Position: Project Director Assistant for the TA Project under sub-measure 431.1 -
Building of public-private partnerships, Phase 1 – “Awareness-raising among
local stakeholders on the LEADER approach”- LOT 4, implemented in Romania
by the Austrian company GBI Consulting, Mehlmauer-Larcher&Kastner OG. The
Contracting Authority was the Ministry of Agriculture and Rural Development
and the Paying Agency for Rural Development and Fisheries.
Description: The project, with a budget of 1,492,9742 RON, or 355,216.27 EUR (VAT
excluded), trained a number of 450 LEADER applicants under PNDR2007-2013.
The Project Director Assistant duties included:
-support in the selection of non-key experts, contracting experts and allocation
on training sessions as per project requirements;
-organisation and monitoring of training, accommodation and training facilities
for farmers’ training, including contracting and payment of these services
-supervision of farmers identification, allocation and training process and of the
training materials development process;
-on going supervision, monitoring and trouble shooting for implemented
sessions;
-organization and monitoring of the expert and administrative teams;
-support in the elaboration of project technical reports and interface with the
contracting authority in the analysis and acceptance of these reports as well as
for ongoing project activities;
-preparation of regular financial reports to the Project Director;
-support in the preparation of documents required for the submission of payment
files while ensuring compliance with the project allocated budget.

- Contract drafting for all technical experts selected by GBI, including
reports on payments to be made and made to them, based on
adequate supporting documents (presence sheets, invoices, etc);
- Coordination of administrative staff in charge with logistics for the
implementation of training sessions (establishment of their tasks,
monitoring the execution of the tasks and submission of adequate
reports to the project management);
- Coordination of input for experts provided by GBI Consulting, based
on days allocated in the offer, collection and checking of
corresponding time sheets and submission of payment batches to be
paid by GBI Consulting;
- Regular reports on implemented activities and on talks with the
Contracting Authority, prepared and sent to Project Managers for
adequate feedback on carried-out activities;
- Preparation of relevant reports and documents needed for inclusion in
the project technical reports;
- Preparation of financial documents corresponding to contracts and
payments undertaken by GBI and of corresponding reports needed for
the project payment files;
- Permanent liaison between GBI and the Consortium Leader, for all
project related activities

for farmers’ training, including contracting and payment of these services
-supervision of farmers identification, allocation and training process and of the

teams and of the project experts;
-Organisation, selection, contracting, implementation and monitoring of logistics
required for the implementation of project events (seminars, official meetings
training sessions, national and regional conferences);
-Coordination of Association members input as per the provision of the technical
offer and established budget;
-Elaboration of project activity technical reports with technical input from the key
experts;
-Preparation of documentation needed for the auditing of project expenditures
and preparation & submission of payment files;
-On-going monitoring and assessment of project activities as per the technical
offer and the project budget and provision of regular financial projections to GBI
representatives;
-Permanent contact and communication with the counterparts within the
