The Philadelphia Curfew Act of 2012 was introduced in response to acts of violence by youth in 2010-2011. Flash mobs and rampages increased concerns about youth safety. Councilwoman Blondell Reynolds Brown, who has long worked with Philadelphia youth, supported Mayor Nutter's enforcement of an existing curfew law to address the violence. The new act aimed to set clear limits on when minors must be home.
