By the grace of Allah Almighty, PLYC has successfully completed its 27th Year of community services and
has successfully laid the foundations of a vibrant and responsive society by expanding its presence across
the country through serving the underprivileged population of Pakistan. PLYC has been successfully
impacting the lives of communities living for ages with disadvantaged socio-economic conditions and the
deprived environment through direct services delivery as well as advocacy for their civic rights. PLYC
considers community development a holistic activity, encompassing all spheres of life necessary for their
empowerment and for the healthy socio-economic growth. Through contributing towards national
development since its inception in 1993, PLYC envisaged adopting a holistic approach to community
development encompassing issues related to health, education, Peace Promotion, Human rights and
livelihood. It is imperative to develop the capacity of human resource to generate, mobilize and utilize the
resources effectively and sustain the change. In a male dominant society, PLYC undertook the challenge of
empowering women folks through sensitization on rights and privileges. PLYC strongly believes in
protecting and safeguarding social norms, religious thoughts and cultural values while executing
development interventions in the diversified communities.
The 2030 Agenda for Sustainable Development, adopted by all United Nations Member States in 2015,
provides a shared blueprint for peace and prosperity for people and the planet, now and into the future. At
its heart are the 17 Sustainable Development Goals (SDGs), which are an urgent call for action by all
countries - developed and developing - in a global partnership. They recognize that ending poverty and
other deprivations must go hand-in-hand with strategies that improve health and education, reduce
inequality, and spur economic growth – all while tackling climate change and working to preserve our
oceans and forests. Pakistan being a signatory to achieving Sustainable Development Goals set by the
United Nations by 2030 and hence PLYC is contributing towards achieving number of different Sustainable
development Goals reflecting Organizational untiring efforts to contribute towards achievement of these
universal goals without considerations of color, caste or creed.
The achievements of PLYC have been made possible by the vision, dedication and commitment of its highly
motivated team and volunteers working all over target districts as well as the support and participation of
the local communities in each district. I would like to sincerely thank all the colleagues and the members of
the Board of Directors, our team of social development professionals, volunteers, well-wishers,
philanthropists and International aid and development agencies for helping us financially and morally in

Introduction
Pakistan Lions Youth Council (PLYC) was formed in 1986 and registered in 1993, as a non-profit
organization with objective of conducting meaningful development interventions, which improves lives and
wellbeing of marginalized and vulnerable communities. Since its inception, the organization has taken
initiative to alleviate the root causes of many of the socio-economic problems prevailing in different parts
of Pakistan. The core attributes of the organization are its geographical outreach, partnerships with
different stakeholders and multi-sectoral approach. Thus, interventions have focused on equality
education, health wellbeing, economic growth, sustainable livelihoods, peace and justice and issues of
governance and disaster risk reduction. In process of harnessing local development, PLYC has become an
important development actor, which has resulted in its membership in different affiliations and civil society
groups. It was also awarded “National Jinnah Award” by Prime Minister of Pakistan in 2008.
The modern development world has changed considerably particularly due to greater influence of both
external and internal factors which effects the organization and its various stakeholders. In era of circular
economy, with global, regional and nationwide manipulation of resources, issues of rising poverty,
inequality and economic stagnation has become more prominent. Climate change due to high carbon
emission is a modern reality which directly translates into deprivation in health wellbeing, education
standards and environmental pollution. It also causes degradation of agriculture resources and affects
growth of towns and cities. With changes in global economy, fluctuating donor priorities and issues of
sustainability with development projects, there is need for development sector organizations to re-position
themselves with flexible and fluid outlook. Therefore, based on its achievements, challenges faced, and
Lessons learnt since over 25 years, senior management PLYC has realized need to develop a more robust
and purpose-oriented strategic plan, so that organization can priorities, plan and develop approaches to
deliver quality and sustainable outcomes to its stakeholders, partners and community.
The strategic plan of PLYC underpins, realigned organizational vision and mission statements. It includes
detailed analysis of organizational strengths, weaknesses, opportunities and strengths. Based on SWOT
analysis, sectoral objectives have been prioritized and detailed activities against each objective have been
mapped out. Furthermore, results management framework and resource mobilization strategy have been
embeded within the plan. The results management framework has direct correlation with objectives, which
are also linked with Sustainable Development Goals (SDGs). The activities are focused on quality and
sustainability aspects, rather than mainly access and outreach. Hence, future course of work by PLYC will
focus more on addressing quality, sustainability, improved governance and right based approaches. This
will require PLYC to invest deeply in advocacy, capacity building and policy focused initiative through
collaboration with multiple stakeholders. Moreover, sustained efforts would be needed in strengthening
organizational policies and procedures, diversifying training and recruitment plans and expanding
alternative funding portfolios.

National Jinnah Award
In August 2008 the first “National Jinnah Award” issued by
the Ministry of Youth Affairs Pakistan was awarded by the
Prime Minister of Pakistan to PLYC (Pakistan lions Youth
Council. This award destined for PLYC because of out
standing performance of this NGO in the development
sector especially for the “Youth” of Pakistan. Pakistan Lions
Youth Council is engaged in the social sector on poverty
alleviation, human trafficking, child labour, runaway
children, women empowerment, governance, community
mobilization & organization, human resource development

inclusive pledge corresponds closely with the mission of Pakistan Lions Youth Council (PLYC), therefore it was an obvious

Pakistan is the sixth highest TB burden country in the world and by far the largest among
the 22 countries of WHO’s Eastern Mediterranean Region According to the latest WHO
estimations, the incidence, prevalence and mortality of TB in Pakistan are 230 per 100 000,
310 per 100 000 and 39 per 100 000, respectively. This indicates 410 000 incident cases of
TB and 69 000 TB deaths in Pakistan every year. Pakistan has shown drastic expansion of
tuberculosis (TB) care during the past 10 years, increasing case notifications many folds in
last 10 years. PLYC in collaboration with NTP and International Donors cared about Over
1 million TB presumptive patients , with a treatment success rate of 92% through mutual
strategic decisions and infrastructure improvements underlying this achievement, such as
the implementation of universal DOTS coverage, expansion of the laboratory network,
effective drug management systems, improved communication strategies, and inclusion of
private practitioners, laboratories and hospitals in the TB control program through the
public–private mix strategy.

Background
Epidemiologically, Pakistan is classified as a moderate malaria endemic country with a National API
averaging at 1.7 and wide diversity within and between the provinces and districts. Pakistan is
among seven countries of the WHO Eastern Mediterranean Region sharing 98% of the total regional
malaria burden. An estimated 98% of Pakistan population (205 million) is at varying risk while
around 60% (123 million) population at high risk for malaria. Pakistan malaria cases was at level of
3.4 cases per 100,000 people in 2018, down from 4.8 cases per 100,000 people previous year, this is
a change of 28.82%. PLYC in collaboration with Directorate of Malaria Control (DOMC) and other
international donors has been providing malaria prevention and treatment services all over the
country since 2012 with interventions carried out at public and private health facilities through
public private partnership.

Background
In Pakistan, HIV prevalence among the general population is estimated to be less than 0·1%, with
165 000 people living with HIV. The HIV epidemic in Pakistan is concentrated in key populations: people
who inject drugs (38·4% of whom have HIV); male sex workers (5·6%); female sex workers (2·2%);
transgender sex workers (7·5%) and men who have sex with men (5·4%). Pakistan Lions Youth Council in
collaboration with NACP and other national & international donors are contributing in registering all HIV-
positive people, engaging high-risk groups, and making efforts to offer free HIV testing and treatment to
achieve universal access to ART without social discrimination through improved quality of outreach
services for key population and to galvanize national efforts to engage media for HIV advocacy along
with framework development for reduction of stigma and to start opiate substitute therapy as a harm
reduction services for people who inject drugs.

Background
Pakistan has the third highest burden of maternal and child mortality in the
world. Hence, improving maternal and child health is an integral part of the
country’s national development plan, Vision 2025, and its National Health Vision
2016-2025. To about bring positive change in the health of mothers and children
in Pakistan, Pakistan Lions Youth Council (PLYC) in collaboration with different
National & international donors, is playing a significant role – especially in areas
that lack basic health services.

Background
The 2010 monsoon flood disaster in Pakistan was massive and unprecedented, killing more than
1,700 persons, affecting over 20 percent of the land area, more than 20 million people, and
causing loss of billions of dollars through damages to infrastructure, housing, agriculture and
livestock, and other family assets. Essential infrastructure including roads, bridges and markets
has been severely damaged and many remain impassable. According to one of the United Nation
Survey assessed that some 10.1 million people were in need of shelter and humanitarian
assistance. The number of people requiring food assistance to support recovery and rehabilitation
is estimated at approximately 3.6 million. More than 1.1 million houses were completely
destroyed or made un-live-able and more than 2 million hectares of standing crops were
damaged or lost.
Pakistan Lions Youth Council assisted Flood affected people through Community livelihood &
rehabilitation Program (CLRP), Construction of 100 Shelter Homes for Flood affected families,
Construction of 80 cattle pounds and Installation of 20 shelter (make shift arrangements) of
schools & provide educational facilities for flood affected children of District Jacobabad, Sindh
through Technical and Financial support of ERRA/DRU, Shapla Neer Japan And & PNAC World

Background
Pakistan has the highest incidence of Breast Cancer than any other Asian Country as Approx. 90,000
new cases are reported annually and over 40,000 women die due to this disease. According to
research conducted approximately 1 out of every 9 women are likely to suffer from this disease at
any point in their lives and about 77% of invasive breast cancer occurred in women, but if
diagnosed early the survival rates approaches 90%.
The Prevalence of Breast Cancer in Pakistan is about 11.11%. (Source: Journal of Pakistan Medical
Association). Breast cancer is mostly. In younger age females due to lack of self-confidence, feeling
hesitation for checkup during breast test and lack of awareness status smoking, life style, diet, and
positive family history, and environmental exposures. Breast cancer containing persons have various
molecular, pathological and medical features which can directly effect on prognosis and treatment .
The chances of women surviving first or second stage breast are bright, if a diagnosis is made in time.
If the breast cancer is identified early, treatment is less invasive, survival rates are higher and the
quality of life is better.
PLYC in collaboration with different international donors working on two components of early
detection pertaining to breast cancer as per WHO protocol. First is Education, which in turn helps
people recognize early signs of cancer and seek prompt medical attention for symptoms, while
second one is screening programs, which are a great tool in helping identify early cancer or pre-
cancer before signs are recognizable, including mammography for breast cancer

Pakistan as a developing country has faced critical problems of education and Education
lays the foundation for political, social and economic development of any country
.Pakistan is faced with many problems such as poverty, insecurity, sectarianism and
terrorism. The reasons for these problems are lack of tolerance, lack of general
awareness and illiteracy promoted by an ineffective education system. An estimated
22.8 million children aged 5-16 are out-of-school. Currently, Pakistan has the world's
second-highest number of out-of-school children (OOSC) with an estimated 22.8 million
children aged 5-16 not attending school, representing 44 per cent of the total
population in this age group.
Pakistan Lions Youth Council contributed to achieve the sustainable Development goal
through ESRA (Education Sector Reforms Assistance Program).NFB(Non-Formal
Education) ,ALC Adult Literacy Centers) ,UPE (Universal Primary Education) and Capacity

Despite a constitutional mandate to provide all children free access to an
education, Pakistan has over 22 million out-of-school children aged 5 - 16.
This accounts for 44% of all of Pakistan’s children in this age bracket and is
currently the 2nd highest number of out-of- school children in the world.
For Pakistani children who are able to attend a public school, major hurdles still exist. Lacks of
funding, infrastructure, qualified teachers, a standardized curriculum, among several other issues
prevent children from obtaining a quality education. Pakistan Lions Youth Council contributed in the
provision of quality education for achieving the sustainable Development goal (SDG 4 ) through the
Public private
partnership.
Pakistan Lions Youth Council is currently implementing the projects through PPM.
Enrolment of out of school Children (Children involved in Child Labour) in non-formal Education
System.
Pakistan Lions Youth Council is implementing the project with the joint support of Government of
Punjab, Labour Department, ILO integrated project through PPP strategies. Through This project
organization identified 1175 children involved in Child and bounded labour, established non formal
schools (NFSs) and enrolled these children in these NFSs .PLYC provide books , stipends and uniforms

to thee children leading towards the retention of these children in the schools. PLYC provided 2000
PKR to each student /Month through the Labour , Education and ILO for the motivation and
continuation of their education at least to grade 5
Quality of education through Development of School Implementation Plans and training of
teachers and SMCs.
Pakistan Lions Youth Council is implementing the project with the joint support of Government of
Punjab, Education Department, Labour Department and ILO integrated project and Save the Children
through PPP strategies. Through This project organization developed the School Implementation
plan (SIPs), trained, Teachers, School management committees and community stakeholders on the
resource mobilization for the implementation of SIPs. PLYC identified the out of school children
through Broad based community meetings (BBCM) enrolled these Children in formal and non-
formal education systems especially schools affiliated with Punjab Education Foundation. PLYC
facilitated these children in the provision of scholarships to the poor and needy children.
Universal Primary Education UPE Project
Pakistan Lions Youth Council implemented the Universal primary Education project with the
technical and financial support of UNIICEF in Khanewal. Through this project PLYC conducted the
Reconnaissance survey of all the government schools, prepared the list of missing facilities, Collected
data of Out of School Going Children, arranged the meetings with parents and community
stakeholders, PLYC conducted the Broad based Community meetings (BBCM) for the enrolment and
retention of these non-school going children in the formal and non-formal education centers. PLYC
enrolled 55400 out of school children in schools in both government and private schools (Preferably
enrolled the schools affiliated with Punjab Education Foundation PEF). Organization conducted the
training of 500 teachers to improve the quality of education. 1500 members of school councils in the
target area were motivated, activated and were involved in the school management especially for
fund raising for the poor children .PLYCs identified 73 missing facilities in the Government Schools
and provided these facilities to these schools by fund raising through SMC members and general
community stakeholders through PPP strategies and created the sense of ownership among the
community.
Non-Formal Education Pakistan lions Youth Council established 39 non formal education centers and
15 Adult literacy centers with the support of Literacy Department Government of Punjab Following
activities are carried down by organization. Monitoring the centers. Provision of books furniture,
uniforms and other education reading material. Enrollment of non-school going children in these
centers.
PLYC implemented the School Hygiene promotion project in Khanewal and Multan supported by
USAID/ABT, Education department Government of Punjab and general community. Under this
project organization collected the data with the cooperation of Education Department Government
of Pakistan and trained 1139 primary teachers in the grade four and 65 LCs (Supervisors) on Health
and hygiene. These teachers were sensitized to replicate the training among the students and
developing Sense of ownership among teachers.
PLYC conducted the baseline “gender disparity in Education with AGAHI and basic reasons for
gender disparity in education were observed.
PLYC has established the Helpline in Khanewal for the registration of minority children and their
enrolment in schools.

Background
The situation of Human Rights in Pakistan is complex as a result of the country's
diversity, large population, its status as a developing country and
a sovereign Islamic democracy with a mixture of both Islamic and secular law.
The Constitution of Pakistan provides for fundamental rights. The Clauses also
provide for an independent Supreme Court, separation of executive and
judiciary, an independent judiciary, independent Human Rights commission and
freedom of movement within the country and abroad. However these clauses
are not respected in practice.
Domestic violence is an important social issue in Pakistan and estimated 5000
women are killed per year from domestic violence. According to the 2016 Global
Slavery Index, an estimated 2,134,900 people are enslaved in modern-day
Pakistan, 1.13% of the population

In Pakistan there is majority of youth , The exuberant population growth around
the world has gifted Pakistan with youth bulge, which is about to reach the
peak of its own record. In this scenario, where the youth population is large in
number, most of them being inactive and out of marketplace, No doubt, youth is
a resource but if left unutilized and ignored, it can be a challenge for a country.
Youth in Pakistan is facing multiple challenges that hinder their endeavor for
their own development as well country’s wellbeing. Youth is considered as the
critical and crucial agents for social change and progress especially in Pakistan.
PLYC implemented the projects for Youth empowerment through skills training

Background
PLYC has focused exclusively on rural poverty reduction, working with poor
rural populations in developing communities to eliminate poverty, hunger and
malnutrition; raise productivity and incomes; and improve the quality of their
lives. PLYC has implemented projects in very different natural, socio-economic
and cultural environments..
PLYC has designed and implemented integrated program to improve the
livestock enhancement including breed improvements, vaccination, cattle shed.

Background
PLYC is implementing the project to foster sustainable increase in best dairy
practices, breed improvement; and promotion of the livestock business in
rural communities. PLYC's trained 5,000 rural community members on
increased animal productivity, higher incomes and better livelihood for
socio-economic change
The program's five main components are:
 Farm Up gradation;
 Training and Support for Dairy Farmer;
 Support for Artificial Insemination (AIs);
 Support for deworming and vaccination;
Mass Awareness Campaign.

PLYC conducted the evaluation study to judge the impact and evaluation of DOTS in Multan,
Gujranwala & Sialkot Parastatal Hospitals of Social Security in Punjab.
Child Labor
Realizing the severity of the issue, PLYC also focused this
area of development and launched a number of initiatives to
address the issue. Following is the brief of these initiatives
BCC strategies for youth at general bus stand Multan
Elimination of child labour from brick kilns Multan
Elimination of child labour from beharies (migrated families)
Awareness raising program for scavengers
Research work has been a major component of PLYC. The
new research leads to the identification of different
dimensions of the issue and also helps in identification of the
ways to address the issue. Following are some of the issues on
which PLYC has conducted researches
Runaway Children
This study was conducted by PLYC in three cities of Southern Punjab namely Khanewal, Multan and
DG-Khan. The study findings revealed that majority of fugitives were found to being the age group of
8-12 years. A vast proportion (92%) of runaway children were found working at General Bus stands,
Mechanic shops, Auto Mobile units, Fuel Stations, sweet shops, tea stalls, Barbour shops, and other
places while rest of the children were either kidnapped, murdered for ransom or forced for beggary
etc. Most of the children about 46.8% were also forced even for prostitution. During this study 165
respondents were interviewed
Camel Jockeys-Human Trafficking
The study conducted by PLYC on camel jockeys reveals that a number of children returned from the
Arab States were used to be paid a very meager amount against providing service to the Arabians in
context with the Camel race. Pakistan Lions Youth Council collected 162 children in the hotel. Their
parents and Agents who were involved in trafficking were also invited. During the study children
were involved, Children were asked to lay on the charts and they were asked to draw the parts
where they were beaten and some of them got fracture. They told that they were given very little
food in the UZBA. They were shocked with the electric current and were also drowned in the water
for long time to reduce their weight which is the requirement of camel riding. During the study it
was informed by the parents of such children that their children health have badly affected. Even
they are still remained as uneducated. During this research 162 interviews of camel jockeys 25 of
their parents, 3 of the agents were conducted

Bounded Labor at Bricks-kilns
His study reveals that bricks-kilns in Pakistan are involved in massive violation of labor laws through
bounding the labor for work against Peshgi (Advance System. The laborers are paid a very small
amount against a very hard labor in severe hot. The situation of labor is at adverse as their health and
education have seriously affected. Due to this the poverty is at increase while the bricks-kiln owners
are becoming richer day by day. This research was conducted with the labor of 47 bricks kilns.
Behari's Situation
The Beharies, who were shifted from Bangladesh to Pakistan in 1993, are facing a number of socio-
economic problems in Pakistan in various residential areas. They are f acing problems relating safe
drinking water, health, education, labor and environment. To identify their issues the study was
conducted
Injecting Drug Users
This study indicates that the drug users are involved in using the
second-hand /used syringes for taking drugs. This study was
conducted in all main cities of southern Punjab including
Khanewal, Vehari, Multan, Lodhran, Bahawalpur, Rahim Yar
Khan, Bahawalnagar, D.G Khan, Layyha and Rajanpur
districts. The study reveals that about 96.7% of injecting
drug users are unaware of the harms of old syringes while
rest of IDusers are less aware about the same. The PLYC in this
connection launched an awareness rising and service delivery
campaign to provide new syringes to the drug users
Child Labor Program
Stigma of child labor is alarming in Pakistan. In spite of being educated innocent children are
compelled for manual work. They are deprived of their basic rights. Child labor is a phenomenon
that plays toxic not only to the children but ultimately adds in the miseries of ailing society.
Organization conducted the research study for the children who are involved in the bounded child
labor. During the research study 103 interviews were conducted.
Study with scavengers
Pakistan Lions Youth Council conducted the research to study the
socio-economic conditions of scavengers, which includes their
family background, reasons for scavenger and problem faced by
the scavengers.

PLYC conducted the IMPACT ASSESSMENT in its global fund funded program on
tuberculosis in selected parasternal hospitals of Punjab titled “IMPACT
ASSESSMENT OF DOTS (Directly observed treatment short course)
IMPLEMENTATION IN SELECTED PARASTATAL HOSPITALS OF SOCIAL SECURITY
IN PUNJAB”
The impact assessment was done against 4 tangible indicators including OPD,
Suspect Ratio, Number of NSS +Ve cases and All Type of TB patients diagnosed &
Registered.
The Period for impact assessment was divided into two categories including;
PRE-DOTS ( April -2011 till April 2012)
POST DOTS (April 2012 till March 2014)

Multi-stakeholder approaches
Since beginning of the 21st
century, the world is becoming increasingly polycentric,
with divisions between north and south vanishing and developing economies
following their own paths. Previously local governments, civil society organizations
and private sector organizations played distinct roles in isolation, now they
cooperate and form partnerships to extensively find sustainable solutions to the key
challenges of today. These developments signal both the need and the possibilities
for civil society actors to influence change on the local and global stage and requires
an approach that brings together multiple stakeholders.
Global goals call for inclusion
UN’s global Agenda 2030 is an action plan for people, planet, and prosperity.
Through 17 Sustainable Development Goals, and 169 targets the agenda has the
underlying focus to: Leave no one behind and reach the unreached first, while
addressing structural causes of
inequality, human rights,
gender, and environmental
sustainability. Pakistan was one
of the first few countries to
express commitment to the
Agenda 2030, at its launch in
New York in 2015, which led to
the endorsement of SDGs
National Development Goals
by the National Assembly of
Pakistan in February 2016. In
line with the National Initiative
on SDGs, Government of Sindh
has taken lead to steer its
development, and budgetary
framework, in accordance with
objectives of Sustainable
Development Goals.
The Sustainable Development Goals offers a powerful political framework for
inclusion, but what still needs to grow is the knowledge that specific groups

encounter specific barriers, and that reaching out to those requires tailored
strategies. A deeper analysis of existing discriminatory policies and systems is also
needed to make inclusive policies actionable. The global goals offer a great
opportunity for PLYC to work with rights based sectoral approaches on inclusion of
marginalized and vulnerable population. PLYC needs to adapt targets and indicators
of Global Goals into its priorities and develop practical and feasible solutions that
work in project areas
New funding opportunities
Funding structures are changing rapidly. The charitable structures of the past,
whereby large groups of donors gave donations without expecting anything in
return, are gone. Individual donors have high expectations of the organizations they
support regarding transparency and impact. Institutional donors sometimes go even
further, prescribing methods of working, or target indicators. Meanwhile other
funding mechanisms are developing. The Grand Challenges are new types of grants
that are more free form, challenging organizations to tackle a big issue with
innovative and scalable solutions. Other organizations no longer look to donate, but
rather to invest, and they look for a social or financial return on their investment. This
requires flexible approaches and robust organizational procedures, so that PLYC is
eligible for these funding
