PRELUDE
The Objective:
There is no doubt that children and teenagers or those under the age of
adolescents are vital to the development of any nation and its economy, hence
there is imperative to invest in these young minds who have been identified
Internet Citizens (NetiZens), because they are growing amidst digital
upbringing and Internet evolution as technologies continue to evolve.
What is the Internet?
According the American Heritage Dictionary, Internet is a publicly accessible
system of networks that connects computers around the world via the
Transmission Control Protocol (TCP) or Internet Protocol (IP).
Also known as the communication of communications and information, the Internet
is the single worldwide computer network that interconnects other computer
networks, on which end-user services, such as World Wide Web sites or data
archives, are located, enabling data and other information to be exchanged.
Equally the Internet is known as ‘the Net.’

WHAT IS ISOC?
The Internet Society (ISOC) is an international, non-profit
organization founded in 1992 to provide leadership in
Internet-related standards, education, and policy.
ISOC mission is "to promote the open development, evolution
and use of the Internet for the benefit of all people throughout
the world" - www.internetsociety.org
And in Nigeria we have a chapter based in Port Harcourt, Rivers
State.

WHAT IS ISOC? … 2
Nigerian Chapter activities:
ISOC Chapters endeavor to run various programmes and activities geared
towards supporting overall principles and mission of the global ISOC,
including:
Educational events - educating members or the general public about Internet-
related issues such as security, broadband access, IPV6, child safety,
network neutrality, and much more.
Community programmes- ensuring Internet access for economically
disadvantaged people or those with disabilities, covering areas such as
hardware, software, distribution and best practices.
Public policy programmes - informing policy and decision makers about Internet
issues such as net neutrality, copyright protection, censorship, or human
rights.
Networking events - helping members connect with like-minded people who share
an interest in bringing the benefits of the Internet to everyone.

POSITIVE …DEFINED
Positive:
An adjective with some five (5) synonyms including:
1. Sure: Certain and not in doubt;
2. Irrefutable: Conclusive in law and beyond doubt or question;
3. Optimistic: Confident and focusing on good things rather than bad, in addition
to having a positive attitude about work;
4. Beneficial: producing good results because of having an innately beneficial
character; and
5. Encouraging good behavior: especially in the young that is considered morally
good, therefore a positive role model.

MOBILE DEVICES … A DEFINITION
Industry-wise known as hand-held device or computers, a mobile device in other
words is a portable battery-powered computer small enough to be carried in
your pocket or by hand.
A mobile device is a small computing device, typically small enough to be
handheld (and hence also commonly known as a handheld computer or
simply handheld) having a display screen with touch input and/or a miniature
keyboard and weighing less than 2 pounds, thus comprises Pads –iPads,
iPhones; Smart and legacy Phones, Note Books, Laptops which comes in
various brand names, etc.
Correlation - [Association, Connection and Relationship]
Lexically, Correlation portends mutual relation of two or more things, parts, and
could be said to be ‘Positive’ when the values increase together, whereas
Correlation is ‘Negative’ when one value decreases as the other increases.

HISTORICAL PATH:
Historically, in:
1987 Europe produced GSM Technical specifications (February)
1987 Ministers from the big 4 EU countries gave declaration at Bonn (May)
1987 GSM MoU was signed in (Sept) with operators/investors embracing it.
In Nigeria, the mobile devices entered with the notorious era of Not-9-Not from
mainly Motorola, Siemens and Ericsson kinds of mobiles-like boxes.
This era somewhat paved the way for further liberalization of the
Telecommunications Sector and following the deregulation of the mobile
phone market in Nigeria which led to the introduction of Global System for
Mobile Communication (GSM) network providers operating on the 900/1800
Mega Hertz (MHz) spectrum like MTN, Airtel (transition =
Econet+Vmobile+Celtel+Zain+Airtel), Globacom and Etisalat and
subsequently obtained licenses from the Nigerian Communications
Commission (NCC).

HISTORICAL PATH - 2:
The use of cell or mobile phones soared afterward, and has largely replaced the
unreliable fixed line services of then Nigerian Telecommunications Limited
(NITEL) chasing away the long queues at NITEL call centers.
With the expiration of the exclusivity period of the first phase of GSM network
providers, Nigeria's telecom regulator, NCC introduced the Unified Licensing
Regime (ULR).
It is hoped that telcos with unified licences will be able to provide fixed and mobile
telephony and Internet access as well as any other communications service
they choose to offer.
In March 2011 the NCC started registering Subscribers Identification Module
(SIM) cards.

HISTORICAL PATH - 3:
However, after a decade of failed privatization attempts, the Bureau of Public
Enterprises (BPE) proclaimed that the incumbent national telco, NITEL and its
mobile arm M-Tel were sold to Natcom operating under the name of ‘ntel’ and
is currently undergoing liquidation processes.
NCC also says the mobile (GSM) 149787120 and mobile CDMA – Code Division
Multiple Access – standing at 2,149, 120, bringing mobile devices connected in
the country to approximated 151,936,240 as at January 16, 2016.
Equally as at November 30, 2015, Internet users in Nigeria were approximated at
92,699,924 by the Internet World Statistics.

NDSF ON IG4D EXAMPLE:
In 2009, the management of DigitalSENSE Africa Media Limited introduced a
campaign, the Nigeria DigitalSENSE Forum on Internet Governance for
Development (NDSF-IG4D), to change the mindset of Nigerians especially the
youth most of who think that Yahoo, Yahoo and online ‘419’ scam is the in-
thing and that Maga De Pay; to embrace the positive way of life, with the
believe that when we catch them young, similar to what Shift is doing today,
there is hope for this country – Nigeria, then the song will definitely change.
Since then, NDSF has grown and was recognized and invited to join the Local
Multistakeholder Advisory Group (LMAG) of the Nigeria Internet Governance
Forum (NIGF) whilst ICANN – the global body coordinating the Internet
Protocol through its At-Large Advisory Committee named DigitalSENSE Africa
Media as an At Large Structure (ALS).
NDSF on IG4D has also introduced Essay Competition and Quiz for students;
whereas Essay is for undergraduates, Quiz is for pupils in Secondary schools,
while who have successfully used the Internet positively are invited to share
their stories as young startups.
Just as this year’s NDSF on IG4D will hold on June 2-3, 2016 at Welcome Centre
Hotels, International Airport Road, Lagos, So, YOU all are invited!

NDSF on IG4D has also introduced Essay Competition and Quiz for students;
whereas Essay is for undergraduates, Quiz is for pupils in Secondary schools,
while who have successfully used the Internet positively are invited to share
their stories as young startups.
For instance in 2015: A 100 level undergraduate from the University of Nigeria,
Nsukka, Nicodemus Chidera Onah emerged the overall winner in the 2015
Nigeria DigitalSENSE Students Essay on Internet Governance for
Development (IG4D).
The first runner up, another UNN student - Kizito Chijioke Onah who is a student
of English and Literary studies, while the third place went to Ms Ekpobadarho
Oghenetejiri Blessing from the Niger Delta University, Wilberforce Island,
Bayelsa State.
Just as this year’s NDSF on IG4D will hold on June 2-3, 2016 at Welcome Centre
Hotels, International Airport Road, Lagos.

ROLES OF ENGAGEMENT DEFINED:
At this stage what comes to mind is to have a preview on recently signed
Nigerian Cyber Crime Act 2015 signed into Law by the former
President Goodluck Ebele Jonathan on Friday, May 15, 2015.
Incidentally, ‘Children’ appeared in the document only twice on page 17
and 43; where it was discussing “Genocide” which means any of
the following acts committed with intent to destroy in whole
or in part, a national, ethnic, racial or religious group as such:
killing members of the group, deliberately inflicting on the group
conditions of life calculated to bring about its physical
destruction in whole or in part; imposing measures intended
to prevent births within the group; forcibly transferring children of
the group to another group.”

ROLES OF ENGAGEMENT DEFINED - 2:
While page 43 of the Cyber Crime Act 2015 dwelt on, “(a) Sexual
intercourse, including genital-genital, oral-genital, anal-genital or oral-
anal between children, or between an adult and a child, of the same or
opposite sex.”
However, the United States was very apt in coming up with Children's
Online Privacy Protection Act (COPPA) of 1998, specifically has 21
‘Children’ appearances to stress the importance of Children in today’s
online environment and need to protect those children under the age
of 13.
COPPA has been severally adopted by several other countries including
the United Nations agencies like the International Telecommunication
Union (ITU).

ROLES OF ENGAGEMENT DEFINED - 3:
Though highlights of COPPA may not be limited to how to protect children law-
wise, it also gives some direction on what parents/adults could do to help
children navigate abuse online.
Generally, ‘Parents” appeared 3,443 in COPPA to further emphasized the critical
role parents or guardians have over their children as far as Child Online
Protection is concern.
Particularly Section 9 states among other things: (9) VERIFIABLE PARENTAL
CONSENT.—The term "verifiable parental consent" means any reasonable
effort (taking into consideration available technology), including a request for
authorization for future collection, use, and disclosure described in the notice,
to ensure that a parent of a child receives notice of the operator's personal
information collection, use, and disclosure practices, and authorizes the
collection, use, and disclosure, as applicable, of personal information and the
subsequent use of that information before that information is collected from
that child.

RECOMMENDATIONS:
1. The Ministry of Youth should ASAP conduct a survey on Child Online and
Abuse in Nigeria
2. Nigeria should establish a Child Exploitation and Online Protection Centre
(CEOPC) with a portal for reporting Child Online Abuses
3. CEOPC must have a toll free number, which must be available 24/7 days a
week with trained counselors at hand to assist or at best linked with
emergency numbers 112/ 199/119/190/7411+36 states separate GSM lines for
emergencies.
4. Parental care or guide is very key to safety of children online
5. Parents Must relate with children to encourage their sharing of vital
information at will
6. Use of Apps with user content control or user setting options like Twitter,
Instagram, Facebook etc is encouraged.

RECOMMENDATIONS:
7. Parents must be in tune with most of these technologies to be able to help
their children adequately and appropriately when the need arises
8. Children must avoid chat room exchanges
9. Continue education and sharing of ideas like today
10.Take advantage of the Internet by adopting a discipline stand
11.Take their education seriously, take advantage of Cliqlite from Etisalat.
12.Be positive and strong-willed about the Internet and its associated values.
13... So join hands in making SENSE of this digital revolution!
