11. General Situation
Indonesia has a population of 237 million, 19% are youth aged between
15-24 years, which in absolute figures is the world’s 4 th largest youth
population (2010).
The youth unemployment rate stands at 22%, 5 times higher than adult
unemployment rate and 5 times higher than the global average
(2012).
Among the youth identified by Plan Indonesia within the targeted areas
the unemployment rate stands at 36% (2010). Young women are
overrepresented in this at a 1:2.4 (male to female ratio).
39% of the youth within these areas live in a situation of extreme
poverty (2010).

Youth, particularly young women, are economically
empowered in Plan target areas
Objectives
1. Target 4.400 youth (at least 80% being young
women) from two regions in Indonesia to benefit
from diversified market-led vocational and
entrepreneurship training and job placement
support (6 months) for (self) employment.
14. 2. Ensure at least 3.203 of the graduated youth are
employed within three months after completion or
are self-employed within six months after completion
and report a significant rise of at least 50% in income
within six months after completion (80%).

15. YEE is a comprehensive approach to labour
market entry. It is a one stop shop for youth
looking for work either as wage earner
(employee) or as self-employed entrepreneur.
YEE consists of several activities which are
delivered integrated as shown in the YEE
Pathway.

17. Recruitment and registration of youth
Pre-employment training
Following this, youth will undertake some career testing and exposure to
recommended occupations or businesses based on previous research
With coaching from partner, the youth will choose whether to take an
entrepreneur track or a TVET/employment track
The youth who choose an employment track will undergo a training to
qualify for specific jobs at a previously selected employer(competency
based training)
18. The youth who choose an entrepreneur track will participate in an
entrepreneurship training designed to give them the needed skills to
open and run a Microenterprise (value chain analysis).
The financial services in form of savings and loans will be used to
establish a microenterprise and new entrepreneur will continue to
receive business development services and advice for the first year of
their operations.
The financial services will be provided using Grameen bank’s method.
Prior to registration, selection of the target group is based on score
measured by the PPI (Poverty Out Progress of Index).
