INTRODUCTION
 The Russian political system is one of the more recent to embrace democracy
but remains deeply flawed in terms of its democratic credentials,
overwhelmingly tainted by corruption, and massively influenced by the power
and personality of one man, Vladimir Putin. The Russian Federation was the
largest nation to emerge from the break up of the Soviet Union in December
1991. Following the constitutional crisis of 1993, Russia adopted a new
constitution in a referendum of December 1993. Essentially the country is
described as a federal presidential republic.

 In the meantime, the military was using the coup d’etat to pursue the states

 During the Cold War the Soviet was trying to emphasize and giving an
important for the politic to complete with the United States, in order to be the
leader in the political ideology.
 They were also try to develop their weapons.
 caused the difficulties of the citizens, especially in the age of 80 century.
 Finally, the labor union claim for their rights and protested the government.

 11 countries included the Feral of Russia (excepted the 3
countries: Lithuania, Latvia and Estonia) formed their unity by

The Judiciary of Russia
Justice is administered in the Russian Federation only
by courts. The judicial power is self-dependent and acts
independently from the legislative and the executive
powers. Justice is administered in the forms of
constitutional, civil, administrative and criminal
proceedings.
The Judiciary of Russia
 In order to strengthen public trust in the judiciary, modernize the judicial system and ensure a unified approach to
the resolution of disputes between legal as well as private persons, a Law on the amendment to the Constitution
of the Russian Federation
 “On the Supreme Court of the Russian Federation and the State Prosecutor’s Office of the Russian Federation”
was adopted.
 As a result, the Supreme Court of the Russian Federation, heading the system of courts of general jurisdiction,
was merged with the Supreme Commercial Court of the Russian Federation, heading the system of commercial
courts, to form a new Supreme Court of the Russian Federation, which is now the highest court for civil,
administrative, criminal cases, cases on the resolution of economic disputes and other cases.
Currently, Russia’s judicial system is composed of the Constitutional Court
of the Russian Federation, the Supreme Court of the Russian Federation,
federal courts, constitutional (charter) courts and justices of the peace of
constituent entities of the Russian Federation.

The mafia
 Over 6000 groups with over 200 that have global reach, they share similar goals
and organizational structures.
 Most of people in these groups are former prison member, corrupt communist
officials and business leaders.
 Criminal activities include: money laundering arms trafficking , human
trafficking,fraud,larceny,murder,eta.
The oligarchy
 Groups of tycoons who have profited greatly by privatization and use their wealth
to gain political leverage
 They gain wealth through shady deals, most see it as corruption and most of them
have ties with the mafia
 Thought to of exported more capital from Russia than had been invested there by
foreign businesses since 1991.
 Started last year of Yaltsin first term.
Boris Berezovsky
 Major oligarch during Yeltsin presidency.
 Helped Yeltsin get re-elected because he had ties with major media outlets like a TV
network and multiple newspapers.
 When Yeltsin resigned berezovsky and other oligarchs established the party united
Russia and had Putin elected
 Putin did agree with what the oligarchs were doing and many of them sought exile so
they would be arrested.
Yukos oil company
 One of the biggest and most successful Russian companion from 2000-
2003.
 Was declared bankrupt in 2006 when there was a tax re-audit and the
company was issued with tax claims that exceeded its revenue for both
2002 and 2003 combined.
Mikhail Khodorkovsky
 C.E.O of Yukos oil company
 One of the richest oligarchs
 Stayed in Russia instead of living in exile and was arrested and
charged with fraud ,embezzlement ,money laundering and for
stealing oil.
 Has to serve 8 years in a Siberian prison.
Finally
 After kodorkovsky was arrested many other oligarchs decided to withdraw from
political activities.
 There are new oligarchs that are loyal to Putin, and they help provide jobs and aid to
some of poorest parts of the country.
 The top 10 new oligarchs are worth about 20 billion Dorla a pieces, one of them was
ranked the 51st richest person in the world in 2009.

Russia : Comparative Political Systems

  • 3. INTRODUCTION  The Russian political system is one of the more recent to embrace democracy but remains deeply flawed in terms of its democratic credentials, overwhelmingly tainted by corruption, and massively influenced by the power and personality of one man, Vladimir Putin. The Russian Federation was the largest nation to emerge from the break up of the Soviet Union in December 1991. Following the constitutional crisis of 1993, Russia adopted a new constitution in a referendum of December 1993. Essentially the country is described as a federal presidential republic.

Russia in the old time Transition in politics  Monarchy system in the past  Revolution by Valadimer Lenin , Balshevic  Changed the name of their country from Russia Empire to Russian Soviet Federative Socialist Republican  In the meantime, the military was using the coup d’etat to pursue the states from the old Russia Empire  Became the ‘ Union of Soviet Socialist Republic : USSR) or the Soviet Union o Lead by Federal of Russia (1949)

Forming the USSR  USSR or the Soviet Union was under controlled by the communist party o all commanded from the central  Possessed for 69 years  caused million of death of the population o The people that did not take side in politics were eliminated o Moreover, up to 20 millions population were killed during the WWll (1939-1945)  Later on in1949 the Soviet started to build their own Nuclear Weapon

Forming the USSR  During the Cold War the Soviet was trying to emphasize and giving an important for the politic to complete with the United States, in order to be the leader in the political ideology.  They were also try to develop their weapons.  caused the difficulties of the citizens, especially in the age of 80 century.  Finally, the labor union claim for their rights and protested the government.  Michael Korbashrob, resigned on 25 December 1991

  • 11. Legislation  Composed of 2 councils 1)Federation Council : 166 cabinets ,from 83 Districts includes Moscow and St.Petersburg 2)Duma councils : 450 Representatives

  • 14. Justice is administered in the Russian Federation only by courts. The judicial power is self-dependent and acts independently from the legislative and the executive powers. Justice is administered in the forms of constitutional, civil, administrative and criminal proceedings. The Judiciary of Russia
  • 15.  In order to strengthen public trust in the judiciary, modernize the judicial system and ensure a unified approach to the resolution of disputes between legal as well as private persons, a Law on the amendment to the Constitution of the Russian Federation  “On the Supreme Court of the Russian Federation and the State Prosecutor’s Office of the Russian Federation” was adopted.  As a result, the Supreme Court of the Russian Federation, heading the system of courts of general jurisdiction, was merged with the Supreme Commercial Court of the Russian Federation, heading the system of commercial courts, to form a new Supreme Court of the Russian Federation, which is now the highest court for civil, administrative, criminal cases, cases on the resolution of economic disputes and other cases.
  • 16. Currently, Russia’s judicial system is composed of the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, federal courts, constitutional (charter) courts and justices of the peace of constituent entities of the Russian Federation.
  • 18. The mafia  Over 6000 groups with over 200 that have global reach, they share similar goals and organizational structures.  Most of people in these groups are former prison member, corrupt communist officials and business leaders.  Criminal activities include: money laundering arms trafficking , human trafficking,fraud,larceny,murder,eta.
  • 19. The oligarchy  Groups of tycoons who have profited greatly by privatization and use their wealth to gain political leverage  They gain wealth through shady deals, most see it as corruption and most of them have ties with the mafia  Thought to of exported more capital from Russia than had been invested there by foreign businesses since 1991.  Started last year of Yaltsin first term.
  • 20. Boris Berezovsky  Major oligarch during Yeltsin presidency.  Helped Yeltsin get re-elected because he had ties with major media outlets like a TV network and multiple newspapers.  When Yeltsin resigned berezovsky and other oligarchs established the party united Russia and had Putin elected  Putin did agree with what the oligarchs were doing and many of them sought exile so they would be arrested.
  • 21. Yukos oil company  One of the biggest and most successful Russian companion from 2000- 2003.  Was declared bankrupt in 2006 when there was a tax re-audit and the company was issued with tax claims that exceeded its revenue for both 2002 and 2003 combined.
  • 22. Mikhail Khodorkovsky  C.E.O of Yukos oil company  One of the richest oligarchs  Stayed in Russia instead of living in exile and was arrested and charged with fraud ,embezzlement ,money laundering and for stealing oil.  Has to serve 8 years in a Siberian prison.
  • 23. Finally  After kodorkovsky was arrested many other oligarchs decided to withdraw from political activities.  There are new oligarchs that are loyal to Putin, and they help provide jobs and aid to some of poorest parts of the country.  The top 10 new oligarchs are worth about 20 billion Dorla a pieces, one of them was ranked the 51st richest person in the world in 2009.
  • 24.
