Executive Summary
Saint Mary’s University of Minnesota is positioned to offer a world-class student experience in the area of Physical
Education, Recreation and Sports Leadership. The abundant recreational pursuits, excellent tradition in sports
leadership and opportunities in experiential education are both unique and integral to the Saint Mary’s experience.
Saint Mary’s undergraduate students are currently required to complete two mandated ‘PE’ courses during their
four-year degree plan. Furthermore, Saint Mary’s undergraduate students are highly recommended to pursue co-
curricular and extra-curricular recreation and sports experiences the complement their ‘classroom’ education.
Finally, Saint Mary’s undergraduate students are increasingly finding themselves, upon graduation, in roles such as
coaching, sport leadership, sport officiating; these roles offer our graduates the opportunity to complete the
following portion of our mission “Our commitment to relevant liberal education encompasses
knowledge of human cultures and the natural world; hones the skills of critical thinking, analytic
reasoning, creativity, and effective written and oral communication; and prepares graduates for work,
life, future scholarship, and ethical lives of service.” - (Saint Mary’s Vision & Mission Statement).
Highlights
#1- Multiple independent studies directly report that sport, exercise and recreation is a key component for both
undergraduate recruitment and retention (Forrester, NIRSA).
Current protocol at Saint Mary’s results in PE courses being dominantly enrolled by seniors and
juniors, rather than first and second year students. Few, if any, first or second-year students at Saint
Mary’s are able to enroll in much-needed physical education and recreation courses.
#2- Other MIAC and similar regional institutions (e.g. Luther College, Viterbo, North Central) are offering
programs with more breadth, depth and substance than the programing currently offered at Saint Mary’s
University of Minnesota.
This places Saint Mary’s at a competitive disadvantage in terms of the role of Sport, Physical
Education and Recreation in regards to the recruitment of students.
#3- Faculty and staff members, within and outside of Athletics, have a broad and diverse skill set and interests in
sport, physical education, recreation and engagement, both from a pedagogical and professional interest
standpoint.
Strategic realignment of some duties and expectations would allow for a student – faculty – staff
engagement level that would build upon our currently strong culture of NESCI-driven interactions
and relationships.
#4- Only two aspects of the current course curriculum at Saint Mary’s with which every single undergraduate
student will interact: the required LCT courses and the mandated Physical Education components.
Due to this fact, Saint Mary’s is obligated to develop, refine an innovative SPRERE curriculum to
allow our students to reach their personal in fitness, activity and wellness.

OBJECTIVES and MISSION
Objectives
A. Reorganization & allocation of staff/faculty to better align interests and abilities in
undergraduate teaching and program offerings in the areas of Sport, Physical Education &
Recreation.
B. To Improve Access to Sport, Physical Education and Recreation opportunities for all
students at Saint Mary’s, with a focus on improved Freshman and Sophomore retention and
student activity levels.
C. Creation of a Sport Leadership minor which would improve and enhance student’s skill set
in sport coaching, health, wellness and activity levels.
D. Introduction of broader, deeper and physically engaging Physical Education, Sport and
Recreation curriculum.
E. Improve the depth and breadth of the Sport Management major and Sport Business minor
at Saint Mary’s University which will increase freshman enrollment.
Mission Statement
The creation and support of SPHRE within the Undergraduate College at Saint Mary’s University
will provide for an educational experience in Sport, PHysical Education, Recreation and student
Engagement that will directly enhance undergraduate student recruitment, student retention and
health of our the student body.

Communication, dialogue and input from Registrar, Curriculum Committee, Faculty, Staff and
Administration regarding protocol and programming changes and improvements.

Description of Duties
Sport,Physical Education and Recreation (SPHERE) is responsible for the oversight,
planning and management ofan undergraduate-centric curriculum and programming
duty that enhances the experience ofstudents, faculty and staff at Saint Mary’s
University of Minnesota.
SPHERE reports directly to the DepartmentofAthletics and the Office of Student
Life. SPHERE collaborates directly with the College of Education and the College of
Business on matters relating to Sport Management,CoachingEducation and Physical
Education requirements.

WHY DO THIS?
#1- Sport, Physical Education Recreation and Engagement are all
important vehicles to improved recruitment of undergraduate students.
#2- Sport, Physical Education Recreation and Engagement are all
important vehicles to improved retention of undergraduates, particularly
Freshman and Sophomore level students.
#3- Virtually all undergraduate students at Saint Mary’s University will
interact with and pass thru the Physical Education curriculum during
their academic career.
#4- Research and data show that incoming undergraduate students are
matriculating to colleges from increasingly organized and formal
sport, physical education and recreation backgrounds. To best
enhance our undergraduate student’s acumen in the pursuit of physical,
Saint Mary’s should have an engagement platform in these areas that allows
for success.
#5- High schools are continually improving and expanding their sport,
physical education and recreational offering at the secondary school level.
These expectations and opportunities for engagement will be expected
at the college level by many potential students and their families.
#6- The current Physical Education model is fundamentally counter-
productive to positively affecting or improving the quality of life for
undergraduate students- particularly those students in their first or second
year of classes and who need the most assistance in gaining access to
physical education, recreation, sport and activity.

Success-Dependent Action Items:
#1- Create a class registration protocol that allows for freshman and
sophomore level undergraduates access to sport, physical education,
recreation and engagement opportunities.
#2- Develop and offer a sport, physical education, recreation and
engagement curriculum that places Saint Mary’s in competitive balance
with other MIAC institutions and peer Universities with whom we
compete for undergraduates.
#3- Broaden and deepen our physical education course offerings to better
engage staff and appeal to students, with a focus on fitness, lifetime sports
activity and recreation. We currently offer course which do not ‘physically
educate’ or otherwise enhance the fitness or activity levels of our students;
we also have many staff whose skills, interests and expertise in sport and
fitness is being under-utilized.
#4- Broaden and deepen our course offerings in the Sport Management
major and the Sport Business minor. The importance of this is two-fold:
we need be more competitive in our course offerings when being
compared to other Universities and the University can leverage it’s unique
sports and recreation culture with faculty and staff.
#5- Collaborate with the Educational Studies to develop and offer a
Coaching & Sport Leadership minor. This minor would enhance the
learning and employability of Educational Studies majors (and other
students) by preparing them and offering the opportunity to earn
credentials in the areas of coaching and youth development.

Financial Components
Current Physical Education/Coaching Course Financial Model:
Annual budget allocated based on previous year projection and historical
Significant annual budget resources devoted to relatively small impacted
courses, such as Horsemanship and Scuba.
Some courses offered had no associated costs but still charged a course fee.
Recommended Financial Model:
Move to Performance-Based budget model for PE & Coaching courses based
on realized lab fees, instructor costs (Faculty, staff or non-University
contractor).
o Courses will have set financial minimum for viability with revenues
divided between instructor and department
EG: Independent contractor hired to teach “Dynamic Fitness”. Person is certified to teach courses on
campus. A 10 person minimum class at a $75 lab fee would yield a $750 gross profit. One half of this
amount would be paid to instructor with remainder allocated to University for administrative costs, risk
management, equipment/space maintenance and related costs. A maximum class enrollment would also
be established.
A standard course fee model of $35/ $75 / $125 would be utilized. The
