
parties for each engagement, distributed survey and followed up after responses were returned for additional insight and
clarification
 Assisted with the enhancement of the internal training administration application. Reviewed requirements, developed the
project plan, managed developer resources,Reviewed requirements with users where additional detail was needed and
produced functional specs for more complex requirements.

 Developed a conceptualmodel and a high level logical model for the clients planned replacement of their energy efficiency
program’s tracking and reporting system.

 Took over a conversion project midstream and improved the data quality, optimized the script performance which reduced
conversion run times from 3 days to hours and automated the entire process to reduce manual steps and improve error
analysis
 Made major modifications to three main data conversion areas to conform to requirements.
 Designed database changes to support application enhancements. Used the ERWIN data modeling tool. Deployed changes
to the development database and promoted to QA databases for testing.
 Gathered requirements from the client users and developed functional designs for enhancements to a number of the benefit
group functional areas.
 Performed daily builds of .NET application and deployment of new application and database changes into multiple testing
