COMMUNITY PARTICIPATION IN PLANNING – PILOT PROJECT IN AVEIRO

Community Participation in Planning
The project aims to:
• Develop a shared understanding of participation operating in
different planning systems across the partnering European
countries.
• Explore how communities of interest, place, practice, and learning
can be more meaningfully involved in planning processes e.g. Local
area planning and community or integrated public service planning.
• Co-design and test novel ways of empowering stakeholders to
shape local services and place-making functions, through the
learning on the project, in order to deliver better outcomes.
• Share ideas and exchange good practice and learning amongst the
range of participants involved in the project – and to share this
learning with others.
• Enhance the quality and relevance of the learning offered in higher
education modules by informing curriculum development and
innovative approaches on engagement in planning processes.
Community Participation in Planning (CPiP) is a two
year collaborative project exploring the concept,
application and teaching of participation in planning
activities.

COMMUNITY PARTICIPATION IN PLANNING (DCSPT-
UA)
VIVÓ BAIRRO is a challenge to bring more
life to the historical area of the city of
Aveiro, through
• Valuing local resources (memory and
memories, knowledge and experiences,
interesting buildings and spaces, people)
• Understanding the needs and the
collective dreams of the community
• Collaboratively construct a set of actions
that respond to the dreams and
resources, taking advantage of the
scientific, technological, artistic and civic
potential existing in the city and in the
university

and dreams / resources of the
community, to be developed in the
- public spaces
- built spaces whose shop owners or
want to mobilize for this event.

• Be made in articulation with the owners and
with the VIVO BAIRRO organization;
• Running Until 4/5 June
• Self-financing;
• Innovative

of events took a
few thousand
people to the
historic
neighborhood
("it did not look
like Aveiro"),

The community involvement
in the construction of the
project has increased the
sense of belonging in the
area and showed that it is
possible to "give life to the
neighborhood" even in a
framework of scarce
resources;

Cooperative work between the
associations created the desire
to carry out new projects
(Bairro à Letra). However, there
was no evolution towards an
inter-associative organization
framework;

The public
organizations felt
challenged (the
institutional
framework
evolved);

There is a
willingness to
replicate the event
but there is some
civic and
associative wear;

project weren't felt
equally by everyone

1. People participate when they
are involved and when there is
a common goal;
2. Tactical interventions (urban
acupuncture) have the capacity
of transforming the urban
landscape;
3. Aveiro (and cities in general)
have (invisible) resources that
aren’t always valued;
4. The role of the local
administration is crucial to
support the change;
5. It is possible to give (more) life
to the neighborhood.
5. VIVÓ BAIRRO - LEARNINGS
Aveiro has an unlimited civic
energy. We need to know how to
take advantage of it!

Community Participation in Planning The project aims to: • Develop a shared understanding of participation operating in different planning systems across the partnering European countries. • Explore how communities of interest, place, practice, and learning can be more meaningfully involved in planning processes e.g. Local area planning and community or integrated public service planning. • Co-design and test novel ways of empowering stakeholders to shape local services and place-making functions, through the learning on the project, in order to deliver better outcomes. • Share ideas and exchange good practice and learning amongst the range of participants involved in the project – and to share this learning with others. • Enhance the quality and relevance of the learning offered in higher education modules by informing curriculum development and innovative approaches on engagement in planning processes. Community Participation in Planning (CPiP) is a two year collaborative project exploring the concept, application and teaching of participation in planning activities.

VIVÓ BAIRRO is a challenge to bring more life to the historical area of the city of Aveiro, through • Valuing local resources (memory and memories, knowledge and experiences, interesting buildings and spaces, people) • Understanding the needs and the collective dreams of the community • Collaboratively construct a set of actions that respond to the dreams and resources, taking advantage of the scientific, technological, artistic and civic potential existing in the city and in the university Experimental Event – 4 and 5 of June 2016 3. COLLECTIVE DREAMS IDENTITY / FEELING OF BELONGING • Fortalecer o espírito de Bairro; Trazer vida permanente; Valorizar a história e a identidade do Bairro; Fortalecer o espírito intergeracional; NEW LIFE AND FUNCTIONS • Trazer as novas gerações para morar no Bairro; Atrair crianças e jovens; Regresso de funções públicas; Reposicionar o bairro como um local atrativo para empreender e comprar; O bairro como laboratório e montra de produtos e serviços inovadores (ciência, tecnologia, design,…); Valorizar as tecnologias da cidade na promoção de atividades pelo bairro;Um bairro que cultiva a música COMFORT AND ATTRACTIVITY • Tornar o bairro mais confortável (bancos e mobiliário urbano); As ruas enfeitadas (flores, cobertura); Ligar o bairro histórico à cidade; Bairro mais acessível (para todos e com mais TP); Bairro seguro (iluminado e seguro); Um bairro mais sustentável (mais ecopontos);

CALL FOR PROPOSALS The reflection on RESOURCES / DREAMS / PROPOSALS OF ACTION constitutes the specifications of the community for the neighborhood A call was launched to the presentation of projects that respond to the wishes and dreams / resources of the community, to be developed in the - public spaces - built spaces whose shop owners or want to mobilize for this event. Responding to the following characteristics: • Aligned with the specifications; • Be made in articulation with the owners and with the VIVO BAIRRO organization; • Running Until 4/5 June • Self-financing; • Innovative 3.   • 33. 1. People participate when they are involved and when there is a common goal; 2. Tactical interventions (urban acupuncture) have the capacity of transforming the urban landscape; 3. Aveiro (and cities in general) have (invisible) resources that aren’t always valued; 4. The role of the local administration is crucial to support the change; 5. It is possible to give (more) life to the neighborhood. 5. VIVÓ BAIRRO - LEARNINGS Aveiro has an unlimited civic energy. We need to know how to take advantage of it!
