Laying the logical framework: the intervention logic and external factors. We seek the best partner: negotiation and preparation of project draft gradually more detailed. Start collecting all necessary data of partners and bureaucratic documentation We specify and complete the logical framework. Penultimate version of the complete form. Final inspection and latest changes.   Submission of the completed applicaton form

Key words (1)‏ General goals   general aim, general purpose, objectives  It describes the “policy horizon” of the project: it refers to the macro strategic goals of the Programme and of the Community policies. Thus, it defines the long term benefits for beneficiaries and for other target groups. Specific objectives / specific scopes / results   It describes the outcomes, the expected results, how practically the starting point will be changed due to the implementation of the project. It is expressed in terms of practical and sustainable benefits for the target groups. Output  Goods or services which the project will create and put at disposal to the direct beneficiaries and/or to the final beneficiaries.

Key words (3)‏ MAIN STREAM ING   The concept of mainstreaming refers to the process through which innovations tested in a limited area (social, economic and institutional) are transposed, widespread and institutionalized at the system level. This is a course of acquisition by the policies and relevant local, national and EU good practices tested at the individual pilot, or innovations that have proved their effectiveness. EM POWER MENT  Body of knowledge, skills and relational skills that enable the individual or group to set their own goals and develop strategies to achieve them using available resources. A multidimensional development process of actors which enables a local community to recognise their own problems, to identify their own resources and thus to increase own power. (power = capacity to solve ones own problems and to influence the solution of external problems)
Three types of actions so as to trigger  empowerment Actions directly aimed to people   (such as training, orienteering, consultancy, counsellings)‏ System actions ,  to qualify the institutional system responsible of the planning and implementation of policies and its initiatives (such as studies, pilot models, prototypes and instruments, tools and measures, etc.)‏ Accompanying measures ,  to eliminate obstacles related to space, infrastructural deficiencies, negative cultural elements, constraints in the organisation of life time and working time, etc.

Key words (5)‏ Indicator   A phenomenon which indicates if and at what extent another phenomenon has happened.  Standard = expected level of the indicator Objectively Verifiable Indicators (OVI) have to be  SMART: Specific  compared to the goals which have to be measured Measurable (observable and scalable)  Accessible  (obtainable) at reasonable costs Relevant  (significant) for the purposes of those who implement the project Time–bound   (time - framed) so as to know when we can expect the achievement of specific goals.
Key words (6)‏ Sustainability It refers to the fact that the project will continue to produce its effect even after the community grant and financing have ceased. Output:  will we be able to keep this product alive?   Outcomes:  (impact)  will we be able to make the impact of our project produce general and positive effects on a long run?   On a financial level:   are there any national, regional, local or private finances which will keep the effects going? Is the organisation budget able to keep the effects going......? On a policy level:   is there a consolidated attention and care on behalf of politicians and decision makers on the topic....? On a social level:   are there groups of interest, associations, stakeholders, needs and interests able to keep the attention alive on a long run......?
Key words (7)‏ European Added Value  Why do we put our project within a European dimension (and not on a national or local level)? Because we need to acquire advanced practices which do not exist in our country; Because due to the exchange among different countries new and more advanced models of intervention can be shaped and developed.   What shall Europe expect from our project? To what extent the project offers solutions to common problems? Through comparison among different countries new and more advanced models of intervention can be created; these models can be useful not only in our context but also in other and different European contexts.

Key words (1)‏ General goals general aim, general purpose, objectives It describes the “policy horizon” of the project: it refers to the macro strategic goals of the Programme and of the Community policies. Thus, it defines the long term benefits for beneficiaries and for other target groups. Specific objectives / specific scopes / results It describes the outcomes, the expected results, how practically the starting point will be changed due to the implementation of the project. It is expressed in terms of practical and sustainable benefits for the target groups. Output Goods or services which the project will create and put at disposal to the direct beneficiaries and/or to the final beneficiaries.

Key words (3)‏ MAIN STREAM ING The concept of mainstreaming refers to the process through which innovations tested in a limited area (social, economic and institutional) are transposed, widespread and institutionalized at the system level. This is a course of acquisition by the policies and relevant local, national and EU good practices tested at the individual pilot, or innovations that have proved their effectiveness. EM POWER MENT Body of knowledge, skills and relational skills that enable the individual or group to set their own goals and develop strategies to achieve them using available resources. A multidimensional development process of actors which enables a local community to recognise their own problems, to identify their own resources and thus to increase own power. (power = capacity to solve ones own problems and to influence the solution of external problems)

Three types of actions so as to trigger empowerment Actions directly aimed to people (such as training, orienteering, consultancy, counsellings)‏ System actions , to qualify the institutional system responsible of the planning and implementation of policies and its initiatives (such as studies, pilot models, prototypes and instruments, tools and measures, etc.)‏ Accompanying measures , to eliminate obstacles related to space, infrastructural deficiencies, negative cultural elements, constraints in the organisation of life time and working time, etc.

Standard = expected level of the indicator Objectively Verifiable Indicators (OVI) have to be SMART: Specific compared to the goals which have to be measured Measurable (observable and scalable) Accessible (obtainable) at reasonable costs Relevant (significant) for the purposes of those who implement the project Time–bound (time - framed) so as to know when we can expect the achievement of specific goals.
  • 10. Key words (6)‏ Sustainability It refers to the fact that the project will continue to produce its effect even after the community grant and financing have ceased. Output: will we be able to keep this product alive? Outcomes: (impact) will we be able to make the impact of our project produce general and positive effects on a long run? On a financial level: are there any national, regional, local or private finances which will keep the effects going? Is the organisation budget able to keep the effects going......? On a policy level: is there a consolidated attention and care on behalf of politicians and decision makers on the topic....? On a social level: are there groups of interest, associations, stakeholders, needs and interests able to keep the attention alive on a long run......?
  • 11. Key words (7)‏ European Added Value Why do we put our project within a European dimension (and not on a national or local level)? Because we need to acquire advanced practices which do not exist in our country; Because due to the exchange among different countries new and more advanced models of intervention can be shaped and developed. What shall Europe expect from our project? To what extent the project offers solutions to common problems? Through comparison among different countries new and more advanced models of intervention can be created; these models can be useful not only in our context but also in other and different European contexts.
